1. Organizational Context

  1. Organizational Setting

The post is located in the Madrid Information and Promotion Division of the Madrid Registry in the Brands and Designs Sector. The division is responsible for provision of information on and promotion of the Madrid System with a view to increasing its geographical scope among developed, developing and least developed countries, as well as encouraging increased use of the System in existing and new Contracting Parties.

  1. Purpose Statement

The incumbent is responsible for leading and coordinating programs and initiatives of the Madrid Registry for public education and awareness, online services development and market research.

  1. Reporting Lines

The incumbent works under the supervision of the Director of the Madrid Information and Promotion Division.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Provide advice and expertise to managers, senior officers and other staff on a range of public affairs issues, methods, and approaches; anticipate and resolve communications/public relations issues/problems.

b. Manage staff and external contractors and evaluate their work by determining priorities and allocating resources for the completion and timely and quality delivery of work products in accordance with results-based management principles.

c. Plan and coordinate the development of eMadrid portal and related online services for the communications and users aspects. Ensure eMadrid meet business requirements. Manage maintenance of the portal and ensure improvements and enhancement are integrated.

d. Identify business needs of trademarks users and create mechanisms for their effective involvement and participation in services and contents development.

e. Oversee the Madrid System publications, digital and online communications, including website, and other promotional materials. Evaluate their effectiveness, content, suitability and performance, and manage and coordinate their ongoing development.

f. Take the lead in strategy, planning, development and implementation of new online and digital outreach initiatives for global and local promotion of the Madrid System. Oversee the audiovisual products and activities of the Madrid IPD studio.

g. Coordinate and implement market research to better understand needs and behavior of trademark users and lead campaign to stimulate use of the Madrid System in target markets and identify issues and trends, and advise management on appropriate action/responses; using data analytics and other digital marketing techniques.

h. Lead the organization of events and exhibitions and other outreach initiatives to raise awareness on the Madrid System and engage with user communities worldwide.

i. Build information networks; establish and maintain contact with representatives of IP associations, government officials and users of the System. Promote, advocate and advise on use of the Madrid System and its services.

j. Represent the Organization at meetings and conferences; deliver lectures and make presentations to a variety of groups on the activities of the work program.

k. Perform other related duties as required.

3. Requirements

Education (Essential)

Advanced university degree in communications, public relations, administration or related field. A first-level university degree plus two years of relevant experience in addition to the experience mentioned below may be accepted in lieu of the advanced university degree.

Education (Desirable)

Specialization in marketing communications.

Experience (Essential)

At least seven years of professional experience in public information or related field in the field of the intellectual property, of which four at the international level.

Experience in the international intellectual property system, preferably in the Madrid system concerning the international registration of marks.

Experience in managing and supervising staff.

Experience in planning and coordinating marketing communications activities.

Experience in managing information products and services prepared and delivered for print, web and digital publishing.

Experience (Desirable)

Thorough knowledge of the principles and procedures under the Madrid System and a deep understanding of the online services and their key features for Madrid System users.

Experience in the area of trademarks, preferably in the development of online services to support trademarks users.

Language (Essential)

Excellent knowledge of written and spoken English and good knowledge of French.

Language (Desirable)

Knowledge of other official UN languages.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the May 2021 rate of 85.0%
