Organizational Setting The Partnerships and UN Collaboration Division (PSU) is responsible for coordinating and overseeing the identification, strengthening and stewardship of strategic partnerships with UN agencies and non-state actors (NSAs) including civil society, academia and research institutions, family farmers' and indigenous peoples' organizations and parliamentarians. The Division leads FAO's engagement in the UN Development System repositioning, develops capacities, fosters dialogues, scales up programmes and advocates for FAO's corporate positions in support of FAO's new Strategic Framework and the Sustainable Development Goals (SDGs). It ensures that multi-stakeholder processes and strategic interventions globally and locally are an integral part of FAO's work and provides targeted support for successful collaboration with NSAs and UN agencies. The Division has the lead responsibility for the promotion of the Principles for Responsible Investment in Agriculture and Food Systems (CFS RAI) and the implementation of the Food Coalition, the UN Decade of Family Farming (2019-2028) and the FAO Policy on Indigenous Peoples. It is also in charge of FAO's e-learning programmes and access to scientific and technical data through knowledge platforms and enhanced information policies and standards, promoting and facilitating knowledge sharing on sustainable food security and nutrition among various stakeholders. The position is located in the Partnerships and UN Collaboration Division (PSU) at FAO headquarters in Rome, Italy.

Reporting Lines The Capacity Development Officer (Responsible Agricultural Investments) reports to the Senior Capacity Development Officer, Unit Head, Responsible Agricultural Investments, Learning, and Agriculture Information Management Unit.

Technical Focus The Capacity Development Officer (Responsible Agricultural Investments) will provide technical, advisory and capacity development support to FAO programmes, activities and outputs related to responsible agricultural investments, including at decentralized offices.

Key Results Contribute to the development and strengthening of capacity development activities.

Key Functions • Undertakes learning needs assessments and curricula design processes, through consultative multi-stakeholder workshops, including job and task analysis, knowledge and skills required by the various target audience groups; • Provides technical guidance for the development of technical content and associated materials, and ensures complete subject coverage, content accuracy, quality, coherence and suitability for the development of learning materials; • Applies appropriate learning strategies according to the content, based on adult learning theories and specific quality criteria for the creation of engaging learner centred courses, with assorted interactive elements, examples, and case-based scenarios; • Adopts experiential and reflective learning methods and selects instructional multimedia to increase learner retention, according to the target audience needs, characteristics, context and environment; • Carries out in depth pedagogical analysis, scenarization of content, and storyboarding, and support the creation of job-aids and performance support tools; • Oversees the production of curricula in close collaboration with subject matter experts, courseware developers and Instructional Technology Specialists; • Designs blended learning programmes for delivery at global, regional, and national levels; • Assesses learners' performance and evaluates learning outcomes using the Kirkpatrick evaluation model.

Specific Functions • Contributes to the planning, management and reporting on learning and capacity development activities undertaken delivered by the Division related to responsible agriculture investment to a wide range of stakeholders including government staff, NGOs/CSOs, private sector, parliamentarians, youth, women and rural constituents; • Provides guidance in the thematic and technical areas related to the CFS RAI and related principles; • Prepares and co-delivers regional/national-level capacity assessments and learning programmes in selected countries and regions based on demand and resource availability; • Participates in field missions, including provision of substantive and technical support for the uptake of the CFS RAI and related instruments at country level; • Acts as technical supervisor of consultants and supports the identification of subject experts to support the work of the Division in support of the CFS RAI; • Supports links with different FAO entities and governing bodies, including the Committee on World Food Security (CFS) and other relevant regional and national fora to foster the uptake of the CFS RAI; • Contributes to the Inter-Agency Working Group on Responsible Agricultural Investment in support of the collaborative effort to support the use of guidance instruments such as the CFS RAI for responsible agricultural investment; • Organizes the FAO Inter-Divisional Working Group on Responsible Investment in Agriculture and Food Systems meetings on a biannual basis; • Oversees the uptake and distribution of learning materials, guidance materials, key publications related to the CFS RAI produced by the Division and partners, including those related to assessing alignment to the CFS RAI, incentives for increasing investments in agriculture and food systems, catalyzing young agri-entrepreneurs, inclusive business models for small-scale producers, and country case studies and good practices; • Oversees the uptake and distribution of key publications and e-learning courses related to the CFS RAI produced by the Division and partners, including those on the enabling environment (government staff), parliamentarians, youth, gender, CSOs, and the private sector; • Participates in resource mobilization activities and budgeting (programme/project preparation and submissions, progress reports, financial statements) and preparation of related documents/reports (pledging, work programme, and programme budget); • Supports Senior Management's outreach and advocacy efforts related to the CFS RAI; • Represents the Unit at external and interagency meetings as required; • Performs other duties as required.

Minimum Requirements • Advanced university degree in education, distance learning/e-learning, communication, agricultural sciences, social sciences, or any field related to FAO's mandate. • Five years of relevant experience in capacity development-related activities. • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of one of the other official FAO languages (Arabic, Chinese, Russian, French or Spanish).
