Result of Service The main objective of the position of Climate Change Communications Specialist is to define an overall communication strategy for the project. Specifically, the Climate Change Communications Specialist is expected to produce more efficient and strategic communication products, develop awareness raising material and campaigns to increase climate change adaptation knowledge among the various project stakeholders in Honduras.

The Climate Change Communications Specialist is also expected to support the National Project Coordinator in the development and implementation of other project related activities, including planning, organizing and attending national, regional, local meetings, preparing materials as required, and to assist the Plan A project team in the preparation, elaboration and dissemination of knowledge products derived from the project activities linked to the work of the National Directorate for Climate Change.

The Climate Change Communications Specialist will contribute to the execution of the following activities included in the project:

1. Activities 1.3.4, 1.3.2 and 1.3.3: Develop and implement an information and communication programme to reach actors and institutions at national and local level on matters related to climate change adaptation (A 1.3.4). Additionally, the consultant will support the development of a strategy to strengthen capacities of key social stakeholders (A 1.3.2) and a strategy to engage private sector and attract private investment opportunities to increase the resilience on climate change (A 1.3.3).

2. Activities 4.1.3 and 4.1.4 included in sub-output 4.1 (Adaptation Knowledge management strategy developed and implemented): Compile lessons learned from adaptation projects and programmes implemented in the country that could feed the platform established under 4.1.1.(A 4.1.3). Knowledge management training/workshop conducted by experts hired by the project on how to collect, analyse, systematise, store, and share information, and aimed to reach 20-30 people working on climate change knowledge management (4.1.4).

3. Support other activities: 1.2.4, 4.1.1

The Climate Change Communications Specialist will contribute to the effective implementation of the project by performing the following tasks:

1. To develop and implement an information and communication programme to reach actors and institutions at national and local level on matters related to climate change adaptation (activity 1.3.4). 2. To support the development and foster a communication strategy aimed at engaging the private sector and attracting further private investment opportunities in adaptation planning at the national, subnational, and sectoral level (activity 1.3.3). 3. To support the deployment of a strategy to strengthen capacities of key social stakeholders based on assessment of 1.3.1 (activity 1.3.2) 4. To support the development of a data base platform publicly accessible that could be hosted and managed by the National Directorate for Climate Change (DNCC), containing relevant documents on adaptation, particularly documents at national level that currently are not accessible online (activity 4.1.1). 5. To compile lessons learned from adaptation projects and programmes implemented in the country that could feed the platform established under 4.1.1 (activity 4.1.2). 6. To support the communications requirements for the development of knowledge management training/workshops conducted by experts hired by the project on how to collect, analyze, systematize, store, and share information aimed to people working on climate change knowledge management (activity 4.1.3). 7. To develop and implement an information, education, and communication programme to reach actors and institutions at national and local level on matters related to climate change adaptation and raise awareness (activity 4.1.4). 8. Work proactively with DNCC, “Plan A” Project Team and the UNEP regional office team to identify opportunities for capturing and sharing knowledge and disseminating information about major progress and results. 9. Advise the “Plan A” project team and the DNCC on branding and publications policy and assist in their dissemination. These activities should include the production of promotion materials: leaflets, brochures, social media posts, and their distribution at different events. 10. Ensure that all outreach information material is written in a way that concepts and issues can be readily understood by the public and adapt each material to reach multiple target audiences contribute to the dissemination of the publications through social media, press, digital and printed platforms and other key audiences and stakeholders, considering the sector’s varied audience as well as UNEP’s and the Government of Honduras communication style and guidelines. 11. Coordinate with the UN Environment Programme Regional Communication Unit the use of the organization’s logo and branding, and any activity directly related to external communication outreach and traditional (TV, newspaper, radio) or social media. 12. To prepare presentations and materials relevant for project activities as may be required. 13. Prepare communication pieces to promote and disseminate project results and activities in a wide array of formats, including but not limited to speech drafts, presentations, letters, reports, brochures, posters, press releases, national factsheet, newsletters, videos, and case studies. 14. To contribute to the coordination and development of awareness raising workshops targeting stakeholders on the importance of climate change adaptation planning and implementation with particular attention being paid to the sectors prioritized in the Nationally Determined Contributions and the National Adaptation Plan. 15. To elaborate Terms of Reference for a team of consultants to be recruited to provide technical inputs for the implementation of activities 4.1.1, 4.1.3 and 4.1.4 under sub-output 4.1 (Adaptation knowledge management strategy developed and implemented). 16. To provide feedback on communication aspects to the products developed by consultancy firms hired by the project. 17. To contribute to the coordination and development of learning exchange visits aimed at enhancing south-south cooperation exchanges on topics related to adaptation planning with other countries in Latin America and learn from adaptation solutions being implemented in other countries (activity 1.2.4). 18. To prepare communications materials, both in English and Spanish, as required, to support the dissemination of project results and deliverables. 19. To support the “Plan A” Project Team to establish appropriate communication channels to ensure the effective delivery of communication messages and materials. 20. To ensure that communication on the project is done in a language and format that are tailored to the different relevant target audiences and following a gender-based approach. 21. To compile and distribute project reports and publications and identify target audiences and appropriate distribution channels/modalities. 22. To respond to requests for information by the media or other entities, as delegated. 23. To carry out any other relevant communications and awareness raising duties within his/her technical competence, as requested by the National Project Coordinator and/or UNEP Adaptation Programme Officer.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global Environment.

