BACKGROUND

Purpose of Activity/Assignment:

Reporting directly to the WASH Specialist, WASH in Emergencies & Fragile Contexts (WiEFC) and working in close collaboration with project managers, the consultant will lead the management of Center for Disease Control and Prevention (CDC) Corporate Agreement (CoAg) monitoring of funds and coordination of activities which has a focus on Public Health in emergencies and Water, Sanitation and Hygiene (WASH).

Scope of Work:

The CDC CoAg is in the final year of the six-year CoAg. Until the end of the CoAg on 14 June 2023, the consultant is expected to lead the management of CoAg, oversee the funding and coordination of activities as per donor requirements, including ad-hoc requests for project updates and reports. To achieve this, the consultant is expected to closely work with the WASH in Emergency and Fragile Contexts team and Team Leader (the PI for the CoAg), other divisions and Units within UNICEF, project managers/chiefs at country level and CDC.

The consultant is expected to coordinate with project managers/chiefs to develop and submit a final report for all the projects (currently over 25 active projects) within three months from the expiry date of the CoAg.

As UNICEF expects another CoAg to be announced by CDC for a new cycle, this consultant will be responsible for developing the WASH proposal for the envisaged five-year CoAg in coordination with other UNICEF HQ Units.

Terms of Reference / Deliverables

Lead the management of CoAg including ad-hoc requests for project updates

• 8 project updates (1-2 pages each) for all project countries including issues, identified solutions, challenges are prepared and submitted

  31 Dec 2023

To coordinate with project managers/chiefs the final report preparation and submission

• Draft and final Annual report is prepared and submitted to the CDC for review

  18 September 2023

Support project managers/chiefs in developing knowledge management products such as field notes and technical support to WASH in emergencies & Fragile Contexts

• Two KM products, including data analysis, proposal development and presentations are developed and submitted

31 December 2023

Develop the WASH proposal for a new CoAg with CDC. This task will also include follow-ups with CDC on their feedback on the proposal submitted

• WASH proposal for a new CoAg is developed and shared
• This assignment’s due date will depend on an actual announcement of the new CoAg by CDC.

Review of all UNICEF SitReps and ICON stories to identify up-to-date WASH in emergencies situations at a country level

• Prepare and submit two SharePoint materials and two stories for publishing in WASH Bulletin.

Qualifications

(1) Education

• Public Health, Civil Engineering, Water, Sanitation and Hygiene (WASH), and related fields
• Fluency in English is required

2) Work experience

• At least 5 years of professional experience in humanitarian WASH is required
• Knowledge of WASH roles in Public health emergencies is required
• Experience in WASH response to Public health emergencies is preferred
• Experience/knowledge in CDC funding management is strongly preferred
• Experience in Knowledge management is a plus

3) Competencies

• Excellent project coordination skill is required
• Excellent oral and written communication skills are required

Requirements****:

• Financial proposal that will include:

• your daily/monthly rate (in US$) to undertake the terms of reference
  • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
  • Any other estimated costs: visa, health insurance, and living costs as applicable.
  • Indicate your availability
• Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
• At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
• Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
