Result of Service Deliverables

1 Following the contract signature, on February 7th 2022, inception report (minimum 6 pages) detailing the UNSDCF approach and methodology, including the workplan to complete the assignment. Final version of the CCA including DCO comments and other late comments from agencies is submitted to RCO 2 The briefing note to the Ministry of Economy, Planning and International Cooperation drafted and sent; ToRs, lists of participants and invitations of planned activities are drafted. 3 Interim report including findings on theory of change, UN strategic priorities and results matrix developed 4 Draft of the UNDCF 2023-2027 5 Reports of presentations of the draft UNDCF 2023-2027 to the PMT, UNCT and national partners. 6 The UNSDCF 2023-2027 document of the highest quality, drafted, including associated annexes and the financing framework, based on documented inputs provided by the joint UNSDCF team, the Office of the Resident Coordinator, the UNCT, and stakeholders. The evolving draft document of the cooperation framework will be forwarded to the different stages of discussion and elaboration.

End of mission report

The document produced must meet the criteria defined in the UNSDCF Guide and the consolidated annexes and must be completed in a timely manner, as outlined in the CCA/UNSDCF Roadmap. It must be written in French with an executive summary.

Quality Control:

The entire mission will be subject to quality control by the Resident Coordinator’s Office, the UN Country Team, the Program Management Team (PMT), participating ministries, the Development Coordination Office (DCO).

Duties and Responsibilities Background

UN General Assembly resolution 72/279 elevated the United Nations Development Assistance Framework, renamed the United Nations Sustainable Development Cooperation Framework, as The United Nations Sustainable Development Cooperation Framework (Cooperation Framework) is a strategic, medium-term results framework that describes the collective vision and response of the UN system to national development priorities and results on the basis of normative programming principles.

The United Nations Country Team (UNCT) in Central African Republic is launching the preparation and formulation of the 2023-2027 Cooperation Framework), as the next partnership strategy between the Government of the Central African Republic and the UNCT towards the achievement of Central African Republic’s sustainable development. Nationally owned, the Cooperation Framework will be anchored on National Recovery and Peacebuilding Plan (RCPCA) which the government will develop with support from the UN. The Cooperation Framework will also outline the UN development system’s contributions sought by national stakeholders to reach the SDGs in an integrated manner, with a commitment to leave no one behind, human rights and other international standards and obligations.

The United Nations Development Assistance Framework (UNDAF+ 2018-2022) signed between the United Nations and the Government of the Central African Republic (CAR) will be replaced by a new United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2023-2027. The Common Country Analysis (CCA) being finalized by the United Nations Country Team (UNCT) in CAR represents one of the premises on which the UNSDCF will be developed.

This consultancy aims to support the UNCT in drafting the UNSDCF 2023-2027 document in accordance with the UNSDCF guidance, based on inputs and consultation reports received from the UN Country Team, MINUSCA, the joint UNSDCF team, and the Resident Coordinator's Office (RCO).

Objectives

Duties and Responsibilities

Under the overall supervision of the RCO team leader and the technical guidance of the PMT, the consultant will be responsible for preparation, implementation and administration of the assignment. The consultant will fully adhere to all aspects of the development of UNSDCF outlined in the Consolidated Annexes to the Cooperation Framework Guidance.

More specifically, the consultant will provide, according to the UNSDCF preparation guide, the necessary support to: - The development of the theory of change; - The definition of UN strategic priorities taking into account national development priorities and other criteria defined in the UNSDCF development guide; - The definition of Outcomes, which are institutional and behavioral changes that promote development; - The definition of Outputs, which are changes in the skills, abilities or capacities of individuals or institutions, or the provision of new goods and services as a result of a development activity; - The definition of Outcomes and Outputs indicators that are, by default, linked to national SDG monitoring indicators, which are in principle linked to regional and global SDG monitoring indicators.

The consultant should finally: - Prepare and attend trainings on planning and programming required for the successful development of the UNSDCF; - Draft the UNSDCF 2023-2027 document based on technical and substantive inputs from stakeholders until the document is finalized; - Integrate inputs, comments and guidance from various stakeholders including the Program Management Team (PMT), the UN Country Team (UNCT), the Steering Committee, all process coordination teams, DCO; - Support the elaboration of the UNSDCF 2023-2027 Results Framework based on technical and substantive inputs from stakeholders and write its annex; - Support the drafting of the UNSDCF’s Financial Framework; - Regularly monitor the quality of the project document by reviewing all its key components, including but not limited to: ¿ Country progress towards the 2030 Agenda; ¿ UN Development System Support to the 2030 Agenda; ¿ Implementation Plan of the Cooperation Framework; ¿ Monitoring and Evaluation Plan; ¿ Annex 1: Cooperation Framework Results Matrix; ¿ Annex 2: Legal Annex to the Cooperation Framework. - Consolidate and finalize the official document; - Produce an end of mission report.

Other related tasks

In addition to the main tasks listed above, the consultant will ensure that the following related tasks are performed:

1. Finalization of the CCA: - Integration of the results of field consultations; - Integration of inputs from agencies and some sections of MINUSCA; - Integration of DCO comments as part of the quality control process.

2. Training on the 5 programming principles, workshop to present the CCA and the results of the UNDAF+ final evaluation, and Government briefing on the UNSDCF.

In collaboration with the RCO Economist, the consultant will support in: - Preparing the briefing note regarding the CCA and the UNDAF+ final evaluation to the Ministry of Economy, Planning and International Cooperation; - Preparing the terms of reference for each of these activities; - Identification and invitation of participants.

Qualifications/special skills Competency: The consultant should possess the following competencies:

Skills: - Good knowledge of Agenda 2030 for sustainable development and the SDGs; - Excellent facilitation skills with experience in leading multi-stakeholder discussions;

Academic Qualifications: Advanced university degree (Masters and equivalent) in development studies, economics, social sciences, international relations or related field is required. A PhD is preferred. A first level degree with two additional years of relevant experience may be accepted in lieu of te advanced degree.

Experience: - A minimum of 10 years of professional experience of conducting country-level multi-sectoral situational analysis is required. - Previous experience of leading and developing country analysis for UN programming is desirable. - Previous experience of conducting UN Common Country Analysis is an asset; - Extensive knowledge of, and experience in applying qualitative and quantitative analytical methods using a wide range of analytical (including innovative) approaches. is an asset - Substantial professional application of human rights, gender equality, environmental sustainability, results-based management, and capacity development in research is desirable. - Strong understanding of the development-humanitarian-peace building nexus and political context and working experience in Central African Republic and/or in the region s desirable.

Language: Fluency in spoken and written French is required. Knowledge of English is an asset.
