Org. Setting and Reporting This position is located in the Programme Office in Malaysia (POMAL) with duty station in Putrajaya, under the UNODC Regional Office for Southeast Asia and the Pacific (ROSEAP), based in Bangkok, Thailand, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the UNODC Representative for Southeast Asia and the Pacific (ROSEAP), the direct supervision of the Programme Coordinator (Counter-Cybercrime) at ROSEAP and the additional supervision of the Programme Coordinator at ROSEAP. Additional substantive guidance will be provided by the Cybercrime and Anti-Money Laundering Section (CMLS) at UNODC headquarters in Vienna.

Responsibilities Within assigned authority, the incumbent will assist in providing coordinative, substantive and technical support to the implementation of the UNODC activities in Malaysia and the Southeast Asian and Pacific region pertaining to cybercrime and cryptocurrencies. The incumbent will be responsible for the following specific duties:

  • Contribute to keeping abreast with political, programmatic and security developments in Malaysia and the Southeast Asian and Pacific region with regards to cybercrime, and assist in maintaining expertise on recent technical and policy trends within cybercrime and cryptocurrency.
  • Assist in the preparation of and draft a variety of written outputs that relate to the implementation of cybercrime initiatives in the region, such as background papers, progress reports, evaluation reports, mission reports, briefing notes and presentations.
  • Draft/prepare reports, inputs for reports and briefing notes, as required also for the use of other Sections, Branches and Divisions of UNODC or other UN Secretariat organizations.
  • Contribute to and support counter cybercrime, digital forensic, cryptocurrency and cyber legal assessments, capacity-building and technical assistance activities.
  • Participate in the implementation of activities under the cybercrime aspects of the ROSEAP Regional Programme by delivering, contributing to and ensuring coordination among the relevant personnel and units, in particular with regards to the administrative aspects of the activities, the subcontracting of services, and financial monitoring and reporting.
  • Cooperate and coordinate, as required, with other UNODC Field Office and substantive Branches/Sections at UNODC Headquarters on implementation arrangements and provide detailed specifications of the activities foresee as needed.
  • Liaise with relevant colleagues at ROSEAP for procurement to Malaysian and other regional counterparts of specialized equipment related to cybercrime and cryptocurrencies.
  • Contribute to programmes reviews, revisions, monitoring and completion of related reporting obligations, the latter related both to UNODC and to individual donors, as applicable, and in accordance with UNODC Programme management policies and guidelines.
  • Liaise at the technical level with Malaysian and other regional Government counterparts, focal points and other relevant staff to ensure that UNODC events and related logistical arrangements (travel, accommodation, etc.), as well as other activities run smoothly, and that programmes objectives are achieved in a timely manner.
  • Liaise with the relevant technical teams at ROSEAP, as well as with relevant counterparts for overall planning, inputs and recommendations for project implementation.
  • Assist in organizing and facilitating international, interregional and national activities and meetings on countering cybercrime and the criminal use of cryptocurrencies.
  • Assist in the mobilization of additional resources for the implementation in the region of new or scaled-up ROSEAP initiatives on cybercrime or other topics in Malaysia and in the region.
  • Participate in conferences, deliver presentations and disseminate information on UNODC cybercrime- and cryptocurrencies-related initiatives.
  • Perform other work-related duties, as required.

Education An advanced university degree (Master’s degree or equivalent) in law, law enforcement/ policing/intelligence, computer science, computer forensic or closely related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of two years of professional experience in delivering counter-cybercrime and/or digital forensic law enforcement operations and/or prosecution, including at international level OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive. Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P), is required.

Experience with frontier technologies and digital forensic software is required.

Experience with internet service providers (ISP) is desirable.

Experience in the development of national cybercrime legislation is desirable.

Technical experience with conducting data analysis and adapting raw data is desirable.

Experience in delivering training on counter-cybercrime topics, i.e. cryptocurrencies and darknet, is desirable.

Experience with the United Nations system or similar international organizations is desirable.

Work experience in Southeast Asia and/or the Pacific is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency English is required. Knowledge of another official United Nations language is an advantage.
