Org. Setting and Reporting The post is located in the Conference Support Section (CSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC) in Vienna. The incumbent will work under the direct supervision of the Crime Prevention and Criminal Justice Officer and general supervision of the Chief of the Section.

Responsibilities Within assigned authority, the incumbent will carry out a range of functions to facilitate and assist the information gathering process and provide support to related intergovernmental meetings to support the mechanism for the review of the United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocols thereto. In particular, the incumbent will perform the following specific duties: •Participate in and support the servicing of intergovernmental meetings related to the review mechanism of the United Nations Convention against Transnational Organized Crime (UNTOC); •Contribute to the implementation of the UNTOC review process, including assisting in the delivery of training and related substantive and logistical support to facilitate the participation of States parties in the review process; •Assist in carrying out general advocacy and outreach activity on the ratification and implementation of UNTOC and the operation of the review mechanism, including drafting of information for the webpage dedicated to the UNTOC review mechanism; •Carry out legal research and analysis and support the data collection and dissemination related to the implementation of UNTOC and the Protocols thereto; •Draft and prepare briefing notes, talking points, speaking notes, speeches and provide support in the coordination of a variety of inputs on UNTOC and its Protocols for senior management and/or Member States; •Contribute to the general administration and programme management tasks, especially as they relate to reporting on the “Global Programme to Support the Mechanism for the Review of the Implementation of the UNTOC and the Protocols thereto” (GLOW97): oMonitor and analyse programme and project development and implementation and review relevant documents and reports; oIdentify problems and issues to be addressed and initiate corrective actions; oLiaise with relevant parties and ensure follow-up actions; •Support States parties in the review process through, inter alia, facilitating consultations and the dialogue between reviewed and reviewing States, such as facilitating consultation on the establishment of timeframes and the requirements of the desk review; •Support and troubleshoot States parties in using RevMod, the secure module of SHERLOC (Sharing Electronic Resources and Laws on Crime) developed to support the review process of UNTOC; •Contribute to the further development of RevMod and its maintenance in coordination with the Crime Prevention and Criminal Justice Officer and the IT team. •Perform other work-related duties as required.

Competencies Professionalism: Has knowledge of policies and practices in international crime prevention and criminal justice, as well as the mandates of the United Nations Office on Drugs and Crime. Has substantive knowledge of UNTOC. Has some knowledge of United Nations programme policies, guidelines and procedures. Has very good research and analytical skills. Is able to analyze expeditiously extensive substantive legal documentation and prepare comprehensive reports and summaries. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situation. Education Advanced university degree (Master’s degree or equivalent) in law, criminology, international relations or political science or related field is required. A first level university degree in similar fields in combination with two additional years of qualifying experience, may be accepted in lieu of an advanced degree.

A first-level university degree and no experience will be accepted for candidates who have passed the Young Professionals Programme Examination (YPP), United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience A minimum of two years of professional work experience in supporting intergovernmental processes or servicing intergovernmental bodies is required. Work experience in the field of crime prevention and criminal justice is required. Work experience with the United Nations System or similar international organization is desirable. Experience in the maintenance and/or contribution to the development of IT applications in the area of crime prevention and criminal justice is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English as well as fluency in another UN official language is required. Knowledge of other United Nations official languages is an asset.
