Strategic context

Access to life-saving health related products including a large range of medical devices for children is a key priority for UNICEF. UNICEF Supply Division support countries with 1. strengthening their health service delivery and security of supply and distribution to well established UNICEF programmes and 2. provides emergency response to natural and man-made emergencies. In 2022, medical supplies and equipment procurement value was at $323.6 million via Supply Divisions strategic procurement efforts supporting a large number of countries including those suffering prolonged emergencies.

The position leads the Health Technology Supply Chain Centre in Supply Division and manages enhancement of its operational performance, including to ensure timely delivery of medical devices/supplier performance, oversee supply chain and strategic contract management, bring innovation to scale in collaboration with partners via negotiation of access agreements to new strategic essential health-related products.

Purpose for the job

Directs the activities and is responsible for the wide range of services, procurement and supply chain conducted by the Centre to ensure that the appropriate products for UNICEF assisted programmes in the related fields are identified, procured, and adequate sources are developed. Leads the Health Technology Supply Chain Centre in Supply Division (around 50 staff). Estimated procurement value of around $300 million per annum

Summary of key functions/accountabilities:

  1. Plans, directs and coordinates advisory services on supply chain matters in the area of health technology, in support of UNICEF Country Programmes, Regional Offices and in collaboration with UNICEF Programme Group, WHO, UNDP, UNFPA, other agencies, NGOs and industry. This includes end to end supply chain, planning, forecasting, procurement, expediting and delivery and planning of in country logistics.
  2. Ensures procurement is conducted in compliance with UN Financial Rules and Regulations and Division Procedures.
  3. Provide strategic guidance and support to country programmes on supply policy issues relevant to health technology supply chain and helps develop supply analysis and strategies of country programmes. Recommends policy changes related to supply and services. In collaboration with regional offices assures high quality supply chain by establishing priorities and evaluation of services provided in context of regional supply strategies.
  4. Sets policy procedures and guidelines in close collaboration with Centre Chiefs, for evaluation of offers, contracts, agreements and for ensuring the objectives are met.
  5. Participates in major strategic meetings with Programme Group, WHO, USAID and other stakeholders on global supply policy issues to ensure the objectives are met.
  6. Represents UNICEF at major meetings and conferences in relation to health technologies, relating to strategies and policy development for the supply of appropriate products and services and procurement and end to end supply chain.
  7. Guides market research, ensures adequate long-term forecasting and facilitates communication of such to and from programmes, industry and partners.
  8. Supervises a team of specialists and assistants, setting goals and directions for the work of the teams and centre. Overall management of the centre including budget steward responsibility for program funds

  • Effective and efficient procurement and supply chain of medical devices and other health-related products and services supports UNICEF programme implementation in both development and emergency settings.
  • Provides leadership, strategic coordination and communication with internal and external partners, suppliers and country offices in relation to UNICEF health related supplies, including innovation initiatives.

To qualify as an advocate for every child you will have…

Education:

Advanced university degree in biomedical engineering, business/management or other related social sciences disciplines.

*A completed 1st University Degree (Bachelor’s Degree), along with 2 additional years of relevant experience, may be accepted in lieu of an advanced university degree.

Experience:

Minimum ten years in health programmes with knowledge of medical devices and equipment, diagnostics and mosquito nets required for country programmes and of worldwide markets. Senior experience in public procurement. Proven management experience very important.

Language:

English and another UN language (French/Spanish).
