How can you make a difference?

Under the supervision of Programme Head for Gode sub-region (WASH Specialist), with dotted reporting lines to the Child Protection and Education NOCs in Somali Field Office, the incumbent will provide technical, operational, and administrative assistance throughout the programming process for child protection and education programmes/projects including implementation of integrated child protection and education services, through “Bete”/ “My home” program, from planning to delivery of results. H/She prepares, executes, manages, and implements a variety of technical and administrative programme tasks to facilitate programme development, implementation, programme progress monitoring, evaluating and reporting with a focus on humanitarian contexts.

Key functions and accountabilities are:

1. Support to programs/projects development and planning,

  • Assist in child protection and education data and evidence collection, analysis, and dissemination in the assigned location to inform program design and development.
  • Support the preparation of emergency preparedness and response plans to various humanitarian situations in the assigned area and support efforts of ensuring coherent responses for both development and emergency programing.
  • Support program discussions with partners and planning of child protection and education program documents at the field level, including preparation and sharing of the necessary data to help facilitate programme reviews and approval processes.

2. Program management, monitoring and reporting on delivery of results

  • Support the strengthening of child protection and education situational monitoring in emergency affected woredas.
  • Ensure sex disaggregated data and inputs relevant to the UNICEF supported child protection and education programme are collected, analyzed and reported on a regular basis.
  • Participate in monitoring and evaluation exercises, program reviews and annual reviews with government, NGO partners and other counterparts to assess progress and to determine required action/interventions to achieve results.
  • Reports: Ensure key reporting requirements are met including inputs for weekly/bi-weekly and monthly sitreps, donor reports and systematic coordination of appropriate responses on child protection and education in humanitarian action operational response plan, with other relevant sectors, especially health, nutrition and WASH.

3. Technical and operational support to program implementation

  • Identify gaps in capacity of implementing partners in the assigned locations to address child protection and education issues and coordinate with technical specialists in the sections to develop and implement child protection and education capacity development plans.
  • Provide technical guidance and operational support to government counterparts, NGO partners to support program management, implementation, and delivery of concrete results through M & E, capacity building support and monthly review of reports.
  • Support the establishment and rollout child protection case management system to support children at risk including standardization of key tools and processes (identification, case management forms, SOPs and referral pathways,) in line with the national case management framework and adap this to IDP contexts.
  • Provide technical guidance and operational support to Bureau of Women Children and Youth Affairs Office to facilitate family tracing, verification and reunification efforts for unaccompanied and separated children in coordination with relevant partners in the region
  • Provide technical guidance and operational support to the Bureau of Education in Gode to facilitate accelerates school readiness and accelerating learning programmes and life skills programmes
  • Support the registration of children in IDP camps and host communities in close collaboration with VERAs, woreda management and the CP Specialist in ECO
  • Lead implementation of integrated Child Protection and Education services through “Bete”/ “My home” which has three pillars (education, CP and life skills)including a minimum package of MHPSS interventions.
  • Strengthen community-based child protection programmes and approaches in collaboration with communities and children to address harmful practices through social behavioral change methods.
  • Identify stakeholders, services and partners with the capacity to address violence, exploitation or abuse, and build capacity of partners to provide multi-sectoral response services (e.g. health, psychosocial support, security and legal/justice) to survivors of violence.
  • Identify and build relations with local stakeholders, including Women’s Lead Organizations, and support GBViE prevention, risk mitigation and response services in close cooperation with the GBViE consultant and CP team in the CO
  • Conduct spot checks and program monitoring to ensure programs are implemented as planned.
  • Provide technical support to enhance the quality of data collection on child protection and education through seasonal assessments led by the Government and interagency assessments.

4. CP & GBV Area of Responsibility (AoR) Coordination

  • Provide Technical support to regional BOWCA to lead the sub national child protection Area of Responsibility (AoR) coordination, promoting and facilitating active participation from key actors.
  • Provide an antenna function to the GBV AoR run by UNFPA from Jijiga for coordination of GBV response in southern and western Somali
  • Work with relevant government authorities, OCHA, the Protection Cluster led by UNHCR, and child protection actors to coordinate inter-agency needs assessment to map out priority child protection issues, gaps and identify key resources and assets to avoid duplication and build complementarity of partner’s child protection response. Ensure that Child protection concerns are well addressed.
  • Promote the implementation of the Minimum Standards of Child Protection in Humanitarian Action and the GBV Humanitarian Standards.
  • Build and sustain close working partnerships with government counterparts through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on child protection and GBV
  • Collaborate with the Protection Cluster lead and OCHA to ensure that key child protection and GBV concerns are well reflected in all documents and humanitarian initiatives for the assigned location.
  • Contribute to the sub national CP and GBV Areas of Responsibility in humanitarian coordination meetings under the Emergency Operation center (EOC), the Protection Cluster and other relevant meetings

5. Education Cluster (Zonal) Coordination

  • Provide technical support to sub-regional Education Bureau to lead sub-regional education Cluster coordination, promoting and facilitating active participation from key actors in support of Education Specialist / regional Cluster Coordinator in Jijiga
  • Work with relevant government authorities, OCHA, Education Cluster, and Child Protection / Protection actors to coordinate inter-agency needs assessment to map out priority education issues, gaps and identify key resources and assets to avoid duplication and build complementarity of partner’s education response
  • Promote the implementation of the Inter-Agency Network for Education in Emergencies Minimum Standards
  • Build and sustain close working partnerships with government counterparts through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve and sustain results on education linked with child protection and GBV
  • Collaborate with the Education Cluster co-coordinators and OCHA to ensure that key education concerns are well reflected in all documents and humanitarian initiatives for the assigned location.

6. knowledge management and capacity building

  • Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practices to support the implementation and delivery of concrete and sustainable programme results.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in the field of Sociology, Social Work, Psychology, Social Anthropology, Social Sciences, Community Development and related. Additional qualifications on Education an asset *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of Five (5)years of progressively responsible professional experience in humanitarian and development work in child protection/education and gender-based violence including in emergencies with UN Agencies and/or INGOs.

    **7 years or more of experience relevant to child protection or child protection/education in both development and emergencies may be considered in lieu of an Advanced/ Master’s degree.

  • Previous experience in child protection/education programme coordination, IDP/Returnee Situation is an asset

  • Familiarity and experience working with government counterparts
  • Strong knowledge and experience in establishing coordination architecture especially at zone and woreda levels.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
