Duties and Responsibilities The consultant will be responsible for reviewing and technical assessment of the architecture of the Digital Learning Platform in accordance with UNRWA's Enterprise Architecture and Information Security Standards e.g., Cloud Architecture, SOA, Interoperability, and Integration standards, oAuth, SAML, etc.). Under the direct supervision of the Head IT Service Centre and the overall supervision of the Chief Information Officer (CIO) and Director of the Information Management and Technology Department (IMTD), the selected consultant will work closely with other project stakeholders to undertake the following activities:

  • Architect and implement solutions on Azure technologies (Logic Apps, Azure Functions, Azure Integration Hub) seamlessly within the UNRWA environment.
  • Assess the systems architecture currently in place and working with technical staff to recommend solutions to improve it.
  • Lead the development of business products and custom solutions that deliver business value to UNRWA.
  • Develops architecture to integrate the Digital Learning Platform and Microsoft 365 platform in line with the business requirements.
  • Serve as the go-to technical lead for UNRWA Microsoft-based business solutions.
  • Lead technical, integration, and data migration workshops with customers, document requirements, and appropriate design solutions.
  • Articulate and demonstrate the possibilities of Microsoft Power Platform and Azure Cloud technologies to create new line-of-business applications.
  • Perform other duties as may be required.

    Qualifications/special skills MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Advanced University degree from an accredited educational institution in computer science or a related field.
  • At least five years of progressively responsible experience in developing and implementing large-scale software applications, two years of which must have aspects relating to systems architecture and cloud architecture.
  • Formal training in systems architecture and cloud architecture.
  • Experience in Microsoft Power and Dynamics 365 Platform and/or Microsoft Common Data Model for Education is a plus.
  • Experience in migrating applications from n-tier architecture to cloud architecture.
  • Experience in testing cloud applications and their integration with DevOps CI/CD pipeline, preferably using the Microsoft Azure platform.
  • Experience in cloud architecture and implementation features (OS, multi-tenancy, virtualization, orchestration, elastic scalability).
  • Experience with Azure administration, Logic Apps, Power platform, and cloud architecture.
  • Experience in modern application development platforms and databases.
  • Professional IT consulting experience

COMPETENCIES - Analyzing - Planning and Organizing - Learning and Researching - Coping with Pressure and Setbacks - Creating and Innovating - Excellent written and spoken English. Knowledge of Arabic is an advantage.

DESIRABLE QUALIFICATIONS

  • Written and verbal communication skills in Arabic and English.
  • Advanced level of knowledge of Azure cloud services.

DELIVERABLES

  • The consultant is expected to provide a technical assessment of the current education systems architecture in place and recommend solutions for improvement.
  • Develop an architecture that integrates the Digital Learning Platform and Microsoft 365 platform in line with the business requirements.
  • Technical documentation and guidance for the technical team on implementing the proposed solution.

CONDITIONS OF SERVICE

The following conditions are to be observed: - The contract will encompass 88 working days over a period of four months from the date of signing the contract in 2023. - Remuneration will be on a per diem basis at a rate of P3 post.

Languages Language:

Additional Information The UNRWA Digital Transformation Strategy (DTS), adopted in September 2021, is an integral part of the Agency's modernization efforts that help ensure and improve accountability, transparency, participation, equity, empowerment, inclusion, and resilience within the Agency and among its beneficiaries. It also supports Palestine refugees in acquiring the skills to participate meaningfully in the world's digital transformation.

As part of the DTS, UNRWA's Department of Education developed a strategy on Information and Communication Technologies for Education (ICT4E), with a view to both strengthening the quality of education and increasing the resilience of the education system to external shocks, including in times of emergency.

UNRWA launched a Digital Learning Platform (DLP) in April 2021 to ensure crisis education continuity. The platform was designed during the COVID-19 pandemic to enable uninterrupted education to UNRWA students when in-person learning had to be suspended. More than 7,000 digital self-learning cards/materials have been uploaded to the DLP, facilitating student learning during school closures or periods of hybrid learning. Since its launch, the platform has received 6.2 million visits by 700,000 users. The platform was recognized by UNESCO's Global Learning Coalition as a successful tool to support students' distance learning, including during emergencies. To build on the success of the Digital Learning Platform (DLP) and take it to the next level, a DLP Phase II is envisaged. As part of this, UNRWA will undertake a pilot project wherein teachers and students will use comprehensive and self-contained digital teaching-learning materials (TLM). This pilot will be conducted on a limited scale and evaluated to roll the initiative out more broadly potentially.
