OBJECTIVES OF THE PROGRAMME

The objective of ICT is to connect and empower people through Technology to Sustain Accelerate and Innovate the flagship priorities of SEARO and the global strategies goals (Three Billion Targets) of WHO.

DESCRIPTION OF DUTIES

Under the direct supervision and direction of Information and Communications Technology Manager and broad guidance of the Director Administration and Finance, the incumbent provides support in the following areas:

1. Effective Management of IT Projects by means of establishing, maintaining & monitoring progress of various projects:-

- Coordinate the development of Project Plans (with milestones, dependencies & resources) and ensure and up-to-date reporting mechanism/dashboard for the projects

- Contribute in the preparation of biennial ICT workplan (for applications), it's implementation, monitoring & reporting.

- Participate and contribute in project kick-offs and progress review meetings. Provide feasible solutions & guidance for innovative solutions to the business.

- Adhere to & promote the use of standard Project Management Templates for documentation, communication & presentation.

- Maintain an inventory of applications used in WCOs and ensure their compliance with WHO/ SEARO systems and applications standards.

2. Ensure development & implementation of innovative, sustainable and quality software solutions:

- Coordinate the software development activities using WHO standard SDLC process. Ensuring appropriate documentation, system design, technology stack, and configuration of the system.

- Coordinate upgrades of application software to improve functionality and performance of applications using WHO development standards.

- Prepare strategies for software fault prevention, defect removal, and administer software version control for applications.

- Identify & recommend innovative solutions leveraging the latest technological solutions available (eg. Cloud solutions, Machine Learning/AI, Mobile Technologies, etc.)

- Support in implementation of WHO global applications in SEA offices

.- Identify training needs of the Applications team and ensure that team members have the necessary knowledge, skills and training for effective deliveries.

- Provide continuous guidance to the development team on regular basis, ensure compliance with and proper implementation of WHO IT guidelines and standards

3. Coordinate, participate & monitor the following IMT activities:

- Development & sustenance of WHO/SEAR Internet and Intranet websites. Ensure that the sites are in line with the recommendations of Web Coordination Committee (WCC) and adhere to the global standards. Continuous monitoring to ensure its effectiveness & usability; and accordingly suggest improvements whenever required.

- Database administration processes, including data import-export interfaces, data backups, replications and failover activities, carried out by the Database Administrator (DBA) to ensure the highest data reliability and system performance

.- Innovative Business Intelligence Solutions to the business requirements in the region and also to support senior management in effective decision making. Promote implementation of the industry standard BI tools like - Tableau & MS Power BI.

- Development & implementation of e-Services & workflow automation processes in the region.

4. Participate and provide inputs in formulation and implementation of long term plans for cost effective IT solutions, application development and commissioning of support mechanism in alignment with business strategies, initiatives and priorities. Recommend new & innovative approaches and technologies aligned with industry best practices and professional quality standards for all phases of corporate systems and application services.

5. Contribute in formulation & delivery of effective IT trainings to equip SEAR users with appropriate IT knowledge & skills to meet their job requirements.

6. Provide technical support to SEARO and Country Offices and ensure the service provisions in relation to application services are observed, adhered, monitored on regular basis against agreed service levels (SLAs).

7. Build and maintain effective relationship with internal customers, ensure users requirements, business analysis, application/database requests and expectations are accurately captured, managed and dealt with; in an efficient manner by following standard practices and processes.

8. In consultation with the supervisor, coordinate and collaborate with the IT teams at HQ and other Regional Offices to leverage the sharing of products, services and knowledge and to ensure a coordinated approach to the acquisition, management and support of the corporate applications, other software products and services.

9. Ensure quality and effectiveness of outsourced applications, including carrying out RFP process, vendor and contract management; conduct discussions with vendors on user requirements, system design, and technical documentation, preparation of system acceptance test plan, evaluation /testing of prototype / system and regular follow-up with the vendor for timely delivery and Knowledge transfer.

10. Perform any other duties, related to the job, assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Secondary School education supplemented by relevant courses in Information Technology with specialized training in software design and programming on common programming languages and web technologies. Desirable: Specialized training in application development methodology, IT project management and service delivery (ITIL).

Experience

Essential: At least 10 years' of progressively responsible experience in managing a large and diverse portfolio of software applications. Experience in coordinating & implementing complex applications using industry standard project management best practices. Desirable: Experience in WHO, other international organization or a UN Agency would be an advantage

Skills

- Proven ability to coordinate and manage IT projects in an international, multi-cultural and multi-disciplinary environment. - Good knowledge of ICT management best practices and industry trends, particularly those pertaining to business application management.- Ability to plan and coordinate work of different parties involved in the delivery of the software applications. Ability to advise on priorities to the project sponsors and customers in assessing their business cases for implementing software solutions.- Thorough practical knowledge of the principles, methods, techniques and practices of the software application design, development, implementation and maintenance - Good knowledge and working experience of programming within the web paradigm with key focus on Microsoft Technologies (i.e..NET, SQL Server and SharePoint) - Thorough knowledge of IT service delivery management. Good knowledge of ITIL framework. Ability to promote best practices of application management and implement optimal service delivery models and processes for portfolio of applications.- Ability to evaluate IT solutions, correctly estimate resources and assure timely delivery and required quality of the software products - Excellent problem solving and analytical skills - Excellent interpersonal skills with the ability to think and act quickly, sometimes under pressure, and yet remain meticulous, courteous and make good judgments - Vendor contract and outsourcing management. Contracting out and procuring application management services - Good negotiation, advocacy and conflict resolution skills

Other skills (eg. IT): Knowledge of use of modern office automation equipment, namely Multi-function devices and Good working knowledge of GSM

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,367,639 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
