Result of Service The National Consultant will support Nigeria in national SLCP planning and implementation efforts. The consultant will ensure that the necessary capacity, coordination, monitoring, and funding is in place to ensure that the SLCP targets can be implemented. This will include updated integrated SLCP assessments and rapid implementation of actions that reduce SLCPs at the national level. The consultant will assist in strengthening the long-term institutional and technical capacity dedicated to supporting key mitigation measures that contribute to reducing emissions from these high impact sector and political and institutional backing for the SLCP mitigation strategy. Finally, the consultant will contribute to developing a clear pathway to implement clean cooking targets included in Nigeria's updated Nationally Determined Contribution.

Duties and Responsibilities The Climate and Clean Air Coalition (CCAC) is a partnership of governments, intergovernmental organizations, and representatives of the private sector, the environmental community, and other members of civil society.

The CCAC is the only international initiative working on integrated climate and clean air solutions to reduce the rate of near-term warming. It focuses on fast action to reduce emissions of short-lived climate pollutants (SLCPs) including methane, black carbon, HFCs and tropospheric ozone.

Nigeria is a CCAC State Partner since 2012. In July 2019, Nigeria's Federal Executive Council endorsed its National Action Plan on SLCPs, which identified 22 specific mitigation actions to reduce black carbon and methane by ~80% and 60%, respectively. In August 2021, Nigeria submitted its updated NDC to the UNFCCC, which increased its climate change mitigation ambition and integrated Short-lived Climate Pollutants and air pollution benefits into its climate change commitment.

The Government of Nigeria through the Federal Ministry of Environment has requested support to increase implementation of actions to achieve Nigeria's goals on Short-Lived Climate Pollutant mitigation by building on the 6 years of work undertaken in Nigeria on National Action Planning on SLCPs. This request will ensure that the necessary capacity, coordination, monitoring, and funding is in place to ensure that the SLCP targets, and climate and clean air benefits can be implemented.

The CCAC is therefore seeking a National Consultant to increase the implementation of actions to achieve Nigeria's SLCP targets and to liaise with the Federal Ministry of Environment to coordinate national SLCP planning, policy, and implementation efforts aligned with NDC implementation. The CCAC National Consultant will work in close collaboration with the CCAC Secretariat team and focal points at Federal Ministry of Environment to strengthen buy-in across the government, and to advance implementation, financing, and monitoring of a SLCP mitigation plan/strategy. The CCAC National Consultant will also be responsible for fostering inter-ministerial collaboration across governments and engaging important stakeholders at the national level to effectively integrate SLCPs into national planning and to support implementation strategies. The consultant will also develop an Implementation strategy for household energy targets within NDC.

Specific responsibilities: 1. Secure participation and buy-in from across government to implement the National SLCP Strategy and to develop a NDC implementation plan for SLCP mitigation, including endorsement at high political level. 2. Strengthen the government’s capacity for developing a NDC implementation plan for SLCP mitigation and for implementing SLCP mitigation actions, based on the CCAC’s integrated approach to climate change and air pollution reduction and on updated integrated assessments. 3. Advance and document rapid and large-scale implementation of SLCP mitigation actions across the country and mechanisms to measure progress. 4. Integrate SLCP mitigation actions into relevant national processes, plans and strategies including into the national budget appropriation cycle. 5. Realize opportunities for national and international resources/funding for implementation of National SLCP Strategy and integrate SLCP measures implementation in national budgets. 6. Raise awareness on SLCP at national/sub-national level 7. Ensure Nigeria is an active CCAC State Partner and is leveraging benefits from the CCAC partnership (e.g., best practices shared, technical assistance, funding, bilateral partnerships, etc). 8. Develop a clear pathway to implement clean cooking targets included in Nigeria's updated Nationally Determined Contribution

Qualifications/special skills - Advanced university degree, master or equivalent, in environmental science, economics, politics, international relations or a similar discipline. - A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. - At least 5 years of professional experience working in a field relevant to climate change, air pollution, sustainable development or environment and health is required. - Demonstrated ability to provide technical assistance to governments and other stakeholders is required. - A good understanding of short-lived climate pollutants, climate change and air pollution issues in Nigeria is desirable¿ - Ability to work effectively with multiple stakeholder groups including national governments is required. - Excellent communication skills (written and oral presentations) is required. - Knowledge of the national policies in climate change mitigation and air pollution (National Policy of Climate Change and National Strategy of Air Quality) is required. - Experience working with the LEAP tool, or comparable emission inventory and scenario modelling platforms, is desirable.¿ - Knowledge of the methodologies for emissions inventories, particularly the IPCC Guidelines for National Greenhouse gases (GHG) Inventory of 2006, the AP-42 compilation of air emissions factors, and/or EMEP/EEA air pollutant emission inventory guidebook of 2019.¿

Languages - Fluency in English (written and spoken) is essential.
