**OVERVIEW** ------------ Grade : Level 4 Parent Sector : Social and Human Sciences Sector (SHS) Duty Station: Paris Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement: \[\[filter13\]\] Job Family: Social and Human Sciences Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 15-MAY-2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Within the context of the project entitled ‘Strengthening STI Systems for Sustainable Development in Africa’, implemented by the Sectors for Social and Human Sciences and Natural Sciences, the contractor shall perform the following tasks to develop ‘a monitoring process and methodology tailored to the requirements of the 2017 Recommendation on Science and Scientific Researchers (RS|SR) and taking full account of national circumstances, needs and priorities'. Long Description ---------------- 1. Undertake a critical examination of the 2020 draft indicators developed in the context of the 10 key areas of the RS|SR (see annex of document [209/EX18.IV](https://unesdoc.unesco.org/ark:/48223/pf0000372939?1=null&queryId=6b2f2dde-cbba-4a99-b02d-a2aeb9f50843)), in view of enhancing capacity of member states worldwide to report on a revised framework in the 2022-2025 period. This should take into account the need for breadth, diversity and the ability of member states (particularly developing countries) to easily report on RS|SR implementation using these indicators. This critical examination should also identify commonly used STI systems indicators and assess their suitability for the RS|SR reporting. 2. Develop a short framework to structure and interpret the reporting on RS|SR, focusing on similarities and differences with traditional STI systems indicators. This should include guidance for UNESCO on how to interpret the indicators, referring to existing literature on STI indicators and evaluation frameworks. 3. Building on the critical examination of the 2020 indicators, found in the annex of document [209/EX18.IV](https://unesdoc.unesco.org/ark:/48223/pf0000372939?1=null&queryId=6b2f2dde-cbba-4a99-b02d-a2aeb9f50843), modify them to develop a simplified framework of qualitative and quantitative indicators (covering structural-, process- and outcome-type indicators) for each key area. Examples of qualitative data are descriptions of science policies and policy instruments for implementation. These must include STI policy and legal and operational policy instruments in place in order to synergize with the online [GO-SPIN platform](https://en.unesco.org/go-spin). Quantitative input could be either existing indicators developed by other organizations (including their survey methods and databases) or newly developed indicators for topics on which data collection has not yet taken place. 4. Liaise with: 1. GO-SPIN Platform Scientific Advisor to ensure indicators are included in the online platform; 2. Programme specialists working on the Recommendation on Open Science and the Recommendation on Ethics of Artificial Intelligence to seek of consistent approaches to these standard-setting instruments where possible; 3. Programme specialists in the Communications and Information Sector who worked on UNESCO’s Internet Universality Indicators for process related matters. Long Description ---------------- 5. Consult 6 pilot countries in Africa on how to use these indicators and propose data and analyses to measure progress against them, to inform a revision to the draft set of indicators, recommendations for countries on types of data to use in reporting, and other considerations for benchmarking progress. 6. Develop elements of a draft survey for consideration by UNESCO that aligns with the proposed indicators and facilitates reporting on RS|SR. The survey must lead to a national report which reflects a combination of quantitative and qualitative indicators that serve as a scorecard. 7. Submit to UNESCO for approval an activity report and deliverables every month describing progressive implementation of the aforementioned activities.
