Job Title: Communication Officer

ACCOUNTABILITIES/RESPONSIBILITIES:

WFP has developed a broad policy focusing on ‘people’ which articulates the organization’s vision of its future workforce and the core values that shape WFP’s workplace culture. It is known as the WFP People Policy and ‘people’ is defined to mean any employee of WFP regardless of the contract modality.

The purpose of the People Policy is to establish a coherent framework for excellence in people management by outlining WFP’s workforce vision and commitments, and its expectations of employees’ behaviour to each other and to the organization.

WFP’s vision is of a future workforce which is diverse, committed, skilled and high-performing teams, where members are selected on merit, operating in a healthy and inclusive work environment and living WFP's values, working with partners to save and change the lives of those they serve.

To achieve this, the policy identifies four priority areas for people management and establishes a set of 12 elements that support the implementation of initiatives under the priority areas. The four priority areas are ”nimble and flexible”, ”performing and improving”, ”diverse and inclusive” and ”caring and supportive”. It also identifies 34 commitments which WFP makes or expects to be made to its ‘people’ by its leaders, managers, supervisors, and employees.

The People Policy has been developed with high levels of participation by employees and their staff associations and considered at five informal consultation events with the Executive Board. The Board approved the policy on 23 June 2021.

The policy will be supported by an organizational change process aimed at ensuring effective implementation. This change process will have regard for the agreed high-level implementation and investment plan; KPIs; a monitoring and reporting plan and a communication/dissemination plan.

JOB PURPOSE:

To support the smooth and effective employee engagement throughout the process of disseminating and supporting the subsequent implementation phases of the People Policy.

KEY ACCOUNTABILITIES:

The incumbent will:

  • Develop the high-level dissemination plan included in the People Policy document into a practical communication action plan
  • Contribute to the identification and briefing of ambassadors
  • Develop materials to socialise the policy and to equip ambassadors to do so
  • Facilitate sessions to prepare ambassadors to roll out the policy
  • Organise a launch of the policy through internal WFP channels (events or video, message from the ED, WFP Go… etc.)
  • Ensure that materials related to the People Policy are accessible and up-to-date (via intranet, Microsoft Teams, etc.)
  • Mainstream related communications into departmental and WFP strategies and plans.

DELIVERABLES AT THE END OF THE CONTRACT:

The above duties are performed at a satisfactory level, making a measurable contribution to the implementation of the People Policy.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree or university degree with experience in one or more of the following disciplines: Communications, Journalism, International Relations and other relevant fields, or related experience.

Experience:

3 to 5 years of experience in Communications or related fields and/or project management

Knowledge and Skills:

  • Proven ability to organize launch campaigns and related marketing
  • Skilled in organizing and coordinating the work of third parties including multi-media specialists
  • Able to apply advanced understanding of WFP best practices in communication to engage with the policy ambassadors
  • Able to design clear and compelling information material and find innovative ways to communicate
  • Well organized and detail oriented
  • Excellent interpersonal skills.
  • Ability to work independently or on a team
  • Ability to be flexible and meet rapid deadlines
  • Strong written and oral communication, with a focus on crisp output
  • Ability to work with Illustrator, Photoshop and other Adobe software
  • Advance proficiency in MS Office.

Language:

Fluency in written and spoken English.
