Org. Setting and Reporting This position is located in the Client Services of the Pension Administration (PA) of the United Nations Joint Staff Pension Fund (UNJSPF) in New York. The incumbent reports to the Chief of Client Services. The incumbent plans, organizes and manages the work of the New York Client Services and Outreach Section and acts as Deputy to the Chief of the Section.

Responsibilities Under the direct supervision of the Chief, CSNY the incumbent performs the following main duties. -Assists in the management, supervision and completion of the work programme of the CSNY Section; helps establish the overall work plan and resource requirements for the Section in consultation with the Section Chief, while providing direct managerial supervision and substantive guidance to staff; allocates work assignments and monitors performance of staff against key performance indicators with regard to the completion of enquiries escalated to the Fund. -Assists in the management and supervision of the Call Centre team; liaises with the Call Centre team leads regarding workload, resource requirements and resource planning in consultation with the Section Chief, while providing substantive guidance; monitors performance of Call Centre against key performance indicators and established SLAs; ensures adequate training is provided to the Call Centre team. -Ensures that adequate staffing levels with the requisite experience are maintained to provide advice on complex benefit provisions; guides, develops and trains staff in the Section and, as required, in other units in CSS. -Helps Prepare CSNY workplan in collaboration with CSNY P3 Benefits Officer and Section Chief, as well as performance evaluations for the CSNY team . -Ensures that all CSNY staff consistently apply the provisions of the Fund's Regulations, Rules and Pension Adjustment System. -Ensures that all procedures relating to the Section are clearly and concisely documented and amended as necessary. -Supervises the formulation and development of procedures and work guidelines, including for CSS activities and processes relating to the annual Certificate of Entitlement (CE) exercise applicable to the beneficiaries of the Fund. Designing internal control systems and establishing security procedures to address issues with respect to continued eligibility to a pension benefit and fraud management. -Counsels and advises individual active participants, retirees, other beneficiaries and organization on the most complex and sensitive issues regarding pension benefits; Provides leadership in respect to the administration of the Emergency Fund; ensures that outputs maintain high-quality standards and are carried out in a timely fashion; Prepares monthly performance reports for senior management. - Formulates training programmes, including the presentation of training materials after identifying the most appropriate areas/subject matter for the purpose and/or revises training proposals emanating from other areas of the Fund; recommends the staff members best suited for conducting specialized training; undertakes virtual training missions and as training missions (outreach) away from HQ, as agreed with CSNY Section Chief disseminates training information using diverse media. -Participates in design of and provision of training and education for the team responding to initial requests for information of a straight-forward nature. -Provides support to the Chief CSS in the implementation of projects under the CSS mandate collaborating with IMSS. Manages CS project work by providing an integrated project management approach identifying available resources and potential resource constraints and establishing realistic goals and timelines in liaison with the Fund's Project Management Office and BTAU unit. Provides substantive input and user feedback on the use of the Fund’s Client Relationship Management (CRM) and IPAS systems. Collaborates with IMSS (and others if required) in the design, development, testing, implementation and maintenance of BI dashboards. Collaborates with the Business Support Services Unit, OSS Units, and others to implement staff training and eLearning. Supports Chief CSS in other projects related to the CARE strategy and Client Service Delivery Model (CSDM). -Performs administrative functions and special duties as required. Undertakes special projects at the request of the Chief CSS. Liaises with Chiefs and Benefit Officers of other CSS units/sections on work, timetables, new developments. Liaises with management and other sections and services in the Fund on current developments affecting the work of the section; Participates in the recruitment and selection of staff and in the recommendations for promotion ; evaluates the work performance of staff. -Deputizes for the Chief of Section in the management of the Section by supervising the work of the Section, as required. Participates in the overall management of the Section; acts as Officer-in-Charge when required. -Performs other duties as required,

Education Advanced university degree (Master’s or equivalent) in finance, accounting, legal, business or public administration, human resources management, social sciences or other related field. A first university degree in combination with at least two years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in pension entitlements, employee benefit administration, claims processing or payroll processing is required

Experience in client management is required.

Experience in an international/government pension scheme’s regulations and rules is desirable.

Experience in managing and leading teams and in supervising staff in a diverse multinational and multicultural environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post, fluency in oral and written English is required; good knowledge of French (both oral and written) is desirable. Knowledge of another official United Nations language is desirable.

The Pension Fund pays benefits in 17 currencies to more than 80,000 beneficiaries who reside in 190 countries, and services more than 134,000 participants who work in the 25 Member Organizations of the Pension Fund.
