IIEP was established in 1963 as an integral part of UNESCO. It supports ministries of education around the world and other key actors to plan and manage education systems through its programmes of training, technical assistance, policy research and knowledge sharing. This post is located in the Project Management Office (PMO).The PMO defines and maintains standards for programme monitoring and project management within the Institute. It is a source of documentation, guidance and metrics on the practice of project management and execution. It is in charge of the continuous development, implementation and upgrade of information systems at IIEP that support program planning, implementation and reporting and ensure compatibility or inter-operability with UNESCO’s core systems. IEP’s Project Management Office mandate complies with the usual specific tasks of PMOs: 1. Project Management (PM) methodology, standards implementation/management. 2. Project policies, procedures, templates implementation/management. 3. Project/programme monitoring and controlling ;PM coaching and mentoring. 4. Project/programme initiation, including specific design arrangements for cross-team and cross-office projects. 5. Governance process implementation/management; Multi-project coordination;Project/programme closure. 6. Project performance monitoring/controlling; Dashboard/scorecard implementation/management. **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Director of IIEP and the direct supervision of the Project Management Office Lead and within the framework of the Institute’s Medium-Term Strategy, the Associate Project Officer in the Project Management Office performs the following duties and responsibilities: **1. Define and maintain standards for programme monitoring and project management:** - Analyse IIEP data and information needs for programme planning, management and reporting, including UN and UNESCO wide requirements. - Participate in solution landscapes definition for information systems to implement this strategy and standards at IIEP. - Provide standards, guidance and tools for programme monitoring. - Define guidelines and good practices for project design, incorporating UN and UNESCO wide norms and principles. - Provide program staff with tools to better manage the project cycle. - Define guidelines for staff cost recovery and conduct monthly campaigns. - Define and design quality control, support and supervision for staff across the project cycle and in their use of IIEP’s project management tools. **2. Develop and support IIEP information systems for program and projects:** - Exercise direct institutional and technical management of IIEP main Project Portfolio Management Platform (PPM) and associated software solutions. - Conduct technical dialogue for integration of IIEP’s PPM with IIEP’s other information systems for operational programme implementation (CRM, Training Management Platform, etc.). - Conduct technical dialogue for integration of IIEP’s PPM with UNESCO’s main SAP system for budget and finance. - Conduct technical dialogue for integration of IIEP’s PPM with UNESCO business layer platforms, including the transparency portal of UNESCO. - Conduct workshops to configure and deploy centralized collaborative tools to support project managers. - Ensure updates and accuracy of master data in PPM, liaising with data owners in Administration, Budget, HR, Information Services and others. - Ensure compliancy with basic UN and UNESCO wide standards, functionalities, and categories ; Ensure integration between time recording, programme /project. management and financial execution; Steer the development, implementation and maintenance of those systems. - Ensure end user support and trainin as well as long-term compatibility with UN wide and UNESCO wide systems and norms. ORGANIZATIONAL SETTING ----------------------- **3. Train and Support Staff in using IIEP’s Project and Portfolio Management and other PMO managed solutions:** - Develop and disseminate guidelines and online help for end users on PMO managed information systems. - Organize training and coaching for end users, as part of IIIEP staff development plan. - Provide systems and build internal staff network for user support. **4. Provide Strategic Information on IIEP Programmes for internal and external use** - Define and produce indicators and Dashboard for strategic steering and reporting of IIEP Programmes - Supervise and centralize the monitoring of Key Performance Indicators of IIEP’s Medium Term Strategy - Provide tools to inform decisions for budget and staff time allocation across projects - Respond to Director’s Office and other teams’ demands for reports and statistics extracted from IIEP Programme Information Systems - Provide specific statistics and synthesis to feed into the IIEP Governing Board’s annual report programme implementation **5.
