THE ROLE AND ORGANIZATIONAL CONTEXT

This position is located in the Human Resources Management Division of the World Food Programme Headquarters in Rome, Italy.

You will enable WFP to deliver on its mandate by leading the development and implementation of a global recruitment strategy in line with WFP’s Strategic Plan and People Policy, with the aim of attracting and selecting the best and most diverse talent for WFP globally, through positioning WFP as an employer of choice and building on WFP’s values of Integrity, Collaboration, Commitment, Humanity and Inclusion. The role offers a broad portfolio across Talent Acquisition, including External Recruitment of International Professionals, our talent roster Future International Talent (FIT Pool), General Service recruitment in Headquarters, Junior Professional Programme and Interns. You will further oversee the Job Evaluation function, promoting a fair and consistent application of job standards, to ensure job equity across the organization. You will establish credible relations with hiring leaders, to ensure agile and optimal Talent Acquisition and Job Evaluation processes.

You will lead a global team of HR experts, providing leadership and guidance to achieve strategic outcomes.

This role is part of the HR leadership team and reports directly to the Deputy Director, HR (Talent).

KEY ACCOUNTABILITIES (not all-inclusive)

Talent Acquisition

  • Lead development of Global Talent Acquisition strategy to renew talent and acquire new skills and capabilities through multiple channels.
  • Develop or renew Global Talent Acquisition solutions, plans, processes, policies and systems in line with the strategy and operating plans across the organization.
  • Drive the creation of an appealing employer brand leveraging leading-edge tools including social media and contribute to the development of global people communication strategy to support the roll-out of new programmes or alterations to existing programmes.
  • Expand relevant talent pools through identifying sources of global required talent, including new sources of diverse talent, and develop relationships with key universities, institutions and communities as appropriate.
  • Ensure the delivery of fair and effective assessment and selection steps that take account of gender, cultural differences and norms, and meet standards for diversity and fair access of opportunities for all.
  • Develop strategic approach to third-party vendor solutions including Recruitment Process Outsourcing (RPO), social media, recruitment advertising, background, etc. to achieve optimal cost and service levels.
  • Build and implement a fully-fledged talent acquisition and development scheme to identify and develop young professionals and ensure a talent pipeline for WFP’s future professional and leadership positions.
  • Lead consistent activation of Talent Acquisition strategy across all WFP offices, as well as identify local best practices and scale up for global deployment.
  • Work closely with the Global Capability Development function to facilitate onboarding activities to introduce and sustain WFP’s corporate culture and support new hires’ transition.
  • To stay relevant and up to date with market practices and external networks to build recognized capability and credibility. Use this knowledge to identify areas for improvement, share insights with global teams, and build capability in the Talent Acquisition team to ensure policies, processes, systems and tools are employed consistently and effectively.

Job Evaluation

  • Lead and oversee the Job Evaluation function for WFP, promoting that a fair and consistent application of grade level standards is applied across the organization.
  • Provide guidance and direction on job classification standards to WFP Offices and senior management, to ensure consistent understanding and application of job classification standards across the organization.
  • Drive the identification of strategic issues/opportunities to strengthen the application of job classification standards across the organization and propose improvements to existing processes in alignment with WFP’s strategy and operational requirements.
  • Oversee capability building events related to job classification, to enhance the overall knowledge and understanding of job classification standard across the HR function.
  • Lead the regular review and development of job profiles, in line with organizational strategy and staffing requirements.
  • Ensure relevant HR policies and approaches are regularly refreshed to drive innovation and process optimization, contributing to operational effectiveness and enable organization’s mandate.

QUALIFICATIONS AND KEY REQUIREMENTS

EDUCATION:

You have:

  • Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field; or
  • First University degree with additional years of related work experience or trainings/courses.

EXPERIENCE:

You have:

  • Minimum of 11 years of progressive experience across talent resourcing, acquisition, and business partnering, with at least the 5 most recent years in leading large scale global Talent Acquisition strategy and solutions.
  • Demonstrated in-depth experience applying recognized job evaluation and job design standards, tools and methodologies, establishing the value of work in organizations.

LANGUAGES:

You have:

  • Fluency (level C) in English language.
  • Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (a WFP working language).

ADDITIONAL / NICE-TO-HAVE REQUIREMENTS

  • Understanding of UN ICSC Classification standards is highly desirable.
  • Familiarity with WFP and the UN system will be regarded as an asset.

TERMS AND CONDITIONS

Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
