Job Description

Background and rationale for the assessment

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries and 22 U.S. cities, we work to ensure people survive, recover and gain control of their lives.

In April 2019, military and armed forces from the parties of the conflict engaged in armed clashes in Tripoli. Since over 60,000 Libyans and non-Libyans have been displaced, many are still trapped in the active conflict areas, and more than 1 million people need life-saving health care and protection services. The situation, coupled with the Covid-19 pandemic, has impacted the physical and mental well-being, and living standards of Libyans, migrants, and refugees while exposing them to significant protection risks. The breakdown in governance structures has resulted in the deterioration of public services, exacerbating existing vulnerabilities and diminishing people’s coping capacities. Children are exposed to high levels of psychosocial distress, trauma, and protection risks due to the ongoing conflict and prolonged insecurity, which has an immediate and long-term psychological and social impact on children and their caregivers who experience displacement, death, or separation from family members, discrimination, and movement restrictions: These cause negative behaviors and emotional changes in children.

At present, the IRC is conducting health, protection, and governance programming, directly and in collaborative partnerships, in Tripoli and Misrata, aiming to expand its reach across the portfolio. IRC Libya’s targeted and integrated protection work focuses on Child Protection, Women’s Protection and Empowerment (including GBV prevention and response), and Protection Rule of Law (or broader humanitarian Protection) for conflict-affected and other vulnerable women, girls, men, and boys

Objective

The overall objective of this consultancy is to conduct a Child Protection system analysis (CBCPM) in Libya. The IRC has been implementing the Child Protection program since 2016 and would want to focus on system building for sustainable child protection. To do this, a child protection system analysis (CBCPM) is key in identifying where IRC can best add value. Using The UN Convention on the Rights of the Child (UNCRC) as the guiding framework, the methodology will include a desk review assessing relevant literature, as well as conducting consultations with relevant child protection stakeholders, including children and youth as key stakeholders in their protection and empowerment. The IRC will use the findings of this assignment to inform its work by designing new programs that are informed by the views of key stakeholders, adjusting current programming approaches, and advocating for the rights of children including protection rights in Libya.

Specific objectives

a) Map and assess the child protection systems/structures that prevent and respond to child protection concerns among the target groups in Libya.

b) Asses the existing child protection capacities (including legal frameworks, community mechanisms, etc) and gaps among the community and Child Protection actors at different levels (municipalities, national and regional?

c) Assess the knowledge, attitude, and practice of the community structures/members and how impact the protection of boys and girls

d) Provide key recommendations to IRC and partners on a capacity-strengthening approach that would support a sustainable child protection and safeguarding structure at different levels (community, government, etc.) in Libya. Clearly state what IRC can do to add value to Child Protection Systems including working with the communities, municipalities, and government ministries/departments.

In every aspect of the specific objectives above, the specificities relating to gender, age, and disability should be defined separately.

Scope of work

This consultancy will focus on IRC program locations of Tripoli, Misrata, Tawergha, and Aburgrein. The consultancy must include children and adolescent boys and girls as part of the stakeholders. The assessment will include the review of secondary data available relevant to the scope of work. The consultancy is expected to take a maximum of 30 days.

Approach and methodology

The study will use qualitative methods. The data collection methodology will be used to triangulate findings that will provide recommendations and deliver on the objective of the assignment.

The consultant must demonstrate the capacity to use diverse methods and use of participatory tools such as individual and household interviews, focus group discussions, key informant interviews, and community engagement interviews among others. The consultant must have the experience to involve and engage children as part of key participants.

As part of the submission process, the consultant will be required to provide the suggested methodology that will be discussed and agreed upon by IRC. IRC will play a role as required in introducing the consultant(s) to the clients.

Child Safeguarding

The consultant must undergo orientation on the IRC child safeguarding policy and the code of conduct and must abide by the Child safeguarding policy. The consultant is required to sign the child safeguarding policy and the code of conduct as a commitment that s/he will not put children at risk or abuse children.

Reporting

The consultant will report directly to the CP Snr. Manager for this assignment.

Time frame

Start date by Mid-September and final deliverable submitted by November 15th 2022XX

Key task and Expected deliverables

· Inception report (indicating interpretation of the TOR, methodology, and workplan)

· Finalize the development of data collection tools, sampling procedure, and field schedule in conjunction with the IRC team

· Carry out fieldwork within the agreed schedule

· Submit a draft report with recommendations for review

· Facilitate consultative workshop to validate findings/draft report

· Prepare and submit a final report together with the raw data in softy copy

· The final report should include the following:

o Analysis of community members and their impacts on the protection of boys and girls.

o The child protection capacity at the community and national level Analysis Report on the Child Protection systems in Libya and where IRC can best add value

The final report should be in English incorporating feedback from the IRC with clear recommendations to strengthen/improve child protection systems in Libya

Qualifications

The consultant should be a registered institution or recognized individual legally operating in Libya with experience in Child Protection and CBCPM. The consultant should be familiar with global, regional (MENA), and national child protection policies and legal frameworks. The consultant must be able to demonstrate proof of experience in carrying out similar assignments in Libya or neighboring countries or other relevant contexts, with a strong experience/focus on child participation. Must demonstrate the ability to engage effectively and work with children and other stakeholders (government, local communities, and government). Proven experience in research, writing, presentation, and reporting skills (in English and Arabic languages). Proven ability to work with a multi-disciplinary team and proven experience in delivering timely and professional results.

Terms of Application

The application should include a detailed narrative and financial proposal on the approach, methodologies, tools, sample methodology, and size. Examples of previous/similar work undertaken should also be enclosed. Proposals will be reviewed continuously by the IRC and only successful applicants will be contacted.