UNEP, through its Latin America and the Caribbean Office (LACO) located in Panama City, works closely with the 33 countries of the region - including 16 Small Island Developing States - with a population of about 588 million people, to implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement and the priority actions defined in countries’ Nationally Determined Contributions (NDCs). The office works to serve the needs of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

In terms of supporting countries in the region attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports several initiatives oriented at designing, promoting, and implementing innovative mitigation and adaptation solutions at the national and subnational level, and strengthening the transparency framework of the countries.

The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented, and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub-programme on Climate Change is also committed to ensure that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated in the development of its tasks to guarantee equitable development in line with its adaptation objectives.

In this context, the Ministry of Energy, Natural Resources, Environment and Mining of Honduras and UNEP have agreed on the implementation of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras (Plan A Project), framed within the Readiness program of the Green Climate Fund (GCF).

The project is aimed to sustainably build country capacity in identifying, prioritizing, planning, and implementing measures that address medium and long-term adaptation needs considering UNFCCC decisions 1/CP.16 and 5/CP.17 and all elements of the UNFCCC Technical Guidelines for National Adaptation Plans (NAPs). The ultimate objective of the project is to reduce the vulnerability of Honduras to the impacts of climate variability and change, by building adaptive capacity and resilience through the integration of climate change adaptation into planning and implementation within all relevant sectors and at different levels, as appropriate. Specifically, the project has the objective to strengthen the country's capacity to integrate adaptation into national and local planning, including the participation of different line ministries, local governments, the private sector, and civil society organizations.

The project seeks to achieve its components and objective through: - Strengthening institutional and technical capacity, and stakeholder engagement at different levels. - Strengthening national adaptation strategic planning by revising, updating, and institutionalizing existing adaptation planning instruments. - Fostering financial flows and investment for adaptation measures under the National Adaptation Plan and the National Determined Contributions. - Strengthening knowledge management through the development and implementation of Adaptation Knowledge management strategy. - Strengthening the adaptation transparency framework to increase the country capacity to monitor and report adaptation progress effectively.

To fulfill the objective of the project, the UNEP Latin America and the Caribbean Office is recruiting a Climate Change Communications Specialist, who will be primarily responsible for providing assistance to the National Project Coordinator and the Project Management Unit (Plan A Project Team), through: i) continuous guidance on an appropriate communication strategy for the project´s main results and materials produced, ii) the development of a communication strategy to foster the participation of the private sector in adaptation planning and iii) the development of a national communication programme to highlight the importance of transitioning towards a climate resilient development.

The Climate Change Communications Specialist will operate under the overall supervision of the UNEP Adaptation Programme Officer at the UNEP Latin America and the Caribbean Office and will assist the National Project Coordinator in the execution of the project. Additionally, he/she will work in close collaboration with the National Directorate for Climate Change (DNCC) of the Ministry of Energy, Natural Resources, Environment and Mining of Honduras (MiAmbiente+) and other national consultants, government, and non-governmental counterparts.

The Climate Change Communications Specialist is expected to work 40 hours per week, from 8:00 am to 5:00 pm (Monday to Friday) and to be located in the Project Management Unit in Tegucigalpa, Honduras.

Qualifications/special skills ACADEMIC: ¿ Bachelor’s in communications, journalisms, graphic design, marketing or similar or a closely related field. If the bachelor’s degree is in a non-related field, an additional year of experience will be required. ¿ Master’s degree in similar areas is desirable. ¿ Academic qualification on climate change, environment, naturae resources management or related area is desirable.

PROFESSIONAL: ¿ At least 5 years of relevant working experience in the communication and the dissemination of information and knowledge management is required. ¿ At least 3 years working experience in communications related to environmental and/or social issues related to climate change and/or development is desired. ¿ Experience in topics related to climate change, disaster risk reduction, environmental management, community engagement or gender mainstreaming into communications processes is desired. ¿ Experience in engaging with government institutions and stakeholders from municipalities, NGO`s, indigenous people and afro descendants, private sector, academic, at the national and local levels is an asset. ¿ Experience in the formulation and implementation of communication strategies is an asset. ¿ Demonstrated ability to develop, promote, implement, project systematization results and policies and strategies is desired. ¿ Demonstrated experience in report writing, presentations design and drafting official and non-official documents is desired. ¿ Experience in the facilitation and organization of workshops/events at national or local levels is an asset. ¿ Experience in social media management is an asset. ¿ Experience in coordinating publications, content edition and proofreading are an asset. ¿ Ability to design contents using programmes such as InDesign, photoshop or any other relevant programmes is an asset. ¿ Experience in designing display/communication materials in different formats is an asset. ¿ Experience with UN Environment Programme or the UN system in general will be an added advantage.

LANGUAGE: ¿ Fluency in Spanish is required. ¿ Fluency in English is an asset.

SKILLS: ¿ Excellent political, advisory and facilitation skills. Ability to facilitate technical discussions and participatory processes with multiple stakeholders in multicultural environments. ¿ Demonstrated understanding of development planning and the ability to apply to strategic and/or practical situations. ¿ Ability to communicate complex issues in a language and format that is appropriate to specific target audiences.
