**C** ----- Parent Sector : Social and Human Sciences Sector (SHS) Duty Station: Paris Job Family: Public Information Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 20-JUL-2021 DEADLINE EXTENDED UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **Overview of the Functions of the Post** ----------------------------------------- While recognizing the soundness of UNESCO’s stewardship and the significance of its imprimatur on the prestige of the UNESCO-Sharjah Prize for Arab Culture, the external evaluation of the Prize concludes that the organization’s ability to reach out from within the confines of its control and oversight requirements, to understand and tap into the living universe of Arab arts and culture, is limited by the rules and procedures it must follow. Hence the Secretariat foresees to hire an expert in communication (consultant) in close collaboration with Department of Public Information, to develop and implement a detailed communication plan. It is projected that the plan will become effective with the launch of the call for application for the 18th edition of the Prize in 2021. The Consultant will look to achieve the following key end-results and deliverables: **KEY END-RESULTS** 1. Strong dissemination, visibility, and engagement with existing output; 2. Engagement and ownership of existing outputs achieved; 3. Partnerships and commitments secured for a subsequent operational phase of the initiative; 4. Results captured through strong monitoring and continuous evaluation. **DELIVERABLES** **1. Communications Strategy** - Develop, maintain and update a communication strategy and associated work plan for the project (incorporating the specific deliverables listed below) **2. Launch of the 18th edition of the Prize** Identify and mobilize old and new networks that will enable to widen the reach for the call for applications in Africa, Asia and South America. For example: - Identify mechanisms and institutions through which the Prize can be promoted in Africa, Asia and Latin America, whilst also considering some of the flagship programmes of UNESCO - Propose new platforms or sponsored podcasts covering different aspects of social and human sciences in collaboration with Department of Public Information. - Identify potential partnerships with likeminded institutions across the world that work in the field of intercultural dialogue and Arab culture. - Propose innovative side events for the award ceremony at Headquarters. - Propose relevant themes to organize thematic promotional events of the Prize in different regions of the world. - Develop budgetary details for the communication plan. Provide a detailed timeframe for each activity. **3. Communication of existing resources** Support the widespread communication and dissemination of existing products, including: - developing a social media campaign and preparing social media materials, in continuous communication with colleagues in UNESCO’s Department for Public Information for guidance and approval; - identifying direct-outreach opportunities; - supporting the distribution of targeted communication materials promoting existing resources among existing UNESCO and UN networks; - identifying relevant events/platforms for programme staff to present/disseminate existing products and discuss their insights; - preparing blog posts and op-eds for publication on external media outlets. **4. Partnership development and planning** - Support outreach efforts to develop partnerships and secure commitments for concrete collaboration by supporting the preparation of newspaper articles and other resources for outreach efforts. **5. Miscellaneous support** Provide ad-hoc support to miscellaneous communications actions as needed, including: • ensuring compliance of all project outputs with UNESCO guidelines; • undertake informal proofreading and translation tasks; • maintain the project website, producing events listings and news items when required; • maintain contact/distribution lists for the project. **6. Monitoring, evaluation and learning** Support monitoring, evaluation and learning efforts, including: - Developing metrics and implementing systems to measure the impact of communications and outreach efforts, with a strong focus on understanding and improving user-experience; - Monitoring the success of different communications and outreach efforts, including through tools such as Google analytics, and suggestion adaptive methods to learn from successes and failures; - Documenting (both quantitatively and qualitatively) impacts for communication and reporting purposes media. - Demonstrated experience developing and implementing strategies to build partnerships and leverage support. - Strong organizational abilities, self-motivation and ability to take initiative while still working collaboratively as part of a team. - Ability to work under deadlines and multitask. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Minimum of a master's degree or equivalent in communication, journalism, public relations, media studies or a related field. ***Work Experience*** - Minimum of 4 years of professional work experience in strategic communication, public relations, media, or related field. ***Skills/competencies*** - Established track record in communications and outreach on complex topics for an international audience. - Demonstrated experience organizing high-profile events. - Demonstrated experience encouraging engagement on complex topics through social and traditional media. - Demonstrated experience developing and implementing strategies to build partnerships and leverage support. - Strong organizational abilities, self-motivation and ability to take initiative while still working collaboratively as part of a team. - Ability to work under deadlines and multitask. ***Languages*** - Fluency in English and Arabic (spoken and written) **DESIRABLE QUALIFICATIONS** ---------------------------- ***Skills/competencies*** - Knowledge of UNESCO and/or UN communications, outreach, knowledge dissemination and management practices are a plus. ***Languages*** - Proficiency in French highly preferred - Knowledge of other UN languages is an asset. **BENEFITS AND ENTITLEMENTS** ----------------------------- The contract awarded to the selected candidate will be for a duration of eight months, beginning between mid-July and early August 2021. The total monthly remuneration is capped at 4500 USD.
