Org. Setting and Reporting In helping countries progress towards the Sustainable Development Goals, a critical focus is to support economic transformation. With countries emphasizing economic growth as especially important to their development, Resident Coordinators will need to lead UN Country Teams in reframing economic policies and practices around sustainability for inclusive, diversified and job-intensive economic transformation that leaves no one behind, protects the planet and strengthens the ecological foundations of economies. Similarly, the mobilization of sufficient financing for the SDGs remains a critical challenge. While some countries have made progress in aligning annual public budgeting with their national sustainable development strategies, UNCTs will need to support countries to prepare coherent financing strategies with a much wider range of elements, such as expenditure plans, revenue raising measures, policies to support investment and attract and align private finance with the SDGs, and development cooperation policies. DCO will need to work across the system with relevant partners to articulate common messaging, strengthen joint initiatives and help leverage the UN’s assets in these areas and support the leadership of Resident Coordinators.

This position is located in the UN Development Coordination Office (DCO) and reports to the Chief of the Policy and Programming Branch.

Responsibilities Within delegated authority, the Chief of SDG Financing Section will be responsible for ensuring effective engagement by DCO with internal and external partners on matters relating to strategic finance and economic transformation:

•Leads the Section Team and guides its work planning and budgeting activities. •In collaboration with lead agencies on economic transformation, coordinate the work of UNDOCO on economic transformation and financing for development (including the Integrated National Financing Framework) support to Resident Coordinator’s (RCs) and United Nations Country Teams (UNCTs. •Fosters and maintains strategic partnerships with entities of the United Nations Development System (UNDS) with a view to making available cutting-edge knowledge and expertise on strategic finance and economic transformation. •Actively engages with entities of the UNDS working on economic transformation and Finance for Development (FfD), including through UN Sustainable Development Group (UNSDG) working mechanisms dealing with these matters to ensure coherent and, where relevant, integrated support on these issues to RCs, Resident Coordinator’s Office (RCOs) and UN Country Teams (UNCTs). •Contributes to establish and nourish an active community of practice among RCO Strategic Partnerships and Finance Advisors and economists that contributes to knowledge sharing on best practices and economic/development financing expertise. •Contributes substantively to the UNSDG working mechanisms on SDG Financing and economic transformation •Takes the lead to develop, implement and evaluate assigned programmes/projects, etc.; directs subordinates in programme/project development, implementation, monitoring and assessment; directs review of relevant documents and reports; identifies priorities, problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and initiates follow-up actions. •Ensures implementation of gender mainstreaming guidelines by assessing the implications for men and women of any planned action, including legislation, policies or programmes, in all areas and at all levels. •Coordinates policy development on SDG financing ; reviews the assessments of issues and trends, preparation of evaluations or research activities and guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Undertakes survey initiatives; guides design of data collection instruments; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Supervises preparation of various written outputs, e.g. background papers, analysis, substantial sections of reports and studies, inputs to publications, briefing notes and talking points, etc. •Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. •Manages outreach activities; designs and conducts training workshops, seminars, etc., makes presentations on assigned topics/activities. •Leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) on strategic finance and ensures preparation of related documents/reports (pledging, work programme, programme budget, etc.). •Serves as an effective spokesperson and establishes collaboration and partnerships with key officials at all levels inside and outside the organization. •Ensures effective utilization, supervision and development of staff; guides, evaluates and mentors staff. •Provides policy guidance to the Chief of Branch on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. •Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. •Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. •Ensures that the outputs produced by the Section maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. •Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates. •Recruits staff for Section taking due account geographical and gender balance and other institutional values. Fosters teamwork and communication among staff in the Section and across organizational boundaries. •Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. •Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions. •Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in macroeconomics, public finance or related area. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of ten years of progressively responsible experience in financial management, including managing and overseeing the development of strategic finance and economic transformation policies, methodologies and instruments, or related area, is required. A minimum of five years of experience in the field of development finance including Official Development Assistance (ODA) and non-ODA sources is required. A minimum of three years of experience in the management of multicultural policy teams at the country, regional and global levels is required. Experience with government economic plans, policies, budgets and strategies is highly desirable. Experience working in innovative finance is desirable. Field experience is desirable.

Languages English and French are the working languages of the UN. For this post, fluency in English (both oral and written) is required. Knowledge of another UN language is desirable.
