1. Organizational Context

  1. Organizational Setting

The post is located in the WIPO Academy in the Regional and National Development Sector. The WIPO Academy is the core entity in WIPO for training and capacity-building activities, particularly for developing countries, LDCs and countries with economies in transition. The Academy acts as an in-house center of excellence on training, including professional training; a catalyst for networks and partnerships to expand the range and impact of training opportunities at the national level; an open-access on-line clearing house of information on all WIPO training activities, tools and services; and a hub of virtual network of partners, experts and teachers in development-oriented IP training. Beneficiaries of the WIPO Academy services include decision-makers, government officials, members of national intellectual property offices and societies for collective management of copyright and related rights, intellectual property practitioners, academics, students and other stakeholders.

  1. Purpose Statement

The incumbent contributes to the implementation and monitoring of the WIPO Academy's Intellectual Property Institutions (IPTIs) Project aimed at supporting the creation of national/regional self-sustaining training capacities to respond in a tailored manner to local demand for IP knowledge.

  1. Reporting Lines

The incumbent works under the supervision of the Head of the Academic Institutions Program and the Program Officer.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Assist in the preparation, implementation and monitoring of IPTIs ongoing projects and the effective completion of ad hoc cooperation activities related to IP education.

b. Support the achievement of projects’ deliverables and agreed objectives through (i) the organization of multiple remote and in-person capacity building activities; (ii) the review of IP curricula designed by partners and national consultants; (iii) the review of business plans prepared to guide the IPTIs operation after project completion; and (iv) the assistance required for the establishment of an IPTI Library.

c. Conduct research on IP education and different IP fields, with a view to optimize the benefits of the training activities or the target audiences, and present research outcomes.

d. Contribute to the reports preparation, including but not limited to progress and final project reports.

e. Contribute to the responses to new requests for cooperation and support the processes to assess IP education needs from requesting countries and pre-required conditions for the project implementation.

f. Regularly update the IPTI virtual network public and members’ area, including publishing new relevant data, moderating forum discussions on IP education, adding new resources, identifying new business needs, implementing improvements and proposing actions and tools for a wider promotion of the network.

g. Contribute to the IPTIs data collection and information sharing regular processes and the creation of short- and medium- impact assessment tools for IPTIs.

h. Support the planning and execution of new IP education initiatives and special projects in coordination with other WIPO Divisions, to address collective demands from IPTIs focused on skill-based training for key national stakeholders.

i. Assist in the communication and organization of meetings with key contacts in the Member States, elicit information and feedback and give presentations on the Academy and the project activities, as required.

j. Assist the organization of outreach activities in cooperation with partners and in coordination with other WIPO Divisions

k. Support effective business decisions by the Head of AIP and the Program Officer, AIP, in benefit of the project and perform other duties as required.

3. Requirements

Education (Essential)

A first-level university degree in intellectual property, international relations, political science, law or social science or other relevant discipline.

Experience (Essential)

At least three years of professional experience at the national and international level, including in the field of intellectual property.

Experience (Desirable)

Experience in IP training projects and adult learning activities.

Experience in IP online programs/projects and e-learning platforms.

Language (Essential)

Excellent written and spoken knowledge of English and Spanish.

Language (Desirable)

Knowledge of other UN official languages, French in particular.

Excellent knowledge of the international IP system.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the November 2021 rate of 92.2%

Additional Information

* Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions. The selected candidate will be subject to an overall term of five years with no possibility of renewal beyond that term. This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
