Job Purpose:

To ensure activities related to WFP’s social protection (SP) program scale- up and related work in support of the forthcoming larger expansion of safety nets in Lebanon – under the Emergency Social Safety Net (ESSN) program of the Government of Lebanon – are undertaken within the agreed timeline and properly coordinated with relevant units within the Lebanon Country Office and the Field Offices.

Duration:

The Programme Assistant will be contracted for an initial term of 12 months. Contract may be extended based on business need and satisfactory performance.

Key Responsibilities (not all-inclusive, nor exhaustive):

Under the direct supervision of the Programme Policy Officer in the Social Protection Unit (SPU), the Programme Assistant will perform the following tasks:

Results Area 1: Support coordination of NPTP food assistance delivery between WFP teams and Government partners

Output 1.1: Timely delivery of distribution plans and submission of completion reports for Food e-cards and PINs in coordination with WFP Field Offices and MoSA.

Output 1.2: Timely and regular sharing of reports related to food assistance redemptions, e- card use, and e-card related issues so they can be resolved in a timely manner by relevant parties/units (CBT unit, MoSA, etc).

Result Area 2: Support in developing communication materials for social protection programmes

Output 2.1: Support in developing/updating programme communication materials in coordination with the Communication Unit and liaise with relevant WFP Units.

Output 2.2: Systematically monitor procurement, production, delivery and dissemination of communication products (to FOs, CPs, and MoSA SDCs), and ensure communication tools are always sufficiently stocked.

Result Area 3: Coordination on NPTP related field visits

Output 3.1: Support in organizing donor visits with relevant Field Offices and WFP units in coordination with Government partners.

Output 3.2: Organize regular field visits to obtain beneficiary feedback on WFP supported social protection programmes.

Result Area 4: Support to corporate reporting and project administration

Output 4.1: Prepare timely reports on safety net assistance in WFP corporate reporting tools (e.g., COMET and AI)

Output 4.2: Prepare timely drafts of monthly Country briefs and internal situational reports

Output 4.3: Support in managing partner contracts in the operations around the NPTP and ESSN, including system (WINGS) inputs

Output 4.4: Ensure timely processing of contract payments in the system (WINGS)

Desired Skills and Knowledge:

• Experience in program implementation

• Ability to maintain regular, well organized, and accurate records

• Flexibility to work in a fast-paced working environment

• Proactivity and ability to facilitate discussions and coordinate tasks with multiple units

• Effective communication skills

• Proficient in MS Office tools (MS Excel, MS Word, MS Powerpoint), internet search and mapping software

• Experience in WFP, Government, or large NGO programming is a plus

Standard Minimum Qualifications:

Education: Completion of secondary school education. University degree (Bachelor’s degree) in social sciences, (i.e., economics, community/economic development) public relations, or other related fields is an advantage

Experience: At least five (5) years of progressively responsible experience with at least three (3) years of experience in the field of development programming, humanitarian assistance, refugee operation, program administration, government work, or related fields.

Language: Fluency in both oral and written communication in English and Arabic. Knowledge of French language is an added advantage.
