OBJECTIVES OF THE PROGRAMME

The Access to Medicines and Health Products (MHP) Division works with Member States and partners to improve the access to safe, quality assured, efficacious and affordable medicines and health products and to promote that these are used rationally. In line with the GPW 13 strategic priorities and to achieve greater country impact, the HPS Department works with the Regulation and Prequalification (RPQ) Department in the MHP division in the wider framework of access to medicines and health products and Universal Health Coverage and cooperates with the disease-oriented programmes (among others HIV/AIDS, TB, malaria, NCDs and mental health, reproductive health and maternal and child health, immunization) and health systems oriented programs such as Primary Health Care. The department works with a wide range of UN organizations, international partners, expert networks and WHO Collaborating Centres. The objective of the team is to assure the selection, naming, availability, affordability, quality, safety, management and appropriate use of priority medical devices through the development and establishment of global policies, norms and standards and guidance documents for technical assistance to WHO Member States. The “Medical Devices and Diagnostics” Team is one of eight teams in the Health Products Policy and Standards Department; Access to Medicines and Health Products Division. The objective of the team is to assure the selection, naming, availability, affordability, quality, safety, management and appropriate use of priority medical devices through the development and establishment of global policies, norms and standards and guidance documents for technical assistance to WHO Member States.

DESCRIPTION OF DUTIES

Under the supervision and overall guidance of the Team Lead, Medical Devices and in vitro Diagnostics, the incumbent will perform the following tasks:

  • Coordinate the collection, analysis and monitoring of data, information or documentation and publications in support of activities related to medical devices policies, availability and technical specifications, including the development of capacities for national governance mechanisms for accessibility.
  • Lead the development of guidance and standard setting documents related to prioritization of medical devices, specifications, management, information systems and monitoring.
  • Provide technical and policy advice and recommendations to the development of national strategies and plans of actions for initiating and/or strengthening medical devices programmes and improvements in the relevant national oversight systems.
  • Liaise with WHO regional and country offices to support and monitor the development of regional strategies.
  • Coordinate the development of training programmes on innovation, assessment and management of medical devices including for selection, procurement, donations, inventories, maintenance, safe use and decommissioning.
  • Organize technical briefing seminars, regional and global technical and coordination meetings with experts, partners and collaborative networks; and represent WHO in relevant events.
  • Develop advocacy and communication materials in support of strategic engagement with partners and donors.
  • Support funding activities for sustainability of the medical device's global projects.

REQUIRED QUALIFICATIONS

Education

Essential:

Advanced level university degree in biomedical engineering, clinical engineering, bioengineering, or related engineering fields.

Desirable:

Postgraduate degree in public health, medicine, health technology assessment, health technology management, regulations of medical devices, public policies, health systems, technology innovation or related fields.

Experience

Essential:

A minimum of seven years relevant professional experience.

Desirable:

Relevant professional experience in government institutions, specialized hospitals preferably in low- and middle-income countries.

Knowledge of UN system, and international organizations, would be an asset.

Skills

  • Sound knowledge of country level situations with regard to the use, classification, procurement, planning of medical devices, including medical equipment and single use devices.
  • Ability to review, revise or support the development of medical devices policies.
  • Comprehensive knowledge of the use of various types of medical devices including: capital medical equipment and single use devices in the different health care settings, and related to clinical interventions.
  • Comprehensive knowledge of different types of diagnostic technologies including for general clinical assessment in primary health care and for higher levels of health delivery systems as well aslaboratory equipment, imaging equipmentand specialized diagnostics for cardiology, ophthalmology, neurology and others.
  • Inclusive knowledge of monitoring and treatment medical technologies, including for primary care, and advance care including for surgical interventions, intensive care, radiotherapy and other specialized treatments.
  • Extensive knowledge of characteristics of single use devices General knowledge of personal protective equipment.
  • Knowledge of software as medical devices, uses to aid diagnostics.Knowledge of maintenance procedures, decontamination and decommissioning medical equipment.
  • Knowledge of procurement process, pricing, costs, trade, intellectual property and technology transfer of medical technologies.Knowledge of standards, and regulations of medical devices.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5147 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
