As the international community has committed to end hunger, achieve food security and improved nutrition by 2030, one in nine people worldwide still do not have enough to eat. Food and food-related assistance lie at the heart of the struggle to break the cycle of hunger and poverty.

In Lebanon, WFP works over 20 cooperating partner NGOs to support approximately 2.2 million people with regular food and cash assistance using e-cards. WFP supports Lebanese students with school meals and has run over 300 development activities which include supporting rural infrastructure, as well as education and training opportunities for refugees and Lebanese individuals. WFP also supports Lebanon’s National Poverty Targeting Program.

JOB PURPOSE

Perform specialized programme-related processes in the area of NGO partnership development and process management, using standard policies, procedures and guidelines, in order to support effective operational implementation for food assistance interventions.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority and under the direct supervision of the Programme Policy Officer who serves as the Head of NGO Partnerships Office in the WFP Country Office, the tasks for the Programme Assistant involve the following:

  • Provide efficient support to enable accurate contract/Field Level Agreement management, partnership management and financial management so processes are performed in a timely manner.
  • Support communication, training and other activities with local and international NGO partners, partner agencies and government institutions.
  • Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  • Compile data and maintain electronic records, plans and documentation, following corporate and country office standards and guidelines, for the Field Level Agreements and partnership management between WFP and Cooperating Partners;
  • Act as a point of contact among field offices, partners and project activity managers for resolution of general partnership queries requesting assistance where necessary.
  • Draft reports and other notes for the record to document programme activities implementation.
  • Effectively use and facilitate the application of all NGO partnerships standard operating procedures.
  • Follow guidelines for effective application of gender mainstreaming, emergency preparedness, and codes of conduct in the workplace.
  • Perform other related duties, as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in social sciences, (i.e., economics, community/economic development) public relations, or other related fields.

Experience: At least four (4) years of progressively responsible experience with at least one (1) year experience in the field of development programming, humanitarian assistance, refugee operation, program administration, government work, or related fields.

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French is an advantage.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience in partnership management or grant proposal and budget review • Ability to facilitate discussions and coordinate tasks with multiple technical teams • Effective communication, presentation and negotiation skills • Agility and stamina to work in a fast-paced working environment • Ability to maintain regular, well-organized, and accurate records • Proficient in MS Office tools (MS Excel, MS Word, MS Powerpoint), internet search and mapping software • Hands on experience in WFP, Government, or large NGO programming is a plus
