Org. Setting and Reporting The position is located in the Office of the United Nations Ombudsman and Mediation Services. At the United Nations, the ombudsman function is that of an organizational ombudsman. As a neutral and independent party, the United Nations Ombudsman assists United Nations employees and related personnel to address their work-related concerns and helps to resolve conflict through informal means. The incumbent acts as the deputy to the United Nations Ombudsman and reports to the United Nations Ombudsman.

Responsibilities Within delegated authority, the Chief of Service, Ombudsman, will be responsible for the following duties:

Conflict resolution services and stakeholder relationships •Serves as ombudsman, providing alternative dispute resolution services by exploring with staff the options and different avenues open to them taking into account the interests rights and obligations existing between the Organization and staff members. •Serves as the main point of contact for the members of the integrated office, comprising, the ombudsmen of the UN Secretariat, the Funds and Programmes and UNHCR and manages relationships with stakeholders including management and representatives of staff within the UN Secretariat and across the UN System. •Oversees the work of the regional ombudsman branches including the mediation and systemic analysis functions. Provides substantive guidance and ensures standard operating procedures are implemented consistently. •Receives comments on policies, procedures and practices; with the aim to review, analyse and interpret trends, identifying problems and issues. Oversees the preparation of analytical reports regarding systemic problems leading to workplace conflict.

Programme management •Formulates and directs the implementation of the substantive work programme of the UN Ombudsman and Mediation Service (UNOMS) and ensures that programmes activities are carried out in a timely fashion. •Oversees the necessary programmatic and administrative tasks necessary for the functioning of UNOMS, including preparation of budgets, performance reporting. Determines priorities and allocates resources for the completion of outputs and their timely delivery. Ensures that outputs produced by UNOMS maintain high-quality standards and comply with relevant mandates. •Co-ordinates and oversees the preparation of reports to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, the Fifth Committee and the Sixth Committee and reports to intergovernmental bodies on substantive issues and on budget/programme performance issues.

Delegation of Authority and administration •Carries out authorities as delegated by the head of entity (DoA) and ensures that UNOMS is compliant with the provisions under the rules and regulations of the United Nations as well as all other relevant accountability frameworks including the compact with the Secretary-General. •Oversees the staffing of the office ensuring gender parity and geographical balance. •Manages, guides and develops staff. •Represents the UN Ombudsman and serves as Officer-in-Charge as assigned.

Education Advanced university degree (Master's degree or equivalent degree) in business or public administration, international relations, dispute resolution, law, finance, accounting, social sciences or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Training in conflict resolution is desirable.

Work Experience A minimum of fifteen years of progressively responsible experience in international relations, intergovernmental affairs, human resources management, public administration, dispute resolution or related field is required. At least five years of experience in a management capacity in the United Nations common system, or comparable organization is required. Experience working in an international and multicultural context is required. Managerial experience in programme management is required. Experience with informal conflict resolution is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
