Program Brief

Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.

The IRC has been present in Bangladesh since 2017 and obtained registration with the NGOAB in March 2018. Since the IRC obtained registration in March 2018, it has moved quickly to expand its integrated emergency health and protection response through both direct and partner-based programming focused on primary healthcare, women’s protection and empowerment, sexual and reproductive health, gender-based violence and child protection. Recently IRC has also introduced two new programs: Protection Rule of Law (PROL) and Education. IRC will continue working in both the camps and host community, while meeting the significant needs in both refugee and host populations, as already existing vulnerabilities are compounded with cyclical monsoon and cyclone seasons that impose additional threats to the lives and protection of those refugees as well as vulnerable host populations. IRC will grow over time its geographic coverage within Cox bazar and to other parts of the country, thus expand its’ networks and partnerships around emergency preparedness and response work, reach beyond the Rohingya refugees, also targeting the vulnerable host groups in Cox Bazar and other parts of Bangladesh.

Purpose of the Role

The Construction Manager will work closely with Operations Coordinator to ensure all IRC facilities construction, repair maintenance, technical assessment of new or existing facilities, prepare design, estimates, BoQs, interior design, technical support to SC team to support for preparing tender documents and selection of construction supplier, day to day monitoring of ongoing construction activities, ensure quality of construction as per BoQ/ specification, communication and coordination with supplier/ contractor, liaison with CiC, others govt. authority regarding ongoing construction.

The person will assist Operations Coordinator and work closely with construction, operation and program team with frequent field visit in IRC program area.

Highlights of Key Responsibilities (but not limited to)

- In close consultation with operation and program team, identify the needs in terms of construction of new facilities and maintenance of existing facilities - Work with program team to identify suitable sites for construction of IRC facilities’ infrastructure - Frequent visit to all the existing facilities to undertake technical assessment and provide necessary recommendations to ensure that facilities’ infrastructure is well maintained - Prepare design, estimates, BoQs for infrastructure of various facilities following GoB guideline. - Prepare electrical wearing design and estimates BoQs for infrastructure of various facilities - · Assist supply chain to prepare tender documents, support to identify competitive and qualified contractors and suppliers as per IRC procurement policy.

- Supervise contractors / suppliers involved in construction of IRC facilities on day to basis to ensure that the construction is done as per agreed design and BoQ, quality standards and in timely manner - Communicate with supplier/ contractor for necessary improvement if quality of construction work not satisfactory and update to operations coordinator - Liaise with CiC, Site Management and others govt. authority regarding ongoing construction and support to understand from technical aspect as and when necessary. - Undertake regular maintenance of facilities’ infrastructure deploying need based daily labor - Contribute to new proposal development by providing specialized technical support related to construction of facilities - Provide support to operations team in terms of facility development of IRC premises (office, guest house, warehouse etc.) - Assist post assessment team and release of payment (certification of work completion) by discussion with operations coordinator - Assist Emergency Response and Preparedness team to complete facility assessment as needed - Ready to deploy in any location during emergency response as and when needed - Any other task assigned by Operations Coordinator/ Management

Deliverables

- All IRC facilities, infrastructures are constructed by following GoB guideline and with high quality and in timely manner - All IRC facilities infrastructure (existing) are well maintained with minimum disruption - Timely processing of engineering design, BoQ, estimates and work completion certificates - Timely processing of electrical wearing design, BoQ and estimates - Prompt response to ad-hoc/ urgent needs in terms of operation of IRC’s facilities’ infrastructure - Weekly construction update report to Operations Coordinator

Qualifications

Experience

- A minimum of 5 years of relevant work experience with development sector/ INGO/ UN agencies - Strong interpersonal skills and ability to communicate clearly. - Demonstrated people skills. - Good writing and organizational skills - Excellent computer skills and experience working with design packages. - Cultural and diversity sensitivity, commitment and an understanding of IRC WAY

Competencies: Knowledge, Skills & Abilities

- Must have high level skill on AUTO CAD - Computer literate (good application of word processors, spreadsheet, database, outlook) - Proven skills on preparing engineering design, BoQ and estimates - Proven skills on preparing electrical wearing design, BoQ and estimate - Excellent understanding of GoB guideline related to construction - Experience on emergency response and in Rohingya camps in Cox’s Bazar is an added advantage - Experience of construction of health facilities is an added advantage

Language Preference

- Excellent command over local language - Good command over English language

Specific Educational Qualification

· At least Bachelor of Science (BSC) in Civil Engineering
