Objectives of the Programme and of the immediate Strategic Objectives:

The Division of the Regional Director (RDD) provides the visionary leadership and, together with BOS, supports the Country Offices and all the other Divisions in the efficient delivery of the EPW through agile transformation and implementing WHO Value Charter. RDD has the overall responsibility for the planning, execution and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the organization. It is the safeguard of the WHO Values Charter. It encompasses the enabling functions of resource mobilization and alliances, external relations and communications, and support to governing bodies of the European Region, in addition to organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union., the EURO Ombudsman who reports directly and independently to the Regional Director, and the committee on staff health and wellbeing.

The Communications, Identity and Publications (COM) unit will support the Regional Director and the work of the Regional Office by strategically leading, coordinating and overseeing the communications activities within the Regional Office and by generating visibility for RD’s public interventions. It will be responsible for the planning and coordination of all communications, media relations and publications, for capacity building in communications across the office, for guiding and coordinating the divisional and Country Office communications work, for internal communications (in collaboration with RDO organization development), EPW branding and identity, for liaising and contributing to risk communications, and for providing strategic communications advice to senior management, EURO Divisions, Country Offices, GDOs, networks and partners on communication issues. The Unit also ensures the implementation of the communication strategy and its implementation and monitoring. As part of providing and maintaining the various communications platforms, it will responsible for the development, functioning and sustainability of the EURO web site, the EURO intranet and various social media channels.

Purpose of the Post:

To provide leadership and supervision of the external and internal communications programme/activities in the Regional Office, GDOs and Country Offices, to lead the development of WHO/Europe’s communications strategies, branding and identity, and oversee implementation. To advise the Regional Director and the Executive Council on strategic and risk communications matters and to manage and supervise communications staff and budgets. Ultimately ensures our message is consistent and engaging.

Summary of Assigned Duties:

To provide leadership and supervision of the external and internal communications programme/activities in the Regional Office, GDOs and Country Offices, to lead the development of WHO/Europe’s communications strategies, branding and identity, and oversee implementation. To advise the Regional Director and the Executive Council on communications matters and to manage and supervise communications staff and budgets.

Key duties:

1. Generic responsibilities: Provides leadership and supervision of the external and internal communications programme/activities of the Regional Office, GDOs and Country Offices. Participates in the achievement of the Strategic Objectives and workplans of the COM Unit by preparing HR plans and budgets for COM. Provides technical, policy, strategic and programmatic advice for the implementation of WHO/Europe’s communications strategy and its issue-specific campaigns, ensuring coherence between WHO’s global communications strategy and WHO/Europe’s positioning in the Region. 2. Specific responsibilities: 1) Managing the operations of COM, including supervising officers responsible for the following functions: strategic communications, media relations, internal communications, social media, infographics, branding and identity, audio-visual, branding, campaigns, country communications support and communications networks. 2) Establishes the overall communications strategy and general objectives of the Unit for the approval of the Executive Director, RDD and works in an independent and proactive manner to meet the objectives and managing the Unit activities on a day-to-day basis. 3) Ensuring highest technical quality, timeliness, consistency and impact of EURO’s communication and public relations activities through initiating and overseeing the development and implementation of relevant policies and SOPs. Eensuring that established policies and procedures are adhered to at all levels (including making decisions on what is allowed or not) through relevant SOPs. 4) On a daily basis, guides and reviews the work of communications officers based in technical divisions and in country offices to ensure message consistency, coordination and highest communications standards 5) Advises the Regional Director and the Executive Council on communications matters; 6) Advises Member States on communications matters; provides oversight, coordination and advice to all technical units and divisional Directors in their communication efforts including country offices and GDOs 7) In collaboration with relevant technical directors and HQ, provides reputation management during emergencies or when WHO/Europe is negatively portrayed in the media. 8) Reviews regularly communications and related policies and strategies and revises as necessary, leading the whole process in terms of strategic inputs, planning and delivery. 9) Fosters relations with the media and press and communications focal points in Member States. 10) Develops and manages communications network(s) across the Region, especially with stakeholders from the Member States, including regular consultations and workshops for capacity building. 11) Promotes innovative approaches to health-related communication. 12) Assesses needs and oversees training and capacity building across the Regional Office. 13) Plans and oversees the delivery and uptake of learning opportunities for communications staff, ensuring effective use of resources and fair distribution of opportunities. 14) Provides communication advice and support to strengthen internal communications and staff engagement 15) Represents the Organization in relevant communications networks. 16) Prepares HR plans and budgets for COM.

Functional Knowledge and Skills:

Demonstrated in depth knowledge of the technicalities involved in the area (communications; consensus building; etc.). Emotional awareness: Ability to identify and harness one’s emotions and apply them to tasks; and the ability to manage emotions, which includes both regulating one’s own emotions when necessary and helping others to do the same.

Educational Qualifications:

Essential: Advanced university degree (master’s level) in communications, political sciences or a Health or Social science relevant to the position. Desirable: Additional university degree (at master’s or PhD level) in any of the above.

Experience: Essential: At least 10 years demonstrated professional experience attaining senior managerial level of a large team, in the areas of strategic communication, risk communication and public relations of which, at least 5 years at the international level. Desirable: Large-scale audience research design and implementation, resource mobilization experience and working experience within the World Health Organization or the United Nations.

Language skills:

Fluency in English required. Working knowledge of Russian desirable.

REMUNERATION WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 85,543 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3963 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
