Contract

OBJECTIVES OF THE PROGRAMME

To increase the awareness in Member States of WHO's policies and public health issues in general, and to gain public support for its achievement, through the design of a comprehensive communication policy and strategy for WHO-SEARO.

DESCRIPTION OF DUTIES

Under the direct supervision of Public Information and Advocacy Officer (PIA), the incumbent provides administrative and secretarial support with responsibilities for specific subjects as assigned.

The duties and responsibilities include:

1. Provide overall administrative support to PIA Team in preparation of biennial work plans, assist in effective programme management, implementation and evaluation, monitor implementation of Biennial work plans and ensure timely and accurate GSM action in this regard. Provide assistance in preparation of implementation reports (mid-term and end of biennium) as per SEARO guidelines;

2. Coordinate logistics for the SEARO e- newsletter- Health in South-East Asia. Gather information such as photo credits, captions etc for the newsletter. Ensure copyrights information for all photos used in the newsletter. Ensure timely clearances;

3. Coordinate administrative and logistics support with other SEARO units to deliver communication products such as displays, exhibits, posters, films, print material etc for WHO days/meetings/events.);

4. Prepare and post campaign report for media and communication campaigns for WHO days, meetings and events. This report will be based on pre-approved questionnaire.Maintain a roster of outside vendors, such as PR Agencies, film-makers, videographers, photographers, designers and printers.

5. Assists with RFQs and drafts comparative statements for bids. Liaise with outside vendors on behalf of PIA unit to ensure compliance, completion of administrative actions for issuing contracts (Agreements for performance of work (APWs) and Purchase Orders (POs), close liaison and follow up with the vendors for work outsourced to them and timely payment actions.

6. Collect, register and maintain information relating to strategic communication activities, day-to-day correspondence and follow-up of activities and communications between Department of Communications (DCO-HQ), Regional Office and SEAR Communication Network (SCN) in WCOs to ensure efficient functioning of the Programme.

7. Receive, screen, log and route correspondence, attach necessary background documents and maintain follow-up systems. Select and make pertinent abstracts and undertake searches for information.

8. Draft/prepare, on own initiative, correspondence, reports, evaluations and justifications, as required, on general administrative or specific non-technical tasks.

9. Coordinate and manage administrative / logistic support required while arranging travel/official visits of PIA Team. Brief/support the Acting in-charge in the absence of supervisors. Follow-up of visit reports/recommendations for future actions to be taken.

10. Provide assistance in organizing GEAs/Trainings/press briefings, provide logistic and administrative support; Follow-up of the meeting reports/recommendations for future action.

11. Initiate selection proposals, take necessary HR actions for recruitment of personnel in the unit and coordinate with GSC and relevant administrative technical units for entire recruitment process; arrange technical and administrative briefings.

12. Brief and assist other staff in the programme area, arrange and take notes during the weekly unit meetings and monthly SCN meetings, takes part in discussions in new and revised procedures and practices, takes appropriate follow-up actions.

13. Perform other related duties as required or as instructed, by supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of Secondary Education. Desirable: A University degree (from recognized university) in media, creative writing, design, arts or other related fields is an asset.

Experience

Essential: At least eight years of progressively responsible administrative/secretarial/media productions related experience. Desirable: Experience with public relations, event management, media production is desirable.

Skills

1. Tact, discretion and judgement is required when handling phone calls from the media or other stakeholders since the PIA unit is the face of WHO-SEARO in the media, on the web or during WHO events/meetings/days.2. Ability to perform calmly and efficiently under pressure within short deadlines and in evolving situations is essential.3. Thorough knowledge of SEARO Office policies, procedures, practices etc;4. Ability to draft clearly and concisely correspondence

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,108,894 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
