Consultancy title: Case Management Expert

Duration: 11 months (full time)

1 June 2021 – 30 April 2022

Duty Station: Home based/Remote support

The overall objective of the assignment is to strengthen case management and information management capacity across the MENA region to facilitate the safe and voluntary repatriation of foreign children from Syria to their countries of origin.

The incumbent will support the UNICEF Middle East and North Africa Regional Office (MENARO) in providing technical support on case management to the Syria Country Office, as well as countries of origin in the MENA region. The consultant will work at the intersection of several country offices and regional offices involved in the repatriation of foreign children in North Syria with focus on technical advice, training, and coordination.

How can you make a difference?

UNICEF is aware of 19,500 Iraqi and 8,000 Third Country National children from 60 nationalities remain in camps in northeast Syria. 90 per cent of those chldren are below the age of 12 years. Close to 1,000 children have been repatriated to their countries of origin between 2017-2021. UNICEF is supporting the strengthening of technical capacity and advocacy efforts in Syria and in countries of origin to support repatriations when safe and in the best interest of children.

Scope of Work

1. Contribute to streamlining of information management processes for advocacy and repatriation of children in North East Syria (NES)

  • Support Syria Country Office (SCO) in consolidating and harmonizing data/information from various sources to feed into advocacy for repatriation: UNICEF Case Management, UNICEF Verification Exercises, UNHCR, Save the Children International (SCI), children in detention, other Case File systems, etc. Consolidate data with key partners and process information from various sources (e.g., countries of origin, on-site interviews by social workers, data provided by partners)
  • Support with the quality assurance of the information management process, triangulation of information among partners as required.
  • Support UNICEF MENARO and the Syria Country Office with operationalization of the Information Sharing Protocol (ISP) with SCI. Contribute to development of information sharing protocols or processes with other partners as necessary.
  • In coordination with UNICEF MENARO and the Syria Country Office, as well as UNICEF Country Offices in countries of origin, provide technical support to develop updates on case information (and relevant standardized formats) – with required levels of detail – for nationality groups of children where advocacy or repatriation efforts are prioritized. While doing so, liaise with social workers on the ground, as well as partners in countries of origin.
  • Ensure key standards are respected and upheld: confidentiality and ethics of data sharing, consent/assent of children/caregivers, do no harm and best interest principles

Monitor external/public information on repatriation of children to countries of origin and continue the existing practice of producing regular (quarterly) repatriation snapshots.

2. Technical coordination and capacity strengthening on specific case management issues related to repatriation of third country national children in NES

  • Support UNICEF operations in Syria to coordinate with local authorities and partners on case management issues for advocacy and repatriation processes, contribute to coordination with key agencies involved on case management
  • Coordinate information sharing and inform action for repatriation with key offices concerned. Specifically, coordinate with UNICEF Country Offices in countries of origin to ensure smooth preparation for and implementation of case management processes
  • Support UNICEF MENARO’s efforts to collaborate with UNICEF ECARO and other relevant teams in order to establish a community of practice among key offices/practitioners that work in the area of repatriation and reintegration
  • Complementing and supporting actions of relevant Country Offices, develop and deliver capacity building programme(s) on case management aspects for partners and stakeholders in Syria and/or in countries of origin.

To qualify as an advocate for every child you will have…

Consultancy Requirements:

  • At least 5 years’ experience in case management and/or related fields
  • Experience working in conflict situation and inter-agency settings
  • Experience of operationalizing case management processes in cross-border/cross-country settings desired
  • Good knowledge of ethical and data sharing protocols and application of best interest principles in challenging settings
  • Experience in developing and delivering trainings for social workers/case managers will be an asset.
  • Experience in the Middle East and good knowledge of the Syrian context will be an advantage.
  • English is mandatory, as a working language of the assignment. Arabic language is desirable.

Applicants are also required to indicate availability and financial quotation in USD to undertake the terms of reference above.

TRAVEL CONSIDERATIONS:

A Need and locations for travel will be agreed on as required.

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF approved airlines.

Payment Schedule:

PROPOSED PAYMENT SCHEDULE: Monthly

UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month.
