Consultancy Title: CPHA Training Design Lead and Coordinator

Duration: 4 months (70 working days)

This consultancy will comprise of preparing the content and training materials as well as organizing, administering, and facilitating an online training on Child Protection in Humanitarian Action, during Set 2021. The CP Training for Stand-By Partners (SBP) has been developed by UNICEF, UNHCR and the CP AoR in collaboration with Standby Partners in response to the rapid changes that have occurred in the area of child protection over the last years and to enhance their knowledge of UNICEF and UNHCR mandates and approaches to child protection, including coordination. Almost half of all requests for SBP personnel are now for child protection deployments, and the profile of these requests has moved from more specifically technical CP experts (e.g. psychosocial support, family tracing systems) to more general child protection profiles requiring diverse skill sets in areas such as child-protection coordination, programme design, technical guidance and advocacy. The training was developed to target SBPs personnel, UNICEF and UNHCR staff who already have technical knowledge and experience on child protection in humanitarian action. Although it is not a mandatory course, it supplements core training and technical learning initiatives by enhancing not only the impact and effectiveness of the implementation of the tools facilitated by this course, but also getting vital and unique information from different forums where participants will share knowledge and experiences.
Specifically, the objectives of the consultancy are to:
- Support the preparation, development and production of the structure and content of the virtual training.
- Establish a work plan for implementing the course.
- Facilitate the training, in close collaboration with the UNICEF CPHA team and the CP group.
- Production of final documents (lessons learned, surveys, etc).
Terms of Reference / Deliverables
Scope of Work
Under the overall supervision of the UNICEF Senior Adviser Child Protection (CPHA) and in close consultation with the Child Protection Area of Responsibility and the UNHCR Child Protection representative (hereafter they will be called the CP group) the consultant will achieve the following results.
Task 1: Develop Workshop Objectives, Content and Methodology:
- In close coordination with the CP group, facilitate finalization of overall objectives of course, key content areas and strategy and methodology for the final product/presentation.
- Review the existing course training materials to evaluate whether they adequately cover the objectives of the course, drawing on lessons learned from the first roll-out of the training.
- Prepare draft of agendas, course outlines and similar planning materials.
Timeframe: approximately 3 months prior to workshop

Task 2: Assessment, Research and Gather Information
- Conduct research and gather materials from wide-ranging sources to ensure course content reflects the latest inter-agency child protection guidance and tools.
- Conduct research and gather material to ensure content reflects the latest policy and practice developments within UNICEF and UNHCR.
Timeframe: approximately: 2 months prior to workshop
Outputs: Gathered documents and other materials from wide-ranging sources
Task 3: Preparation of Training Materials
- Based on materials gathered in task 2, define the learning objectives, instructional methods, evaluation strategy and the course structure. Update/ develop the training content, including sessions storyboard, essentials pre-reading, PowerPoint slides, audio-visual aids, groups activities, field examples/case studies and job aid.
- Based on materials gathered in task 3, prepare standard materials for participants, such as a workshop guidebook and/or an Agora site with all related handouts and other materials.
- Prepare other props and audio-visual aids.
- Prepare standard briefing kits for the presenters of each course topic.
Timeframe: approximately 1 month prior to workshop

Task 4: Liaise with Partners and Service Providers
- As necessary and in coordination with the CP group, help to identify, contact and brief the resource persons for the workshop.
- Ensure that the resource persons are fully aware of the workshop objectives, content and methodology.
- As necessary and in coordination with the CP group liaise with external partners to coordinate simulation exercises and other course events;
Timeframe: approximately 2 months to immediately before the workshop
Output: effective coordination among partners and service providers
Task 5: Act as Lead Facilitator for the Course
- Ensure that administrative norms such as schedule, breaks, timeliness etc are understood and adhered to.
- Ensure that the workshop sessions are linked together and integrated into a coherent whole.
- Coordinate day-to-day activities of the workshop, including briefing, supporting and coordinating other workshop resource persons and facilitators.
- Facilitate and run various exercises relating to the subject material.
- Facilitate and lead group discussions related to the workshop material.
- Establish and maintain a learning atmosphere characterized by intellectual inquiry and openness, mutual respect, dynamism and fun.
- Facilitate a final session designed to evaluate participant learning in the course and collect participant evaluation input relating to the course throughout the training period.

Task 6: Act as Presenter/Subject Matter Expert as Needed
- In consultation with the CP group, and in accordance with the facilitator’s skills and experience, be prepared to act as a presenter and provide subject matter expertise for certain topics.
- Provide subject matter expertise and input for other specific subjects in a supporting role.

Task 7: Submit Evaluation Report
- Submit an evaluation report upon completion of each workshop.
- The report should analyze and assess participant evaluations.
- The report should identify problem areas and make suggestions for improvement.
- The report should assess the workshop’s overall success in meeting objectives and is considered an essential part of evaluating the curriculum and pedagogical approaches.
Timeframe: normally within 15 days of completion of workshop Output
- Master’s degree in social sciences, child psychology (clinical or educational) or similar relevant discipline
2) Work experience, knowledge and expertise required
- At least 5 years international experience with child protection case management, including in humanitarian contexts.
- Good knowledge and understanding of humanitarian principles, child safeguarding measures and established Minimum Standards for Child Protection.
- Proven experience in inter-agency coordination is essential.
- Strong organizational skills, whether face to face or remotely with diverse stakeholders.
- Comfortable to work independently while functioning well in teams.
- Ability to work at least 2 out of 8 working hours per day (9am-11am) in US Eastern Time to facilitate coordination and common work at certain hours.
- Full command of spoken and written English is essential.
- French, Spanish or Arabic language skills are an asset.
