States Parties are committed to the Convention’s purpose and principles in order to have responses rooted in values, ethics and integrity, which invigorate the social fabric of communities – as well as the support of public opinion and the media; the Convention provides governments with a robust legal structure to attain these. The data on an average audience of almost 3 billion people in 196 countries illustrate that they are attracted by the important role of the sport sector in promoting social inclusion, gender equality, youth empowerment, intercultural dialogue and more. The recent development of, and outcomes generated by the Convention and its Fund are enabling States Parties and stakeholders to be more engaged; they are also enabling the sport ecosystem to be more accountable, as the impact of sport integrity on public opinion and the media can serve as a metric of progress made. Under the close supervision of the Assistant Director-General for Social and Human Sciences Sector (ADG/SHS), the incumbent will have responsibility for the Conference of Parties to the Anti-Doping Convention and the Fund for the Elimination of Doping in Sport to create synergies with respect to the preparations for the International Conference of Ministers and Senior Officials Responsible for Physical Education and Sport (MINEPS VII), as well as SHS’s Fit for Life flagship programme, showcasing cooperation towards increased impact. The Chief of Section for the Elimination of Doping in Sport is knowledgeable of the sport world or similar sectors, with strong connections to the sport world or large sport events and an understanding of the sport environment and the various stakeholders (private, public, athletes, Olympic committees and institutions). S/he possesses a strong track record in developing and implementing specific projects in this or similar fields. S/he will mobilize partnerships and financial support for the UNESCO’s Anti-Doping in Sport Programme. S/he has strong analytical skills, and strong knowledge of development issues, and the value of sports and is also knowledgeable of multilateral settings and mechanisms. Under the overall authority and close supervision of the Assistant Director-General for the Social and Human Sciences Sector (ADG/SHS), and direct supervision of Director for Social Policies (DIR/SOP), the incumbent will lead the design, coordination, execution and evaluation of the programme and projects in the Section for Elimination of Doping in Sport. More specifically, the incumbent will be required to: - As the Executive Secretary of the International Convention Against Doping in Sport, ensure the smooth functioning of the statutory organs of the Convention in all aspects of their decision-making functions, including overseeing the requests for international assistance submitted to the Anti-Doping Fund. - Define the vision to strengthen the global regulatory function and role of the Convention, identify strategic issues, opportunities and risks; clearly communicate links between the Organization’s strategy and the work of the Conference of Parties’ goals; generate and communicate broad and compelling institutional direction, inspiring and catalyzing Government commitment within the framework of the Convention to pursue that same direction; convey strategic insight about future possibilities. - Plan, organize and lead the management of the statutory meetings of the International Convention Against Doping in Sport, i.e. the Conference of Parties, the statutory organs, such as its Bureau and the Approval Committee of the Anti-Doping Fund, as well as ad-hoc/specific expert groups established by the governance of the Convention; elaborate and review working and information documents required for such meeting. - Ensure the intellectual and operational leadership and guidance for the implementation and monitoring of programmes, projects and activities to develop and promote sport values, ethics and integrity through enhanced, strengthened and more efficient international cooperation, notably by providing strategic policy advice to States Parties to assist them in their implementation of such activities, including the development of empowerment and ownership through National Compliance Platforms, relevant UNESCO Chairs, and other institutions in the field of sport values, ethics and integrity; lead the organization of relevant conferences and meetings of catalysts to protect and promote sport values, ethics and integrity; coordinate the collection and promotion of best practices. - Ensure close cooperation with international instruments in the field of sport and related spectrum, in view of their complementary implementation and participate in meetings held in this regard. Represent the Organization and make public statements on general and/or specific aspects of protecting and promotion of the International Convention Against Doping in Sport. - Design, implement and monitor, in consultation with the Assistant Director-General for Social and Human Sciences, strategic approaches to translate the principles of the 2005 International Convention Against Doping in Sport into policies and activities at country and regional levels, notably by elaborating pedagogical materials, methods and tools, and implementing training and support activities. Provide guidance to States Parties and concerned stakeholders for planning, implementing, monitoring, evaluating capacity-building activities and preparing for their follow-up/legacy. - Prepare, develop, oversee, and ensure the implementation of workplans under the Programme and Budget (C/5) within the approved Programme, and their periodic reporting. Manage and monitor the implementation of the 1% resource mobilization campaign under the Anti-Doping Fund to support these activities and establish and develop appropriate partnerships. Ensure sound management of the approved programme and budget and of the extrabudgetary funds related to the Outcome/Output, including the Anti-Doping Fund through optimization of resources. - Seek and explore additional resource mobilization opportunities for extrabudgetary resources for relevant programmatic and thematic areas including engaging potential donors with projects plans which could attract support. Supervise the entire funding process, including developing and writing proposals, validating progress reports and ensuring the timely implementation and completion of project/programme activities. - Conceive, plan and implement an overall communication and information strategy for the 2005 International Convention Against Doping in Sport, in consultation with the Director for Social Policies, notably in elaborating and disseminating information materials, including for the web, providing visibility to the decisions of the statutory organs, ensuring communication with media and other stakeholders, organizing special events. - Lead, supervise and motivate the staff members of the International Convention Against Doping in Sport, including day-to-day oversight of their work. Monitor progress and development, provide regular feedback and follow-up in line with the performance management cycle.
