The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women operationalizes this through Flagship Programming Initiatives (FPIs) developed to achieve transformative results for gender equality and women empowerment. The FPIs respond to the expanded agenda for Beijing+20 and the Sustainable Development Goals (SDGs). The main objective of UN Women’s support to Government under Humanitarian Action is to ensure protection, as well as equitable and safe access to and benefit from the humanitarian and development assistance to the most vulnerable, and marginalized refugee and host community women and girls. The programme also promotes women’s participation and leadership in the camps and host community, and women’s active role in maintaining peace and social cohesion.

At national level, UN Women operates based on the UN Cooperation Framework (2021 -2025), working closely with other UN Agencies and Government to achieve i) Transformative and inclusive governance, peace and justice, ii) Shared prosperity in a healthy environment; and iii) Human wellbeing and resilience with positive cultural norms, in terms of gender and human rights. The above focus aligns with Uganda’s National Development Plan (NDP 3), the SDGs as well as UN Women’s Global Strategic Plan. In the specific area of Humanitarian Action, UN Women and partners implement the Women’s Leadership, Empowerment, Access and Protection (LEAP) in the South Sudanese Refugee Response to empower women and girl refugees, internally displaced persons (IDPs) and their communities to mitigate the impact of multiple crises on their livelihoods, exposure to gender-based violence, and their decision-making capacities.

A gender perspective in humanitarian action is vital to understanding the different needs of women, girls, boys and men in order to generate positive and sustainable outcomes. In times of crisis, gender roles and dynamics change, women often resort to negative coping mechanisms and GBV becomes more prevalent. It is essential to capture these issues in Uganda’s humanitarian response, both at the individual programming level in project design and in programme analysis and development.

In recent months there has been a sudden increase in the humanitarian crisis in Uganda. The Covid 19 Pandemic and insecurity in neighboring countries such as the Democratic Republic of the Congo and South Sudan, has led to an increase of refugees to Uganda. In addition, food insecurity and malnutrition has risen. The aim of the project is to Response to empower women and girl refugees, internally displaced persons (IDPs) and their communities to mitigate the impact of multiple crises on their livelihoods, exposure to gender-based violence, and their decision-making capacities.

Reporting to Programme Specialist – Gender in Humanitarian Action Adjumani, and under the over all supervision of the UN Women Deputy Country Representative, the Programme Officer contributes to the effective management of the LEAP Programme in the UN Women Adjumani Office by providing substantive inputs to programme design, formulation, implementation, and evaluation.
The Programme Officer guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Officer works in close collaboration with the programme and operations team, UN Women HQ personnel, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

  1. Facilitate and substantively contribute to the incorporation of communications, monitoring and reporting into programme formulation • Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes; • Support the formulation and implementation of internal and external communications and advocacy strategies, support to business development. • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation; • Contribute to annual work plan monitoring, reviews and reporting; • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys; • Facilitate the clearance of donor agreements and Programme Cooperation Agreements with CO.
  2. Contribute substantively to the monitoring and tracking of results against country level targets and UN Women Strategic Plan • Coordinate with Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes; • Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making; • Visit partners, along with the Programme Team, to support monitoring of results and planning processes as required; • Monitor the spending of donor funds and other programme expenditures and disbursements; • Draft and monitor the CO Monitoring, Evaluation, and Research Plan.

  3. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences • Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process; • Draft donor and programme reports (both narrative and financial); • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting; • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting; • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.

  4. Provide technical support to the CO in the implementation the UN Women Communications and Evaluation Policies • Coordinate the implementation of UN Women’s Communications and Evaluation plans in the CO; • Provide guidance to programme staff on communications guidelines and evaluations; • Ensure communication between the CO and RO regarding Communications and Evaluations; • Coordinate the completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).

  5. Supports the formulation and implementation of internal and external communications and advocacy strategies, supports business development of the Project focusing on achievement of the following results: • Preparation and conduct of communications needs assessments for the programme and corporate change initiatives, etc • Development of communication materials for marketing and awareness-raising campaigns, including program briefs, press releases in coordination with the supervisor. • Organize of roundtable discussions, press conferences, briefing sessions, interviews. • Provision of inputs and researched information in programme formulations to integrate advocacy and communication strategies into all aspects of UN Women’s WPS Programme. • Plans, implements and monitors WPS communication and media activities, including monitoring and collecting electronically all national news relevant to WPS. • Liaises and coordinates with Country office (CO) communications staff to ensure communication and media outreach strategy and activities align with the country level strategy and activities. • Supports and prepares content for the website parts related to the WPSHA Programme ensuring consistent quality and appropriateness of the materials. • Identifies and develops storylines for publications and substantive articles contributing to debates on key development issues. Prepares human interest stories and project updates drawn from WPS activities and partnerships, for UN Women’s global and regional websites. • Maintenance of Project communication information database and photo library.

  6. Contribute to knowledge building and capacity building • Identify and disseminate good practices, lessons and knowledge, as identified through programme implementation, monitoring and evaluation activities; • Contribute to the development of capacity development tools, including training materials and packages; • Facilitate capacity building opportunities for staff and partners in the country in the areas of Results Based Management (RBM), Monitoring and Evaluation; • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all staff members through communication, training, learning and development activities.

Adjumani is about 450 kilometres from Uganda's Capital City Kampala and takes about seven (7) hours drive by road northwest of the capital Kampala. Adjumani is one of the small towns in Uganda with basic infrastructure. Based on the general threat assessment through the United Nations Security Risk Management (SRM) process, Adjumani is considered as a “moderate” Security Level area. There is currently no assessed threat that exhibits specific direct targeting of UN personnel, premises and operations in the country and specifically North-western Uganda. Adjumani district remains largely permissive to the presence of UN, humanitarian organizations and international partners, with the Host Government (HG) generally providing a conducive environment to their activities. Opportunistic crimes against person and property are not common in Adjumani district and other small towns in north-western Uganda.

A general hospital is also available to facilitate referrals, which is about 97Kms (1.5 hours drive) to the Regional Referral Hospital in Gulu, Gulu Independent Hospital and Lacor Hospital are other private hospitals located in Gulu town and handle referral cases. However, for serious medical conditions, medivac can be facilitated to Kampala. There are few private and affordable housing available within Pakelle and Adjumani Town Councils, within Adjumani district. There is a robust public transport sector made up of motor bike taxis popularly known as “boda-boda”. Electricity from National power grid is generally stable, however there are occasions when it can be erratic.
