Org. Setting and Reporting This position is located in the Policy and Mediation Division (PMD) of the Department of Political and Peacebuilding Affairs (DPPA) and will serve as the Chief of the Divison’s Policy Planning Unit (PPU), Guidance and Learning Unit (GLU) and Innovation Cell (IC). The incumbent will report to the Director of the Policy and Mediation Division (PMD).

Responsibilities Within delegated authority, the Chief of Service in the Policy and Mediation Division:

  • Formulates and implements the substantive work programme of the Branch/Service/Division under his/her supervision. Oversees the management of activities undertaken by the Branch/Service/Division, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.
  • Leads, supervises and carries out the work programme of the Division’s Policy Planning Unit (PPU) which includes devising innovative policy responses to an array of peace and security issues, including developing areas such as climate security and information disorder; supporting DPPA's conflict prevention and preventive diplomacy mandate; and coordinating the Department’s thematic engagement at the policy level with key UN system partners.
  • Leads, supervises and carries out the work programme of the Division’s Guidance and Learning Unit (GLU) which includes managing the institutional learning for DPPA and overseeing training activities; advising and providing support to DPPA-DPO regional divisions related to the planning and management of Special Political Missions (SPMs) and Integrated Task Forces, as well as integrated assessment and planning missions; and representing the Department in inter-agency and inter-department bodies.
  • Supervises the Division’s regional organizations thematic portfolio, including the organization of the Secretary-General's retreats, research; and assisting in organizing related expert meetings, seminars etc.
  • Leads and supervises the work of the Innovation Cell (IC), which includes supporting the Director in providing guidance to the innovation activities of the Department as well as with partner organizations and in keeping with the Secretary-General’s Quintet of Change and ongoing strategies on Data for peace and security.
  • Co-ordinates the work carried out by different work units of PPU, GLU and IC under the Branch/Service/Division and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others.
  • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the Security Council, the General Assembly and other policy-making organs, as appropriate.
  • Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
  • Ensures that the outputs produced by the Branch/Service/Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
  • Assists the Director in preparing the work programme of the Branch/Service/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
  • Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch/Service/Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
  • Recruits staff, taking due account of geographical balance.
  • Manages, guides, develops and trains staff under his/her supervision.
  • Fosters teamwork and communication among staff in the Branch/Service/Division and across organizational boundaries.
  • Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
  • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
  • Represents the Division at international, regional or national meetings.

Education Advanced university degree (Master's degree or equivalent) in political sciences, business or public administration, law, social sciences or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of fifteen years of progressively responsible experience in international relations, political affairs, conflict resolution, preventive diplomacy or peacebuilding is required.

At least five years' managerial experience, including of diverse teams, is required.

At least one year field experience with the UN (including peacekeeping, political missions and UN agencies, funds and programmes) or relevant field experience in an international organization or international non governmental organization is required.

Experience in policy development is required.

Experience in knowledge management is desirable.

Experience in innovation work is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Fluency in another UN official language is an advantage.
