Project Background** Over the recent years, Mozambique and Zimbabwe have been experiencing an increased frequency, duration and intensity of natural disasters and extreme weather conditions that include landslides, floods, tropical cyclones, droughts and prolonged dry spells. This has had an impact on the livelihoods of the people in the two countries. In particular, the Sofala, Manica and Zambezia Provinces in Mozambique and Manicaland and Masvingo Provinces in Zimbabwe experienced devastating inundations and flash floods in March 2019, caused by tropical cyclone Idai which resulted in the loss of lives, displacement of thousands of people as well as the destruction of agricultural land. In recognition of the increasing climate-related challenges, UNESCO is enhancing preventive and cross-border flood-control-mechanisms in Mozambique and Zimbabwe, with a focus on the Buzi, Pungwe and Save basins (BuPuSa). The project entitled, “A Community-focused Flood Early Warning System for the BuPuSa Transboundary River Basins”, was designed to improve proactive flood risk management. It is against this background that UNESCO Regional Office for southern Africa (ROSA) seeks further applied research on flood risk assessment for the BuPuSa basins, and particularly identify the flood hazards affecting human settlements. **2. Objective** The overall objective is to carry out a baseline assessment on the flood hazards in the BuPuSa transboundary basins with the aim of mapping potential risks to the human settlements in the basins, as well as to identify potential safe areas when climate forecasts indicate a likely threat of flood hazards. An approach which promotes the use of open source software in line with UNESCO’s Recommendation on Open Science is highly encouraged. **3. Activities to be carried out** • Development of detailed flood hazard modelling for BuPuSa transboundary basins This work package involves simulation of inundation across all rivers in BuPuSa using a 2D hydraulic modelling framework, employing the best-available terrain and hydrography data for a range of potential flooding conditions and extreme weather. • Development of flood hazard maps Development of detailed 30m flood hazard maps for the three river basins for at least 10 different return periods for every river stretch in the BuPuSa basins, starting with 1/5 years until 1/1000 year return periods, that provide insight in the water depths associated with these flood hazards. **4. Outputs** • Report on the methodology used to develop the flood hazard maps for BuPuSa transboundary river basins • These maps need to be delivered in GIS-compatible format (GeoTIFF or compatible) for use by UNESCO and its project partners. **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) Building partnerships (M) Leading and empowering others (M) Managing performance (M) Strategic thinking (M) **REQUIRED QUALIFICATIONS** --------------------------- The Consultant/consulting firm/institution must ensure the inclusion of necessary members and professional ability to meet the activity’s requirements, to form a well-balanced team of key experts with the following collective abilities • Expertise in flood risk management, hydrology and hydraulic engineering, meteorology and mathematical modelling • Proven experience and in-depth proficiency in hydrological rainfall-runoff modelling and hydrodynamic modelling with experience in various data sources and formats • Demonstrated capacity to deliver modelling tools that can be utilised at the national or river basin level. • Proven experience and in depth proficiency in flood mapping, remote sensing and GIS • Excellent communication, interpersonal, analytical and organisational skills; • Demonstrated networking capability; • Good written and verbal command; • Proficiency in report drafting; and • Excellent teamwork abilities. **APPLICATION PROCESS** ----------------------- **Expression of Interest** Interested parties may submit a cover letter, CVs of team members and Company Profile together with a brief technical proposal (maximum 5 pages) and the budget to [email protected] **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
