Org. Setting and Reporting This position is located in the United Nations Truce Supervision Organization (UNTSO) in Jerusalem. The Chief Supply Chain Management reports to the Deputy Chief Mission Support. S/he is responsible for the overall management of an integrated supply chain, covering the areas of planning and execution inventory management, procurement, transportation and freight planning (air, land, sea), expediting movement and tracking. Responsibilities Within limits of delegated authority, the Chief Supply Chain Management Officer will be responsible for the following duties. •Manages supply and related service issues that affect the field mission, including managing, coordinating and supervising the work of the Acquisition Planning, Procurement, Performance Management, Supply Chain Business Intelligence, MOVCON, and Central warehouse operations. •Formulates and oversees supply support required by the field mission (e.g., requisitioning and procurement of goods and services, solicitations, contract management, transportation management, and receipt and inspection, etc.) •Coordinates between senior management at Mission, UNHQ, and as applicable, UN Agencies, Programmes and Funds to establish priorities and develop comprehensive supply chain support plans for the list of a mission. •Manages overall Supply Chain Management Section input into the acquisition process, e.g., budget formulation, acquisition planning, development of scope of work, specifications, requisitions, participation in technical evaluations, submissions to Local Committee Contracts (LCC). •Develops and recommends mission supply operations Results Based Budgeting (RBB) and detailed budget submissions, incorporating all requirements of the various supply clients, ensuring that funds proposed are adequate to meet support services and supply needs. •Monitors expenditures and approves requisitions for provision, acquisition, and contracting of services and acquisition of supply related equipment and supplies. •Initiates and oversees periodic reviews of policies, practices and directives to ensure best practices in supply issues, standards and procedures. •Lead the performance reporting based on SCOR (Supply Chain Operations Reference) metrics and mission Key Performance Indicators (KPIs). Evaluate operational, analytical and strategic reporting solutions. Validate mission-specific Key Performance Indicators (KPIs), dashboards for BI and ensure integration and automation of data flow to the designated SCM dashboards, in consultation with relevant sections/units as needed. •Develops Supply Chain Management Section business plans and monitors the implementation of individual work plans. •Develops, trains, and monitors performance of personnel within the section. Interviews/evaluates candidates for job openings. •Performs other related duties as required. Work implies frequent interaction with the following: Counterparts in DOS DCMS and mission management Members of Headquarters Committee on Contracts Legal and Finance Officers, Military Planning Officers Representatives from Permanent missions to the UN, other UN agencies and Embassy personnel Military Advisers/Counselors at Permanent Missions National and local government officials Suppliers Internal/External Auditors/OIOS Results Expected: Effectively manages and coordinates all aspects of the mission’s end-to-end supply chain management. Provides advice on a wide range of complex issues and problems. Establishes effective collaboration and partnerships with officials at all levels inside and outside the organization. Effectively guides and supports staff in meeting their objectives and outputs. Effectively develops staff under his/her supervision, including their on-going learning and developing. Education Advanced university degree (Master’s degree or equivalent) in business administration, public administration, logistics, law, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certifications in project management (SCOR-P is mandatory, with CSCP, Prince 2, and Lean Six Sigma are desirable Work Experience A minimum of seven years of progressively responsible experience in the development, planning, management and support of international commercial operations, military or field missions is required. Experience in managing deployment, rotation, and shipment of personal effects and logistics supply operations in an international setting is essential. Experience in managing major projects and procurement or global service contract(s) is desirable. Languages English and French are the working languages of the United Nations. For this position fluency in spoken and written English is required.
