Job Description

Job overview:

As a member for the Award Finance support the Associate Director, Tech Excellence Finance is responsible for handling all financial aspects of the post-award process for all award funded projects for his/her portfolio. This position coordinates compliance with IRC finance policies and procedures, standard methodologies, GAAP and applicable donor regulations and agreement terms. The incumbent is responsible for the implementation of ongoing systemic improvements in process and procedure, meant to improve the efficient use of IRC resources including the proactive identification and resolution of issues imposed by non-USG donors.

S/he is responsible for coordinating the financial and accounting management of the Tech Ex Unit. Emphasis will be placed on maintaining financial management practices and systems that are aligned with US laws as well as donor requirements.

S/he will have responsibility for all aspects of strategic and operational finance across the Tech Ex unit, acting as the principal finance business partner to the Director-GOAT, as well as conforming to IRCs financial control environment and CFO standards and objectives.

The Associate Director – Tech Excellence will have dual reporting to the Associate Controller-Program Finance and the Director-GOAT S/he will work closely with the technical units and as well as other HQ Unit staff.

Key areas of accountability:

Planning & Financial Analysis

- Provide financial information and reports which supports the Head of Technical excellence and director-GOAT in making business decisions in line with IRC and Tech. Ex. Program strategies. - Provide strategic analysis on the overall financial health to the Tech Ex.Head of Technical excellence, Director-GOAT and HQ Finance. - Participate in the annual and reforecast operating and grant budgets.

Financial Systems & Business Operational Improvement

- Supply discussions on financial policy issues including the maintenance and development of the IRC Finance Manual. - Serve as an Integra (ERP) Super User and support the adaptation of the ERP system which includes training and technical support for current and new finance team members in the Tech ex unit.

Awards Financial Management

- Ensure that all fiscal matters are current relating to his/her public donor portfolio, including federal, state, other public and private awards, and related external support awards are handled in accordance with applicable donor regulations such as the OMB Circular, United Nations, European Union (PRAG & FPA), DFID/FCDO, and private foundations. - Prepare quarterly analytics report to Associate controller-Program finance and Director-GOAT on awards performance measurements along with recommendations which will improve performance and minimize errors. - Develop, deploy and maintain a system to track all agency awards agreements in files and the award database. - Budget proposal review/budget realignment for HQ lead awards - Provide monthly feedback on awards budget vs actual reviews to HQ units. - Discuss underspending/overspending and other irregularities during monthly meetings and provide recommendations. - Lead Finance Pre-award assessment of sub-grantees handled by HQ - Review and process award Recodes for HQ handled awards - Support HQ units on award finance management including capacity building, budget mentorship and award management processes

Audit Management

- Identify and immediately communicate award financial risk. - Lead project audits for HQ awards.

Donor Agreements, Reporting and Monitoring

- Keep current on all public resource funding regulations and accounting updates that affect donor reporting. - Prepare and submit US Government financial reports (form SF425) and SF272. - Ensure other reports are submitted on time (inventory and assets disposal and VAT reports). - Review receivable balances to ensure appropriate and timely follow up. - Provide regular feedback on discrepancies in both USG and non-USG grants' financial reports to GOAT, Airbel, Advocacy/Communications and IT units.

Integra (ERP System)

- Review and activate new grants in Integra. - Provide support for Integra for GOAT, Airbel and Advocacy/Comms teams (issues with not being able to post for specific D2, PR creation, closed grants, etc.). - Working with Integra team to address technical issues such as various errors while posting DynAd and budget journals, ICR/revenue not posted, settlement not posted or posted incorrectly, transactions in GL only, billable/non-billable transactions.

Requirements:

- Bachelor’s Degree in Accounting, Finance, or equivalent - Master’s Degree, CPA or CA a plus. - Approximately 8+ years of dynamic financial awards management experience in the non-profit sector. - Previous work experience in a multi-cultural international environment is helpful. - Demonstrated familiarity with GAAP and shown general knowledge of Fund Accounting. - Previous work experience with a major general ledger software package – experience with MS D365 preferred. - Confirmed knowledge of US Government and European Union regulations. - Excellent interpersonal skills, including the ability to communicate effectively in a multi-cultural environment and patiently handle congenial relationships. - Proven interpersonal skills: the ability to be flexible and perform under pressure in a fast-paced team environment. - Ability to recognize the need to elevate advanced support requests to the appropriate team members. - Flexible work demeanor: the ability to work efficiently in a team environment & independently and ability to meet unexpected demands. - Strong digital literacy: facility with MS Word, Excel, various accounting software, and email/internet software. - The ability and willingness to travel as needed.
