Duties and Responsibilities THE ORGANIZATIONAL SETTING

Functioning on the principles of independence, impartiality and confidentiality, the Ethics Office is responsible for promoting ethical conduct and decision-making by all ICAO personnel through counsel and confidential advice to senior leadership and staff. The Ethics Office also assists the Secretary General and the Council in nurturing a strong organizational culture of ethics, transparency and accountability by providing guidance to reflect ethical considerations in policies, practices, and processes as well as through the promotion and enhancement of ethical awareness and a “speak up” culture through training and general outreach activities. This will enable all ICAO personnel to be properly informed about the expected behaviour as well as the prevention and early resolution of potential or actual conflicts among staff. The consultancy assignment is under the direct supervision of the Ethics Officer. The consultant is expected to work remotely, and to present regular reports in accordance with a schedule to be agreed as part of the contract for this assignment.

THE CONSULTANCY ASSIGNMENT

The Communications and Outreach Consultant will: - Lead the creation of the awareness raising, communication and education materials in various forms (written and visual, including but not limited to reports, power point presentations, communications materials for different types of activities/meetings, short videos, etc.) on a variety of topics (including but not limited to standards of conduct, conflicts of interest, outside activities, gifts, protection against retaliation and sexual harassment) and for a variety of audience. - Ensure the effective design and delivery of communications products in order to convey the desired message to the targeted audience. - Initiate and implement improvements to messages included in the internal and external webpages of the Ethics Office. - Support the development and perform quality assurance of training programmes and e-learning modules on ethics, values, principles and standards of conduct to enhance knowledge and skills and capacitate ICAO employees to act with integrity. - Identify best practices of other UN system organizations on communications strategy; and - Perform other duties as assigned.

Qualifications/special skills Education

University degree in communication, ethics and compliance, law, educational technology, political science, social sciences, or training related related field.

Professional experience and knowledge Essential: Minimum five (5) years of relevant experience in the field of communication, education and training Experience and expertise in visual communications design/production and in creating awareness raising and outreach materials with a proven record of accomplishments in producing various communication strategies, products, and tools. Strong initiative-taker and proven ability to work productively and independently, yet collaboratively, within a team. High standards of ethics and ethical conduct, impeccable integrity, and respect for confidentiality

Desirable: Experience in ethics and compliance or a related field. Experience with using graphic design software (i.e. Publisher, InDesign, PowerPoint etc.). Strong project management and time management skills, and the ability to balance multiple projects concurrently. Knowledge of the UN ethics/standards of conduct, ethics and compliance and/or protection against retaliation and sexual harassment. Relevant working experience within the UN system or other international organizations.

Languages Essential - Fluent reading, writing and speaking abilities in English.

Desirable - A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Additional Information CONDITIONS OF EMPLOYMENT

It should be noted that the assignment is for a period of approximately 150 working days over 11 months, starting as soon as possible. The consultant is expected to work remotely, and to present regular reports in accordance with a schedule to be agreed as part of the contract. A competitive rate will be offered depending on the assignment and the qualifications required
