The Department of Information Management and Technology (IMT) has an operational and strategic role. On the one hand, the Department provides relevant, quality, reliable, and cost-effective IT services for the Organization to achieve its health mandate. On the other hand, it aims to be a strategic enabler for WHO by creating partnerships with business units (administrative and health technical), capturing business needs, establishing and managing projects to address these requirements.

WHO current version of Oracle EBS (12.1.3) and some of its allied systems will have to be replaced as soon as possible. WHO is reviewing the options of replacing the current EBS on premise solution (GSM) with a cloud SaaS based Best-of-Breed and vertical solution - offering a modern set of tools using standard best practice business processes and cutting-edge technology. A new standard solution with minimum customizations will allow WHO to avail of modern technology including mobile access, artificial intelligence and business process automation.


  1. Business Process Optimization - in the area of Core Human Resources, compensation, benefits and entitlements, and in direct collaboration with the vendor, manage and see-through activities related to the standardization, streamlining and automation of business processes, following business process guiding principles.
  2. Promote, encourage and adopt out-of-the-box (standard product) functionality.
  3. Ensure the realisation and achievement of measured improvements in ERP business operations for human capital management.
  4. Serve as focal point for functionalities related to Core HR, compensation and entitlements, and escalate issues raised by relevant stakeholders.
  5. Define requirements, scope and objectives related in particular to Core HR, compensation and entitlements, including cross-cutting areas of work.
  6. Translate business requirements into ERP solutions.
  7. Perform business systems and workflow analysis, and disseminate business requirement communications.
  8. Play a discernible role in the design and prototype, test scenarios and liaison with Training team for allocated projects.
  9. Collaborate with the IMT team, external consultants, end users and other stakeholders.
  10. Provide timely application support to end users and working with other support groups to establish proper integration of business applications.
  11. Conceive, design and create user guides, training curricula and other pertinent documentation for internal and external partners.
  12. Research, troubleshoot and mitigate transactional and other ERP issues.
  13. Perform other duties as required.



Essential: An advanced level university degree (Masters level or above) in Business Administration, Management, Human Resources, Finance, or in another related field. Desirable:



  • At least 7 years of relevant experience in human capital management business area, some of which must be at the international level. Relevant experience must include compensation, benefits and entitlements, master data management and contract administration.
  • Experience in analyzing and capturing requirements for human capital management, including reporting tools.
  • Experience working with end-users and business-area process owners to develop requirements for new and enhanced functionality.
  • Experience in translating user requirements into business requirements.
  • Experience in designing and documenting business processes.
  • Experience working within a team environment across business functions.
  • Practical experience in HR back office environment, including contract administration and benefits and entitlements.
  • Experience in providing HR analytic support and in managing HR information systems, data and reporting.


  • Experience with WHO rules and procedures

  • Detailed knowledge of the HR business environment and direct business experience, particularly in Core HR, compensation, benefits, entitlements and contract management.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5450 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
