The WFP Regional Bureau for East and Central Africa is located in Cairo and provides strategic direction, technical guidance, resource mobilization and management support to WFP operations and activities in 14 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, Palestine, Syria, Tunisia, Turkey and Yemen

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work.

Experience: At least five (5) years’ experience in financial analysis, budgetary and resource management analysis, supply chain or related field experiences.

Knowledge and Skills: Comprehensive analytical skills and advanced level of knowledge in application such as Excel, PowerPoint and SAP. Also candidate is preferred to have supervisory skills/ experience.

Language: Fluency (level C) in English and Arabic

JOB PURPOSE

The Budget and Programming Unit in RBC needs to sustain its national capacity through the re-filling of an existing Budget and Programming position. The role provides a range of specialized support for efficient planning, monitoring and analysis of project operational and financial performance to enhance optimal use of resources. Job holder operates with a high degree of independence, manage more junior staff to ensure that optimal resource management objectives are achieved in full.

KEY ACCOUNTABILITIES (Cont'd)

  • Create and review project budget plans and monitor ongoing project performance against budget, ensuring adherence to guidance and policies, and providing financial analysis and advice to optimise resources.
  • Provide comprehensive analysis on fund and grant balances identifying surpluses and deficits, and suggest corrective measures, to support maximum fund utilization and decision-making process.
  • Provide support and advise on budget revisions to ensure adherence to level of delegated authority.
  • Represent the unit at internal meetings/committees/working groups as required, in order to obtain and provide information from a budget and resource programming perspective.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
  • Follow standard emergency preparedness practices and contribute to technical recommendations and guidance and monitoring the management of financial risks.
  • Other as required.

Resource Management Oversees staffing for HQ and Field resources at the programme level, taking resource usage trends and forecasting data into account. Performance Management Applies knowledge of WFP’s performance management system to manage resources and relationships to undertake monitoring actions or deliver straightforward evaluations of operations, programmes, or processes to WFP monitoring and/or evaluation quality standards. Supply Chain and Operations Knowledge Applies knowledge of WFP programme and supply chain principles to develop and/or review project budget plans.
