1. Organizational Context

  1. Organizational Setting

The post is located in the Copyright Management Division (CMD) of the Copyright and Creative Industries Sector (CCIS). CMD proposes policy objectives, designs and implements programs and leads projects for the establishment, strengthening and effective use of copyright management systems at the national, regional and international level. Working closely with Member States, professional organizations and stakeholder groups, the Division develops and manages advisory and capacity building services, legal and technical assistance, partnerships, technology and platforms in support of effective, efficient and impactful copyright and related rights management solutions.

  1. Purpose Statement

The incumbent is responsible for undertaking research and preparing initial drafts of legal and policy documents and comments on laws and regulations in the area of copyright and related rights.

The incumbent is also responsible for organizing and implementing events and services in support of effective, efficient and impactful copyright and related rights management solutions.

  1. Reporting Lines

The incumbent works under the supervision of the Counsellor, CMD.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Plan and prepare initial drafts of legal documents related to copyright and related rights, including undertaking research for the preparation of project papers, studies, memoranda, correspondence, and other types of documents as requested.

b. Draft the initial version of legislative advice related to collective management of copyright and related rights, and assist in providing requested advice to WIPO Member States on these topics.

c. Support and carry out skills development and knowledge transfer activities for Member States, Collective Management Organizations and other stakeholders on copyright and related rights management as well as copyright infrastructure; prepare project and meeting documents and manage, execute and monitor the operation of approved projects and events; draft reports, including implementation and financial reports.

d. Conduct research and analyze copyright management and infrastructure related legal, licensing and data frameworks; contribute to the organization of copyright infrastructure webinars, featuring panelists from the public and private sector.

e. Review and contribute to the development of content for the WIPO for Creators Platform and support related WIPO for Creators activities.

f. Undertake surveys, collect information and data and contribute to their analysis.

g. Perform other related duties as required.

3. Requirements

Education (Essential)

First-level university degree in law.

Education (Desirable)

Advanced university degree in copyright and related rights law, ideally with a specialization in collective rights management.

Experience (Essential)

At least three years of relevant professional experience at the national or international level.

Experience working in the field of copyright or related rights management and the creative industries.

Experience (Desirable)

At least two years of relevant professional experience in the field of copyright or related rights and the creative industries.

Experience conducting research and providing legal advice and services in the field of copyright and related rights.

Experience working on results-driven and impactful projects at the international, regional or national level.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Proficiency in French.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the January 2023 rate of 78.2%.
