Job Description

BACKGROUND: The International Rescue Committee, one of the world’s largest humanitarian international NGOs, provides relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

The International Rescue Committee (IRC) is planning to implement a Multi-Sectoral Emergency Support to Conflict-Affected Local Communities and Internally Displaced Persons across the country funded by Lego Foundation child focused emergency response mechanism managed by IRC. Under this program, the IRC will provide emergency Nutrition, Health, Education in Emergency, CWI, and Protection intervention including Cash Bases Assistance. IRC is currently seeking a highly motivated, multi-sector Emergency Rapid Response specialist who will take overall responsibility for ERR Program Quality ensuring that the impact of our programs and the influence of our perspectives empowers our clients to make lasting change in their lives.

The Emergency Response Manager (ERM) focus on child response will be engaged in emergency assessment, emergency response planning including multi sector project design and report writing and emergency response set up, monitoring and post intervention assessment, facilitating trainings and coordination and representation of the program. The Emergency Response Manager will collaborate closely with Program team and Lego Foundation Emergency Response Coordinatorand other members of IRC program teams and ensure an integration of sub sectors. She/he is also expected to assist the program coordinator, program sector leads and assist in Beneficiary Feedback mechanism initiatives and is expected to spend over 50% in the field. The ERRM reports to the Lego Foundation Emergency Response Coordinator but work closely with another Emergency response team.

Major/key responsibilities:

Technical Support

- Take part in multiagency field assessments (seasonal, rapid) in the event of an emergency with Addis and field program team as well as with partners. - Assist IRC Ethiopia Emergency Response Team and field offices in surveys, assessment, response planning, in implementation and monitoring of emergency responses. - She/he take deployment assignments and organize and lead emergency operations assessment in new locations in the field, assist in hiring field staff, locating warehouse and office and set up emergency response in new areas when needed. - Lead emergency response team in new intervention areas and implement quick responses for brief period as required - Work closely with the Nutrition, Health, education, ERD, CWI & Protection manager on developing tools and guidelines for integrated response interventions and ensure their application - Facilitate emergency response trainings and workshops for IRC and partner staff. - Assist field offices in preparation and review of emergency response proposals. - Manage Lego Foundation-ERM funded stocks of prepositioned response items, including responsibility of procurement planning, ensure quality of items taken into the stock, management of stock levels and onward donations to partners or deployment to IRC field teams - With guidance from Lego Foundation Emergency Response Coordinator, assist in IRC Cash Transfer Programming initiative and emergency preparedness micro planning. - Assist in set up, implementation and monitoring of beneficiary feedback mechanism. - Review and support emergency responses project design with field team and take lead into the implementation of the projects. - Review emergency responses project proposal by field team and partners. - Review project reports submitted by IRC team and partners and share to the supervisor. - Support the IRC field team and partners on any technical issues.

Programs Management Grant, Budget and procurement Monitoring and Management

- Assist in tracking and review of spending of IRC direct and sub grantees is in line with original plan, and burn rate goes in line with the activity implementation progress and provide feedback to supervisor.

- Assist in Preparation of PR and procurement plan for program materials and services to be ordered from the program.

- Assist in tracking of emergency supplies, dispatch, distribution in different disaster affected including documentation

- Monitor budget utilization and follow up on the project implementation with time and communicate with field time on any delays to take action.

- Assist in tracking and reviewing of consortium members and partners, in receipt of subgrants, interventions project delivery, and burn rate against project targets and budgets.

- Assist the Lego Foundation Emergency Response Coordinator to ensure timely corrective action taken by partners/consortium members when required

Reports and Proposals

- Take lead to assess the emergency in the country particularly the program focus area, provide update to the supervisor. - Assist in the review field reports from IRC field offices and sub grants including review of ERR interventions tracking data sheets. - Assist in the development of proposals and budgets for future emergency responses by the IRC Ethiopia. - Assist in the review of proposals from partners and by the IRC for direct interventions are as per the requirement and standard. - Assist in the review of IRC direct intervention proposals and assist the field team and program unit in drafting proposal and MoU for signing project agreement with relevant regional government Bureaus.

Monitoring and Evaluation

- Participate and assist in the monitoring of IRC direct interventions and sub granted projects.

- Assist in facilitation of IRC Ethiopia own, government and donor monitoring visits and project evaluations.

- Participate in post intervention assessments in coordination with CWI, Health, education and program units as well as field team.

Representation, Coordination and Working Relationship

- Work closely with IRC Ethiopia Health, EH, protection, Program and other units for increased integration and teamwork.

- Assist the program sectors in assessment, preparation of guidelines, other technical documents etc.

- Organize and share regular IRC update to the child protection cluster including 4WS matrix.

The child focus ERRM shall take any additional responsibilities as requested by his/her supervisor, Emergency Response Coordinator and Deputy Director for Emergencies

Qualifications

Minimum qualification/experience requirement:

- BSc/BA or MA/MSc in a related field of studies from a recognized University. - 3 years of management experience. - 2 years’ experience in managing and coordinating programs. - Previous coordination experience on multi sectors intervention. - Knowledge and understanding of current contexts and management of emergencies. - Excellent written and oral communication skills. - Strong communication, networking, and representation skills. - Self-motivated, honest, and highly responsible. - Ability to work as part of a team as well as to work autonomously when required. - Have excellent skill in coordination and integration with external stakeholders \. - Good command of both spoken and written English. - Ensure that you work to the best of your ability and demonstrate high levels of dedication to IRC and our vision, mission, and values to ensure the objectives of your role and the country program are met. - Ensure the effective and efficient use of all IRC resources to keep costs low and ensure safety in the workplace

Skills required

- Proven management experience - Excellent project management skills. Ability to plan, organize, and supervise implementation of child focused emergency responses. - Excellent report and proposal writing skills for child protection emergency contexts. - Thorough knowledge and understanding of current contexts and management emergencies in Ethiopia. - Experience in leading emergency response team and implementing emergency response interventions and experience in deployment assignment in relevant emergency response in country. - Ability to work under pressure, long working hours and with high workload. - Self-motivated, honest, highly responsible, and punctual. - Ability to work as part of a team as well as to work autonomously when required. - Very good at computer skill- Microsoft Office (Word, Excel, Power Point, and e-mail) and use of SPSS and related software - Ability to organizing and facilitation of trainings. - Skills and experience in staff management, budget management and building effective teams. - Have excellent skill on coordination and integration with government actors and other partners. - Have excellent interpersonal and communication skills - Good command of both spoken and written English and local language of the area is plus. - Work in hardship areas and have stress management ability
