ORGANIZATIONAL SETTING

Malaria Team, WHO Myanmar has been supporting in planning and implementing malaria control/elimination programme. Malaria control programme embarked to malaria elimination in 2016 with the aim to eliminate P. falciparum malaria by 2023 and all human malaria by 2030. WHO is implementing donor funds through supporting field staff to the national programme at various locations.

There is a vacancy for a Central Elimination Coordinator (Malaria) (CEC) in Nay Pyi Taw. The CEC will be supported by extrabudgetary sources. The incumbent will work under the direct supervision of Scientist (Malaria Control) and overall guidance of the WHO Representative to Myanmar, and in close collaboration with the programme to perform the following tasks mentioned in the section below. The position is initially for one-year 2022. The extension for 2023 is contingent to performance and successful acquisition of funds beyond 2022.

MAJOR DUTIES AND RESPONSIBILITIES

Under direct supervision of Scientist (Malaria Control) and general guidance by WHO Representative to Myanmar the incumbent will work with officials to perform the following tasks:

Programme planning, implementation and coordination

  • Provide technical support to programme in micro-planning, implementation, supervision and monitoring of malaria elimination activities supported by the Global Fund.
  • Participate in coordination meetings with WHO, implementing partners, and officials at various levels.
  • Coordinate with WHO Scientist (Malaria Control) to receive timely technical guidance to support the Township Malaria Control Programme.
  • Participate in planning and implementation quarterly workplan, surveys and malaria programme review related to malaria.
  • Coordinate with Township Project Coordinator for establishment and functionalize the malaria demonstration site in Bilin, Mon State.

Capacity building

  • Serve as resource person during planning, trainings, workshops, and M&E meetings related to malaria elimination activities supported by Global Fund.
  • In transition to the WHO position, work closely with the other young field coordinators to transfer knowledge and simultaneously built capacity of the officials.

Surveillance, supervision, monitoring and reporting, and documentation

  • Support malaria elimination cell at Central Nay Pyi Taw.
  • Support in malaria elimination programme management related to elimination activities- Case & foci Investigation, classification and response and their -- data management, data quality assessment, data analysis, feedback to various teams and reports writing.
  • Close monitoring and follow up of the malaria elimination activities in all State/Regions so that all cases are notified, investigated and responded.
  • Support to establish Township Malaria Elimination Task Force and monitor its activities.
  • Conduct field visits to monitor progress and identify issues and challenges in implementation of elimination activities. Provide recommendations to WHO Scientist (Malaria Control) and officials.
  • Assist to maintain sets of malaria elimination standard documents at all levels required for malaria elimination certification.
  • Support to establish data and document repository consisting of past, present and future programme documents and data.
  • Assist in preparation and timely submission of quality-assured reports on malaria elimination activities.
  • The incumbent will submit a monthly work and travel plan and activity report, or any other report as required to WHO Scientist (Malaria Control).
  • Ensure the central level elimination data base (malaria positive case register, malaria foci register and case/foci investigation forms) in addition the documents required for malaria elimination.
  • Submit monthly activity report and quarterly assignment report to WHO Malaria Team. The report shall in a format and substance that will be outlined by WHO Malaria Team.
  • Perform other related duties as assigned.

WORK RELATIONS AND PARTNERSHIPS

The malaria team is working closely with programme and other partners supporting malaria control and elimination activities. The incumbent is expected to have working skills in a team and communication skills to manage the partnership. Most importantly the incumbent needs to work closely with the WHO team members, National and other Field Project Coordinators, Data Assistants and officials.

IMPACT OF FUNCTIONS

The function plays a key role with respect to the clients served through the delivery of technical support on Programme planning, implementation and coordination, Capacity building and Surveillance, supervision, monitoring and reporting in a collaborative approach.

QUALIFICATIONS

EDUCATIONAL BACKGROUND

Essential: University degree in medicine (MBBS) with the relevant trainings in malaria control and elimination

Desirable: Advance university degree in medicine (MD) preferably a Master of Public Health (epidemiology, tropical medicine/ entomology)

PROFESSIONAL EXPERIENCE AND KNOWLEDGE

  • Good track records of at least 3 years of experience in malaria control and elimination.
  • Must be willing and able to travel to the field under the Global Fund project areas or others in the country.
  • Working experience in any UN organization, international organization or government offices will be preferred

LANGUAGE SKILLS

Fluency in oral and written English and Myanmar is mandatory.
