Organizational Setting
FAO Mongolia works with the vision "to be a leading, credible and responsive partner in ensuring food and nutrition security of the population".The office has been coordinating projects and programmes in research, capacity building, natural resources management, technology transfer, food and agriculture policy, livestock production systems management, emergency and post crisis management, forestry information, statistics, food security and nutrition, emergency response operations, crop production system management, and food quality and safety.
The World Bank-financed the Livestock commercialization project (LCP) aims to support the government of Mongolia to achieve its livestock sector development plan by implementing a project with the aim of “To improve livestock productivity and commercialization of targeted value chains in project locations and by so doing to improve rural livelihoods and food security in the selected aimags and soums through investments in animal health, enhanced productivity and quality assured value chains to provide improved domestic and export market access with better food safety”.
Reporting Lines
The Communication specialist will work under the overall supervision of the FAOR Mongolia, technical supervision of a Lead Technical Officer (LTO) and in full collaboration with the Chief Technical Adviser and other national personnel/consultants and counterparts.
Technical Focus
Livestock Commercialization Project under subcomponent 1.2.4, the project aims to “support the formulation of risk communication strategies on Transboundary Animal Diseases (TADs) and disseminate to key stakeholders”. In this regard, the project seeks to improve communication on the current animal disease situation in Mongolia, targeted for different audiences (decision and policy makers at Government and Ministerial level, staff at animal health departments at central, aimag and soum level, and stakeholders in the private sector such as private veterinarians and herders).
Tasks and responsibilities
The incumbent shall first familiarize him/herself with FAO’s corporate communication policy and operational guidelines to ensure mandatory coherence of all communication and information outputs and will demonstrate a strong understanding of FAO Style in drafting documentation, without the need for continuous correction or oversight. S/he shall be responsible for:
1. Develop and implement communication strategies on control, prevention of transboundary animal diseases, zoonotic and other priority diseases, prudent use of antimicrobials: • Conduct stakeholder consultation (workshop, focus-group discussions) at national and subnational levels for relevant sectors. • Outline communication strategies for defined target audiences (national and subnational); • Present and discuss the communication strategies in a workshop with GAVS and the project including findings, recommendations and an action plan on the way forward.
2. Support GAVS communication staff • Assess training needs and develop a training curriculum; • Provide on-the-job support during the contract period;
3. Develop and implement communication plan 2022-2023 for FAO team on promotion of its LCP-AH activities • Maintain LCP social media sites including daily monitoring, posting and content development • Archive communication materials, including digital, such as publications, press releases and clippings, photographs, audio-visual materials, web resources etc. • Ensure all communication materials produced to be complied with corporate policy and strategy • Monitor the implementation of the LCP LoA with the Mongolian National Broadcasting;
4. Assist in organizing and generating public support for special events and campaigns to promote strategic goals. • Support organization of workshops, seminars, campaigns, events and review meetings. • Draft and edit articles, press releases, human-interest stories and other advocacy/information materials. • Develop relevant communication, visibility and branding materials (such as calendars, briefing notes, Human Interest Stories, picture stories, videos, etc.) are developed and disseminated through relevant media/network channels to target audience.
5. Other tasks as requested in the context of reviewing and updating risk communication

Minimum Requirements
• University degree in journalism, communication, public relations, business administration, or other relevant disciplines, • Minimum 5 years of working experience in the relevant field, • Nationality of Mongolia or resident in the country with a regular work permit.
