Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Ukraine UN Women works with the government, parliament and civil society in advancing gender equality through implementation of the national and international commitments on gender equality and women’s human rights. UN Women Ukraine implements interventions towards the realization of following strategic goals: elimination of violence against women and girls; implementation of women, peace and security agenda and gender responsive governance. UN Women works closely with the UN Country Team in integration of women’s rights and gender equality in all spheres of UN work.

Through communication and advocacy work, UN Women aims to support women’s movement to be broader and more inclusive and ensure that many different voices are heard through campaigns and collaborations between civil society and the media, for collectively challenging patriarchal social norms and advocating for their needs.

The communications and advocacy activities will raise awareness about existing problems in achieving gender equality, celebrate women’s leadership and inclusion, feature real-life stories from women and men, girls and boys that promote equality by means of compelling content, impactful media collaborations, influencer engagement, and digital communication tools, alongside the evidence generated through various knowledge products. Where possible, efforts will also be aligned with government communications activities to leverage momentum and opportunities for reaching wider audiences.

Under the overall guidance and direction of Communications and Advocacy Analyst, the Communications Specialist will work to ensure implementation of the UN Women Ukraine communication strategies and projects’ plans

S/he also collaborates with UN Women Ukraine Communication and Programme teams to support outreach campaigns, resource mobilization and donor relations initiatives. S/he mobilizes support in conjunction with intergovernmental processes, and supports the activities, corporate campaigns and special events organized by UN Women.

Impact of results:

The Communications Specialist is to demonstrate strong leadership for the visual impact of the UN Women Ukraine Country Office. S/he will build and strengthen networks with strategic media partners to support the exposure of the UN Women messaging across the country.

Duties and Responsibilities

Summary of key functions:

  • Substantive support to Communication and Advocacy Analyst in planning and designing of external communication and outreach/advocacy strategies and plans
  • Support coordination and contribute to the development and dissemination of advocacy materials in the country
  • Support coordination of media relations for the Country Office
  • Maintain partnerships and relations with donors as appropriate
  • Coordinate the CO web/online presence
  • Provide inputs to UN Women Operations team to ensure timely implementation of the communications activities in compliance with the UN Women policies and procedures

******1. Provide substantive support to Communication and Advocacy Analyst in planning and designing of external communication and outreach/advocacy strategies and plans******

  • Provide analysis for elaboration of communication strategies; ensure gender perspective;
  • Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives, as necessary;
  • Monitor and analyze print and social media and provide analysis to RO/HQ;
  • Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events.

2. Support coordination and contribute to the development and dissemination of advocacy materials in the country

  • Draft briefing materials, and press releases and coordinate its dissemination through effective channels;
  • Identify storylines for publication and articles;
  • Promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
  • Coordinate the translation/adaption/rewriting of information received, printing and dissemination of publications and audio-visual materials;
  • Follow guidelines from HQ and RO.

3. Support coordination of media relations for the Country Office

  • Coordinate the establishment of relevant relationships;
  • Maintain list of relevant media in country; ·
  • Respond to inquiries for public and UN system information materials;
  • Organize roundtable discussions, press conferences and briefing session for press, as required;
  • Draft talking points.

4. Maintain partnerships and relations with donors

  • Maintain relationships with partners and alliances to enhance visibility;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors, as delegated.

5. Coordinate the CO’s web/ online presence

  • Coordinate CO’s websites’ content and maintenance based on corporate requirements;
  • Coordinate CO’s social media accounts in line with corporate social media policy;
  • Upload information to knowledge management system on a regular basis, including news, updates, resources

6. Provide inputs to UN Women Operations team to ensure timely implementation of the communications activities in compliance with the UN Women policies and procedures.

  • Draft ToRs for experts and compenies’ involvement and Concept Notes for events, media and communications campaigns;
  • Observe UN Women procurement procedures for selection of suppliers, submit required supporting documents to Operations team for timely processing of contracts and payments;
  • Participate in various selection processes for companies and individuals within the scope of exercise.

7. Facilitate knowledge building and sharing

  • Identify and synthesize best practices and lessons learned directly linked to programme goals and activities;
  • Organize and conduct training and workshops on communication and advocacy, as appropriate.

Measurable outputs of the work assignment:

  • Media strategies in line with corporate guidelines is prepared and implemented;
  • Country Office’s media and public outreach is achieved;
  • Communications components of UN Women and/or UN campaigns are implemented successfully;
  • Close collaboration with other UN Women/UN agencies Communications teams is established and maintained.

Required Skills and Experience

Education:

  • MA degree (or equivalent) in communications, journalism, public relations, social sciences, international relations, or a related field

Experience:

  • A minimum of three (3) years of experience in communications, journalism, public relations or related field at the national or international level, including experience in media relations. Experience in on-line outreach and multimedia;
  • Working experience with large development agency would be an advantage;
  • Experience in usage of computers, including databases and office software packages;
  • Familiarity with gender issues would be an asset;
  • Familiarity with UN Women and UN system would be an asset;
  • Outstanding oral and written communications and editing skills, with proven ability to meet tight deadlines;

Language Requirements:

  • Fluency in oral and written English, Ukrainian and Russian languages.
