BACKGROUND

Purpose of Activity/ Assignment:

The Adolescent Health Consultant is based in NYHQ within the Maternal Newborn Adolescent Health Unit. The Adolescent Health Consultant will report to the Health Specialist (Adolescent Health, Mental Health, School Health, Level 4) for guidance and general supervision. The Adolescent Health Consultant is responsible for coordinating and supporting implementation, monitoring, and reporting on the Global AstraZeneca YHP- UNICEF and ZZF Partnerships. The consultant provides coordination and support throughout the programming processes to facilitate the administration and achievement of results according to the partnership agreement and amplify the work in 14 UNICEF program countries to inform adolescent NCD prevention and Mental Health programming in other regions and countries.

Scope of Work:

The consultant will support on:

Program planning, coordination, monitoring, and reporting

  • Coordination of annual workplans for HQ sections, ROs, and COs receiving funding through the AZ YHP and ZZF partnerships.
  • Collaborate cross sectorally and cross- divisionally to coordinate partnership program goals, objectives, strategies, and implementation plans
  • Bi-weekly calls with NatComs and PFP teams to ensure the achievement of global adolescent health partnership goals.
  • Provide operational support throughout all stages of programming processes to ensure progress at regional and country level towards achievement of results as planned and allocated.
  • Support monitoring and evaluation activities and program reviews to assess progress and determine required action/interventions to achieve results.
  • Prepare program reports to identify gaps, strengths and/or weaknesses, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Actively monitor partnership program activities through communication and exchange of information with HQ cross-sectoral teams, RO and CO, youth leaders, and partners to assess progress, identify bottlenecks, potential problems for timely resolution.
  • Prepare regular and mandated reports for management, donors and partners to keep them informed of partnership progress.

Program Support to Partnership Focus Regions and Countries

  • Support program development and implementation in AZ YHP programming countries
  • Dedicated support to new countries being introduced to the partnership (PNG)

Partnership building with youth-led organizations and young leaders

  • Build and maintain working partnerships with youth led organizations and young leaders around adolescent health and NCD prevention
  • Lead monthly meetings with AZ UNICEF young leaders
  • Coordinate and support AZ UNICEF young leader engagement and activities
  • Active networking, communication, capacity building, strengthen engagement of adolescent health youth network

Communications and knowledge management

  • Keep abreast of latest evidence for implementation of best and cutting-edge practices in adolescent health as it relates to partnerships activities
  • Assess, institutionalize, and share best practices and knowledge learned to regional and country offices.
  • Prepare communication and information materials for HQ programme advocacy to promote awareness, establish partnerships/alliances, and support additional fund raising for adolescent health programming.
  • Effectively document and communicate the work of the adolescent health team through internal channels such as the Adolescent Health communication site.

Deliverables

  • In collaboration with relevant teams, compile annual workplans and budgets for HQ collaborating sections (ADAP, Nutrition, WASH) and divisions (DoC, DAPM), ROs, and COs
  • Quarterly progress summaries on partnership activities across HQ sections, divisions, ROs and COs
  • Monthly young leader meetings and coordination
  • Share point site updated with all partnership materials and tools
  • Cross-regional webinar for knowledge exchange
  • Annual AZ YHP and ZZF UNICEF Partnership Report

Payment will be made on a monthly basis, against the report on the monthly work plan, in line with the deliverables noted above.

Terms of Reference / Key Deliverables:

  • Participation in MHPSS TWG meetings and coordination with MHPSS global partners - 30 days
  • Technical review and inputs to RO/CO program plans, reports, pilot evaluation data for CAMH related grants - 40 days
  • Support on training and capacity building of RO, CO, and implementation partners on Helping Adolescents Thrive tools - 40 days
  • CAMH Investment Case and Proposals tailored to reginal contexts and service delivery platforms (facility, school, digital) - 20 days
  • Scoping review and manuscript development on relevant topics related to CAMH service delivery through facility, school, digital platform - 30 days
  • Technical review and development of CAMH related content for UNICEF MHPSS campaigns and digital platforms - 40 days
  • Technical coordination and finalization of MHPSS digital toolkit with LTA partner - 30 days
  • Partnership building with youth-led organizations and young leaders - 20 days

Qualifications

Education:

  • An Advanced University Degree (Masters) on Medicine, Nursing, Clinical or Counselling Psychology, Global Mental Health - Clinical degree and background with specialization in mental health
  • Full command of spoken and written English is essential, working knowledge of other UN languages is an asset.

Work experience:

  • Minimum 3 years’ experience with global MHPSS programming for adolescents/children in LMICs
  • Minimum 3 years’ experience with implementation of digital MHPSS interventions for adolescents/children in LMICs
  • Demonstrated experience with desk research and program mapping, preferably including remote coordination.
  • Experience setting up knowledge management and communication sites.

Competencies:

  • Strong knowledge and understanding of humanitarian principles, child safeguarding measures and established international standards on mental health and psychosocial support for adolescents and children
  • Strong organizational and facilitation skills whether face to face or remotely with diverse stakeholders
  • Comfortable to work independently while coordinating closely with different teams.

  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
