OBJECTIVE OF THE OFFICE/DEPARTMENT This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO) The Communicable Diseases and Environmental Determinants of Health Department (CDE) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, and elimination of communicable diseases, zoonosis and environmental determinants of health that are technically sound and appropriate for the political and sociocultural context in which they are implemented. It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision-making processes through improved health information coverage, analysis, and quality at all levels. DESCRIPTION OF DUTIES Under the general supervision of the Assistant Director (AD) and the direct supervision of the Director, Communicable Disease and Environmental Determinants of Health (CDE), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide leadership, strategic direction, policy advice, technical, and programmatic cooperation to define, advance, promote and monitor comprehensive policies and strategies that prevent, reduce, and mitigate drug-resistant infections and the overall impact of AMR based on the Global and Regional Action Plans on antimicrobial resistance and the Sustainable Development Goals (SDGs)
  2. Engage in high level health diplomacy and advocacy dialogue with Member States, PAHO Executive Management, PAHO/WHO Representatives, and Regional and National Partners on the development, implementation, and monitoring of One Health National Action Plans for Member States; facilitate the mainstreaming of effective strategies and actions including on the prevention and control of infection, antimicrobial stewardship, surveillance, awareness creation and communication, research and development in their health and development agendas
  3. Lead the development and implementation of the regional response to antimicrobial resistance in coordination with the regional offices of Food and Agriculture Organization (FAO), Organization of Animal Health (OIE), WHO, and other UN and international agencies
  4. Facilitate the creation of common goals and vision through innovative partnerships, political engagement and promoting multi-sectoral engagement and synergy across the One Health spectrum in humans, animals, plants, food, feed and the environment
  5. Identify, in consultation with all relevant Organizational entities, special areas of interest, options and opportunities for partnerships and alliances and promote, establish, and maintain liaisons with a broad spectrum of partners, including, technical agencies, academic institutions, civil society organizations, foundations, international financial institutions, regional and subregional integration mechanisms
  6. Facilitate and coordinate interdepartmental and interprogrammatic collaboration, including the establishment and coordination of internal functional teams and technical working groups, such as the AMR Technical Working Group, as well as external technical and strategic advisory groups
  7. Provide technical and policy advice and oversee the definition and establishment of the objectives, strategies, plans and budgets of each area of work within the AMR Special Program; ensure that the strategies and objectives are aligned with the Organization’s mission, vision, values, policies, strategies, business needs and priorities in order to ensure continuing operations and maximize results; ensure that results and products delivered are aligned with the Organizational Work Plan and make significant contributions for the achievement of the expected results and strategic objectives;
  8. Facilitate the development of a regional agenda for implementation research on AMR addressing and prioritizing knowledge gaps and programmatic bottlenecks and promote the participation of Member States in global and regional research and development AMR initiatives
  9. Promote the collection and use of data and information for technical and strategic analysis, interpretation, reporting, and strategic dissemination, including activities aimed towards monitoring and evaluation of programs and projects
  10. Identify and mobilize financial resources, in collaboration with other Departments and Units of the Organization; maintain and increase the level of voluntary contributions with special focus on priority countries through intensifying advocacy with donors, drafting proposals, working plans, and ensuring the adequate implementation of resources
  11. Formulate and recommend policies, plans, strategies, and budgets, in support of the Governing Bodies’ mandates related to the work of the Department and the Unit; report to Governing Bodies, through executive presentations and reports, on the status or results of the Unit
  12. Administer, allocate and monitor the Unit’s financial, logistical and staff resources; prepare, and justify the Unit’s program and budget proposals; plan and organize the formulation, development, implementation and control of systems to monitor performance in accordance with the results-based management approach
  13. Provide leadership, guidance and monitoring of supervised staff by setting clear work objectives, ensuring timely and effective use of performance reviews and feedback mechanisms, engaging in regular communications, and solving interpersonal or technical conflicts; establish and support a learning environment, to include staff development in the Organization’s fundamentals, managerial competencies and technical expertise
  14. Promote a culture of ethical behavior and integrity in accordance with the Organization’s Code of Ethical Principles and Conduct in order to ensure a culture of respect, responsibility, accountability, and compliance; provide a stable managerial framework that demonstrates credibility, trust and value to Member States, technical partners, civil society organizations and donors, while optimizing staff performance; provide advice, when called upon, to institutions of Member States in the area of expertise
  15. Represent the Organization in high level events, meetings, negotiations, policy discussions with partners and stakeholders interested and\\or supporting the public health efforts promoted by PAHO/WHO for the prevention, and containment of AMR and its drivers
  16. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS Education: Essential: A university degree in a health-related profession, and a master’s degree in a health science, from a recognized university. Desirable: A PhD in epidemiology, public health, infectious diseases, antimicrobial resistance or a related field, would be an asset. Experience in strategic thinking, managing negotiations with large institutions and donors; demonstrated resource mobilization skills and partnership development ideally in the field of international public health is essential. Desirable: Proven experience in bilateral, multilateral and south-south collaboration, finances and integrated public health initiatives would be an asset. SKILLS: PAHO Competencies:

Technical Expertise: Technical: Extensive and progressive expertise at decision-making level in prevention, control and management of resistant infectious diseases, including the management of public health programs at regional, subregional and country level. Extensive experience in management of communicable diseases during the occurrence of natural disasters and outbreaks to prevent the interruption of essential periodic activities aimed towards the prevention and control of resistant infectious diseases. Wide and varied knowledge of public health problems and the management of projects and programs recommended by PAHO/WHO to effectively prevent and\\or eliminate selected infectious diseases. Demonstrated skills and experience in building partnerships, managing integrated approaches in public health, resource mobilization, and management in monitoring and evaluation. Managerial: Expertise in progressively responsible positions in the management of infectious disease programs, projects and\\or initiatives; expertise in administrative and technical matters requiring sensitive negotiation with public health and government officials and other national and international bodies. Demonstrated ability in managing human resources, in providing professional leadership to strategic, organizational, managerial and analytic work; courtesy, tact, sensitivity to manage confidential information, and ability to establish and maintain effective working relations with people at different professional levels, discipline, nationalities, and cultural background; resourcefulness, initiative, highly developed judgment and interpersonal skills to deal with difficult situations and sensitive areas. Administrative: Skills in the creation and integration of administrative procedures for the delivery of highest quality results from the teams, as well as experience in program management. Languages: Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset. IT Skills: Demonstrated ability to effectively use current technology and software, in particular spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Visio and Project would be an asset. REMUNERATION Annual Salary: (Net of taxes) USD $90,664 post adjustment.
