Org. Setting and Reporting The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the UN Environment Programme (UNEP), the UN Human Settlements Programme (UNHABITAT) and Regional Coordination Systems (RCS) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). This position is located within Human Resources Management Service (HRMS) at the United Nations Office at Nairobi (UNON). The Chief of Human Resources Management Section reports to the Chief of HRMS at UNON. This position is administered by the Human Resources Management Service (HRMS) at the United Nations Office at Nairobi (UNON) with dual functional reporting lines to the Chief of HRMS and the Chief of UNON's Budget and Financial Management Service (BFMS). The position is also responsible and accountable for over-seeing global service delivery encompassing the areas of staff and payroll administration for UNEP, UN-Habitat, UNON, RCS and ECA (payroll only) in some one hundred and thirty four (134) different duty stations. Within delegated authority for human and financial resources management, the Chief of the Staff Pay and Benefits Section (SPnB): Responsibilities - Provides policy guidance to the Chief HRMS/Chief BFMS/Director DAS, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/ departmental policies and procedures. - Provides strategic leadership in developing and executing the Staff Pay & Benefits strategy in support of the overall business plan and direction of the Organization through the management of staff and payroll administration by effectively and efficiently utilizing the Enterprise Resources Programme (ERP). - Plans and oversees the management of activities undertaken by the SPnB Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with clients, the Office of Human Resources Management (OHRM) and Office of Programme Planning, Budget and Accounts (OPPBA) at UN headquarters and other organizations of the United Nations System, donors and agencies as appropriate. - Manages, supervises and carries out the work programme of the SPnB Section under his/her responsibility. Co-ordinates the work carried out by the SPnB Section; provides programmatic and substantive reviews of drafts prepared by others. - Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. - Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. - Ensures that the outputs produced by the SPnB Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Unit/Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. - Prepares inputs for the work programme of the Service/Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. - Carries out programmatic/administrative tasks necessary for the functioning of the SPnB Section, including preparation of budgets, assigning and monitoring of performanceparameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (ePerformance), interviews of candidates for job openings and evaluation of candidates. - Recruits staff for the SPnB Section taking due account geographical and gender balance and other institutional values. - Manages, guides, develops and trains staff under his/her supervision. - Fosters teamwork and communication among staff in the SPnB Section and across organizational boundaries. - Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. - Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. Education Advanced university degree (Master's degree or equivalent) in business or public administration, human resources, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Work Experience A minimum of ten years of progressively responsible experience in human resources management, payroll and finance, administrative services or related field is required. Experience in the use of an Enterprise Resource Planning (ERP), like SAP or similar systems is required. Management of a section/work unit is required. Experience of staff administration, policies and procedures within the United Nations Secretariat would be an advantage. Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English is required. Working knowledge of French is desirable.
