Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the responsibility of the Director Electoral Affairs Division and the direct supervision of the Political and Legal Analyses, Communications, Reporting and Gender Head of Unit, the UN Volunteer will undertake the following tasks:

  • Ensure that all field reports are received regularly and within set deadlines; Compile regular reports for the Electoral Division on major electoral developments and issues on the field, including immediate and longer-term problems;
  • Ensure timely reports of electoral matters in the assigned area of responsibility, as directed by the head of legal and political unit and in close coordination with relevant sections of the MINUSMA;
  • Draft daily sitreps, weekly sitreps, meetings minutes and SG reports in a timely manner and following instructions of the Head of Section. Ensures up-to-date information regarding substantive electoral matters in Mali and makes recommendations on actions to take;
  • Advise and report to the Mission on the baseline at national level regarding the relevant and most appropriate communication means, medias, awareness raising activities in the field of voters’ sensitization and mobilization taking into account the Malian context and constraints;
  • In consultation with the national Elections Management Bodies and Civil society organiza-tions develop an appropriate communication plan including awareness raising of the pop-ulation and officials on the electoral process;
  • Ensure media monitoring and arrange field visits to relevant national stakeholders in order to collect useful information related to the electoral and political processes in Mali;
  • In consultation with the national Elections Management Bodies, Civil society organizations dealing on women issues and the Mission’s Gender Unit, develop a gender and elections strategy focused on women participation. The strategy should include a gender action plan with indicators, targets and time bound outputs to advance women’s empowerment and promote gender equality in the electoral process;
  • Pursuant to the December 18, 2015 law, develop a participatory gender analysis examining the different needs, roles, downward sociological constraints that prevent women from get-ting access to elective functions; collect gender responsive baseline data relevant to plan-ning;
  • Provide advice for the design and implementation of an appropriate stakeholder involve-ment strategy related to the communication and gender aspects taking into account the national peculiarities;
  • Facilitate and guide appropriate alignment of communication and gender aspects of the Division with related activities of other government, donors and private sector-driven activ-ities.
  • As requested by the Division, assist with capacity building and other aspects of work plan designing to ensure communication, visibility and gender considerations are main-streamed;
  • Prepare and take part in meetings with stakeholders involved in the electoral process and other public events related to electoral assistance;
  • Perform other related duties as required

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Advanced university degree (Master’s degree or equivalent) in Political/Social Sciences, International Relations, Law, Public Administration, languages, Communication or related fields. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Required experience:

60 Months

Experience remark:

  • A minimum of five years of progressively responsible experience in elections/reporting and related area in at least 2 countries. At least two years of experience in implementing, sup-porting or advising on electoral processes is required. United Nations electoral field expe-rience in a peacekeeping operation, political mission and/or a UN agency is desirable. Ex-perience in post-conflict situations and/or in developing countries or Mali will be an asset;
  • Strong knowledge in the field of electoral processes and high level of communication/gen-der issues and exchange of experience;
  • Experience in media monitoring, the collection of gender segregated data and capacity building;

Language skills:

  • English(Mandatory), Level - Fluent
  • French(Mandatory), Level - Fluent

  • Great writing, analytical and communication skills; Capacity to dialogue with electoral and political actors as well as the ability to produce quality reports.
  • Must have a good mastery of Microsoft Word, EXCEL, PowerPoint, Publisher, etc
