This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Description of task

Within the delegated authority and under the supervision of the Chief of Section, Conduct and Discipline Team, and the direct responsibility of the Coordinator of CDT Training Unit or his/her designated representative(s), the UN Volunteer will perform the following tasks:

  • Assist in developing and implementing strategies and training programs for all categories of mission personnel on UN Standards of conduct, including mission specific administrative issuances and the Zero Tolerance Policy on sexual exploitation and abuse (SEA);
  • Assist in coordinating and delivering mandatory training on conduct and discipline matters including prevention from sexual exploitation and abuse, induction, refresher, training of trainers, specialized trainings, and briefings for all categories of mission personnel and affiliated personnel;
  • Develop and deliver training programs on all forms of misconduct, specifically tailored to various categories of mission personnel, including internationally and locally recruited personnel, military contingents, military observers, and United Nations Police;
  • Establish and promote linkages with other offices within the mission as well as other UN Agencies, in the Mission’s area to facilitate the development and delivery of training programs on all forms of misconduct, including sexual exploitation and abuse;
  • Review and update guidelines, reference materials, and other relevant training tools to tackle all forms of misconduct by UN personnel;
  • Coordinate training activities throughout the mission area to ensure that all mission personnel receive training on all forms of misconduct upon arrival in the mission and at regular intervals;
  • Record and manage the database for all training activities and maintain accurate statistics inputs;
  • Develop and maintain a filing system for training undertaken and update at daily basis the training database;
  • Produce statistics of training activities;
  • Prepare reports on training undertaken and propose recommendations for improvement ;
  • Conduct regular joint risk assessment visits to Mission’s camps, operating bases, fix posts and facilities, including Civilian facilities, Military and FPU camps and make appropriate recommendations to mitigate identified risks factors associated with any type of misconduct;
  • In coordination with other Mission components, ensure that recommendations from Risk Assessments are implemented.

  • Assist in developing and implementing risk management strategies, programs and tools, in coordination with all mission components;

  • In coordination with other Mission’s components, including Security, the Force and Police contribute to risk assessments in establishments in Bangui through “spot check inspections”; and support as necessary CDT colleagues in the field in conducting such exercises;
  • Record and manage the database for all Risk Assessments exercises conducted and maintain accurate statistics in this regard;
  • Prepare reports on risk management (including joint risk assessments) exercises undertaken and propose overall recommendations for improving risk management strategies.
  • Perform other related tasks as directed by the supervisor or CDT leadership.

Educational additional comments

At mimimum a Bachelor's Degree in Social Sciences, Education, Law, Human Resources Management or related field.

Experience remark

A minimum of 3 to 5 years of professional work experience in planning, implementing and monitoring training and capacity building activities, with at least 3 at international level. Hands-on experience in tools development and training required. Training and capacity-building work in the field of human rights, in particular relating to sexual exploitation and abuse, strongly preferred. Previous experience in a United Nations peacekeeping mission or similar environment is an advantage. Experience in a UN/NGO, national, international or civil/military setting, is desirable.
