Result of Service - KRU - Deliverables will help UNEP finalise its contribution to component 2 of the project “Global best practices on emerging chemical policy issues of concern under the Strategic Approach to International Chemicals Management”, in particular support technical finalisation of knowledge products, and their dissemination. - KRU - Deliverables will help the mainstreaming of chemicals of concern in sectors, with a particular focus on electronics, buildings, toys and plastics sectors and support the linkages with the high impact sectors focus in UNEP (in particular electronics, buildings and plastics) and under the upcoming beyond 2022 process for sound management of chemicals and waste and the integrated chemicals and waste management (especially dimension 2 on sectors and products value chains). - CPU - Deliverables will support the development of project documents, including for the Global Environment Facility (GEF)-funded project “Circular and POPs-free Plastics in Africa”.

Duties and Responsibilities Background (Org. Setting)

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

The overall objective of the UNEP’s Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.

The Knowledge and Risk Unit gathers, compiles and analyses state of the art information and data, including through monitoring activities, inventories and assessments, to allow policy-makers to make informed decisions on the sound management of chemicals and waste. The Knowledge and risk unit is a technical partner of a GEF funded project “Global best practices on emerging chemical policy issues of concern under the Strategic Approach to International Chemicals Management”, over the period 2019-2023. It further support the mainstreaming of chemicals in high impact sectors.

The Resources and Markets Branch leads work central to UN Environment Programme's global sustainable consumption and production (SCP) agenda - delivering scientific, credible, innovative solutions to make sustainability central in government policy frameworks, business direction-making and in peoples’ lives. Science is the basis of the Branch's work, applying system approaches, complimented by methods such as life cycle analysis, urban metabolism, participatory action research and integrated analysis. The Branch works through an extensive network of stakeholders to ensure sustainability solutions are applicable at all levels.

--Specific tasks and responsibilities

KRU - The consultant will support as per the timeline indicated above, including the following tasks:

  • Provide inputs into to final reports of the GEF project Component 2 – Chemicals in products;
  • Provide support to UNEP activities on further dissemination of the GEF project Component 2 – Chemicals in Products results;
  • Support the finalisation and dissemination of the international toys toolkit and of material and acitivities on chemicals in buildings, in electronics and in buildings.
  • Support the mainstreaming of chemicals information into the toys, buildings and electronics sector.
  • Support the conduction and participate in workshops, consultations and dissemination events, in particular assist in organizing sustainable toys multi stakeholder workshop; and a chemicals in electronics sector.
  • Contribute to UNEP work on high impact sector, in particular with expertise on chemicals in buildings, and electronics, including through:
  • provide inputs from a chemicals perspective to UNEP high impact sectors
  • support / contribute to the draft project proposals and project documents to mobilise funding opportunities.
  • Contribute in identifying organizations and initiatives at the regional and global level to scale up and disseminate the results of the project. Further support the development of a network of experts and maintain it through regular updates and meetings.
  • Assist to prepare briefs with opportunities for collaboration
  • Support preparation of Interim Report to donor
  • Undertake any other tasks as per request of the Programme Officer/Unit Head.

CPU - The consultant will support as per the timeline indicated above, including the following tasks: Prepare the draft project document, including sections of the project document and relevant annexes and appendices - Support the organisation of consultation meetings with project stakeholders and address the comments to the draft project document - Support the collection of co-finance for the project - Undertake any other tasks related with the development of the project document as per request of the Programme Officer

Qualifications/special skills Master’s degree or equivalent in a field related to environmental management, industrial/chemical/environmental/process engineering. A first-level university degree in combination with additional years of qualifying experience, may be accepted in lieu of the university degree. At least two years of relevant experience is required. Demonstrated experience developing technical and information tools for stakeholders, and on project management. Experience with the UN is an advantage.

Languages English is the working language of UNEP. Fluent written and spoken English is required. Knowledge of another UN language would be an asset.
